SOUTH CAROLINA The State Debt—A Fearful Tale of Kadi, fcal Plundering. Columbia, December 26.—The report of the Joint Legislative Committee, which has been sitting in New York during the summer, with B. F. Whit- temore, os chairman, has appeared. It makes nearly 300 printed pages, and gives an elaborate view of the adminis tration of the State finances since the in stallation of the present government. Regarding the State debt, tho Com mittee declare that they cannot believe other than the fearful truths that stare, them iu the face: that the bonds and stocks printed by the American Bank Note Company—$22,540,000 do not rep resent the liabilities of the State; for, while the faith and credit of the State, however unlawfully presented, have been pledged for their payment, the contin gent liability incurred by railroad in dorsement swells the total up to $29,- 000,000 inclusive. The report says the Committee, in view of the atrocity of the disclosures, the work of the present administration, or rather of a ring, composed of the leading officers of the State Government, unhesi tatingly say that the Republican party, which elevated them to power, must show its condemnation of such treachery and knavery by immediate and united legis lative enactments, as well as by every other deliberate measure, to bring to jus tice those who have prostituted the au thority with which they have been cloth ed and so flagrantly and oriminally im periled tho trusts to them confided.
