Am partial evidence of this peailiur liberality in disbursing the peo ple's money by Ur. Blodgett's adminis tration, we give ths following compara tive statement of receipts and disbune- “ management of the road by Major Campbell Wallace, Col E. Hulbert, and Captain Foster Blodgett Gross earning* under supervision of Major Campbell Wallace, from January 1st, 1807. to Deoember 3L 1807, 81,162,- 450 63. Expense* from Jaouaiy 1,1807, to December 3i. 1807, 8833,248 15. Net earnings $330,202 48. Gross earnings under supervision of Colonel Hulbert from January 1, 1800, to Deoember 81, I860, 81,288,020 02.— Expenses from January 1, 1809, to De cember 31, 1809,8911,762 77. Net earn ings $376,807 25. Expense* under supervision of Mr. Blodgett, from January 1, 1870, to De cember 27, 1870, $1,60(1,784 20. Amount of expenses not charged on books, ap propriating 828,000 00. Hulbert in cash and cash assets, and about three- fourths of a million of debt* contracted by said administration, paid in part by Bailroad oommiaaion with balance debt yet unpaid, and you have the grand total of about eighteen hundred thoaaand dol lars oa the proximate sum which has been recklessly and unwarrantably expended or ootnplicltiy and illegitimately appro priated. Hulbert’s administration, the increased business of the road for 1870, tho careless end irregulsr manner in whioh s large nnroker of the vouchers have been taken, which can be rendily pointed out to your committee; and the sudden affluence of so many who have been eonneoted with the late manage ment of the Western and A thin tie Rail read, it shows a reckless misappropriation of the hard earnings of tha people, wliieli its to prima/aoiefil the evidence of and demands, in the judgment of this committee, the meet thorough inves tigation. We reapeetfully suggest that it shall b* tha pleasure af the committee is charge to torn over all the book* and po ol th* Western and Atlantia Rail road to the Legislative Committee when appointed, and to giv* all the information in oar power relating to the books or that may be of value in the investigation. Having been appointed General Book keeper in charge Beut 1, 1871, with com petent assistants, the duties involved in making up those statements have been onerous Upon an examination of the books, I found they had not been bal anced sinoc January 31st, 1870, (which it the data of tho last balance made by myself). 8overtl attempts had been made showing forced holanoes, which necessitated a thorough investigation by oheckiug over ths books of the road from Febratry 1st, 1870, to September 1st, 1870. In doing this, numerous soon were found, wbteb will affect some of the aocouuts. I find that no settlement* have been made, (daring a period of eight months after the Road was leased) with th* At lanta, Kingston, Dalton and Chattanooga agencies.
