Washington, December 19.—The fol lowing were confirmed to-day: Torbert, Consul General to Havana, and Wood Ansessor of the First Texas District There was a full Cabinet to day, except Delano. The following nominations have been made: Wm. H. Goddard, Judge ot the Eastern District of Texas; Jas. F. Dever, Collector of the Fourth Georgia District, and Benj. F. Bell, Collector of the Second Georgia District. The report of the Civil Service Com mission gives the President absolute E ower of removal. Offices to be filled v competition examinations are open to all, who muBt enter the lowest grade. The President approves the report, which will go into effect January 1st, 1872. The Chief Justice announced to the bar that the opinions in the legal tender cases will be read at au early day after the recess, and that the opinions had been postponed at the request of the minority. The President’s message asks for addi tional legislation upon tho civil servioe. Under the law constituting the commis sion, the authority is vested in the Pres ident to enforce their regulations; but they are not binding upon him, and may be disregarded by his successors. He recommends a permanent board of pri mary examination, and asks for all the strength Congress can give him to carry out the reforms recommended by tile Committee. Meteorological. Washington, December 19.—The dis turbance on the Pacific coast will proba bly pass, northeast, into Montana, and falling barometer and rising temperature prevail on Wednesday at the Rocky Mountains; the high barometer north of Missouri, move east with diminished pressure and cold northwest winds pre vail west of the Apalaohian range. Cloudy weather, with westerly winds, will prevail very generally on Wednes day along the Atlantic coast, sod brisk Winds from North Carolina to Maryland. Navigation being closed upon the lakes, the display of cautionary signals will be suspended at the lake ports during the winter. FOREIGN NEWS. FRANCE. Thf Orleans Princes’ Case. Paris, December 19.— In the Assembly to-day there was a heated discussion on the question of seating the Orleans Princes. Desjardins moved that the Orleans Princes be restored to all their rights. This motion was violently opposed by the deputies of the leit. but dually a mo tion which avoids all sdvioe of responsi bility passed with but two dissenting votes. - Duke D'Aumale and Prince D’Joiaville took their scats in the National Assembly to-day. They sat in the centre of the members of the Right. Their appear ance created uo seusation in the-body. A bill has been introduced providing for the release of the Communist prison ers who held no rank. ENGLAND. llh of Wales. London, December 19.—The Prince of Wales is convalescing rapidly. He will probably be out in three or four days. DOMESTIC NEWS. Tbe Gabersstorlsl EInUsr. Augusta, December 19.—The election for Governor to fill the nnexpired term of Rufus B. Bullock was the quietest ever held in Georgia. Only abont 1,000 votes were polled in Richmond eoonty, all of which were for James M. Smith. The Republicans took no part in the election The vote in the State is about 200,000. There being no opposition to tho Demo cratic candidate, it is believed that not more than 6,000 votes have been polled in the State. Special Notices.
