The.Senate spent most of the da; yes terday in tbe consideration of a liiU that provides a means of recovering the prop erty of which the State or the Western and Atlantic Railroad baa been defraud ed. The bill provides that any money property stolen from the State, or the State Road, or of which either may have been' defraoded, may be recovered wher ever identified; and provides also the process by which such property or mon ey may be recovered. The, bUt i* a must complete one, and seemingly closes all avenues of escape fo those who may have such money, Or such property, in their possession. It hunts them down* and without complicated proceedings, follows them from oounty to oopn^y, and reclaims stolen prop erty wherever found, and no matter ~~ whose hands it may be found. Aetion may be begun by Solicitors General, upon information given by any citizen, upon oath. An attachment may issue upon the oath of the informer, that to tbe best of bis knowledge and belief, the defendant has defrauded tbe State of money or property, as the case may be; and such attachment may be levied upon any and all property of the defendant. Tbe passage of the bill is to be con sidered a notice to all the world that the State lays claim to such money, or prop erty, held or owned by any person who has held any office or any position, under the State or the State Road since July, 1866. All suits under the act to be be gun within one year after its passage.— The property recovered under the act is to be Bold, and the net proceeds are to be paid into the State Treasury. The biU provides against wrongful, or malicious prosecutions, by requiring the informer, when able to do so, to give bond, in order that the defendant may be f>rQtscted from costs and other expenses —exoept counsel lees—in case he maybe proven clear of the charges upon which aetion is brought The princifljUcontroversy in the Sen ate, was upoj'si 'motion to strike out the ninth section of the bill which re quired tbe informer [o give bond for the protection of ionocmit-jlefendauts. Sen stars Reese, KunnaOyriftul Brown vigor ously opposed striking it out, and suc ceeded in their opposition. They gued veryf properly that, ’’without the safeguards therein contained, a great many innecant people might be made victims of a system of black-mailing, by unscrupulous persons. Their points were well taken and ably sustained, and it was 'highly creditable to the Senate that they were heeded. The Senate passed the bill, and the House, no doubt, wi 1 concur at once. Those who have property or money, out of which the State or the State Road has been defrauded, may then begin to ex pect to be brought to justice. SUN-STROKES.
