Katidly DiaArrEAEiFO.-—It has been customary for the Legislature to appro priate 820,000 annually, as a “Contingent Fund," to be '.nsed by the Governor, in bis discretion, to meet such expenses as may not be otherwise provided for by law. James Sevles—He Tabes WaTke.— Yesterday at 10 o’clock was act for a hearing of the Anfieus oorjitu caso of Mr. Skyk.H. Our readers will remember that he fig ured conspicuously in tho Into unlawful and outrageous arrests of a largo number of the best citizens of D.ulo county— dragging them away froai home without due procaas of law, and without prepara tion, subjecting them to aueli hardships and indignities ua to cause a feeling of indignation to riso up in the breast of every honest man. His shameless disre- of ptvnonal rights, and that security which Hie fundamental law of the laud guaranties to ult poraons—criminals not exoopted—was of the most wanton and provoking character. Two of the thirty mid men, under a decision which appears to ua to be as little warranted the arrests were at first, were placed under bonds. When these Dado county men reached home, they resolved not to rust under the indignities and wrongs which they had suffered; and warrants for false im pri8ohmout were nued out,* upon which Stylos was' afreriod: To pVcyetit being ci^vicd to Dade county to bo tried before tihe cuilicoarta, whore tile dulawful ar rests waiM iav4o by him, he llrst sought military protection - so wc were informed. Mr. Stephens sounds the key note to tlio har monies of Republican liberty. To that pure patriot, wise statesman and conser vative citizen is due, in my opinion, the )*o«ervatien of the vestal fire of liberty, when about to bo submerged beneath tho waves of “policy.” His entrance into thoaiournali.stic pro fession, 1 considered at its inception, ana do now consider, the most important event of our post-bellum history. That was their objoit. They were tbe great American plum hr era, of which the Kirabiill-Bullock-Bloigett Ring was only an imitation upon a Comparatively small scale. These great jeculators knew that as soon as tbe Deimcratic party came into power, their peculations wonT3 cease and they would be made to shell out some of their plunder—just as the success of theparty has terminate^ the operations of thi Georgia gang. Dr. Bard has hem forced into bank ruptcy. This bos rivealed his creditors. The first man on the list is Wm. M. Tweed, 83,000; ant the next Peter B. Sweeney, $3,000. We are told that a number of reliable men in Middle and Southern Georgia have taken stock in tho company to the amount of $50,D00. Hon. H. L. W. Craig, of tho House, is an active mem ber of this company, the organization of which will be perfected daring the ap proaching adjourned session of the Leg islature. Col. G. W. Lee, who firs, sug gested tho formation of the Company, is in communication with D. D. This feature wc like. Wo shall say more ubout these road steamers in our next issue. It may be that they will do away with the utility of narrow gauge railroads. Paid Them.—We mentioned some time ago, that Bullock Had, without any au thority of law, employed Messrs. Peck & Gramling to oonstruct au addition to the Executive Mansion—kitchen, servants’ rooms, etc.,—which, in the opinion ef some, was not necessary. But whether necessary or not, Bullock hod no authori ty to hire any one to build it. Bullock nbsconded and left tho contractors un paid—their bill amounting to neatly $3,000. Since the adjournment of the Legislature, Acting Governor Conley has drawn upon the contingent fund and paid this claim. As remarked elsewhere, the contingent fund for the whole of next year, is nearly half exhausted since the adjournment of the Legislature. The Vote in Dade..—Dade county gavo Col.
