This £)’• Aumalo dissented from. Thiers retorted with the evidence of bis interviews with the Geuerols, aud concluded by saying, “I doubt not your aim is patriotic, but these proceedings are not in accordance with onr ngreemPit.” BUbuU termi nated the interview by saying that lie, would consult hia friends as to the proper time to claim his soat. he did Hit iuteud to change his allegiance from Great liritoiii, complied with the (Jneen'a proclamation of neutrality, and pleads the 1’resident’s proclamation con fiscating property passing from the in surrectionary to the loyal States. The commission decides that the first question is whether the commission have jurisdiction, which depends upon wheth er the claimant is a British subject, with in the menuing of the treaty. Tho plea that the claimant’s residence in Georgia excluded him from the treaty is denied, and the whole demurrer dissolved; but the United States Government is at lib erty, if it sees fit, to take issue upon the facts alleged in tho memorial.
