a discrepancy of over $50,000 in tho ac
count of a certain corporation, with tho
State of Georgia during Bullock's ad
ministration; and it is estimated that the

Editors Sun: Last night a squad of
United States Soldiers, on their way fjrom
White county with some prisoners, put
up at the Christian Hotel in this place.
The officers were drunk and not well cal
culated to preserve order among their
subordinates. They bad with them a
negro, John Horslmw, who is traveling
with them as a kind of guidejaud gene
ral government witness.
When tho bell rung for supper, the
Lieutenant suggested to this negro to
go to supper, but 0s bo approached the
table ill the dining room, he wus met by
the landlord's son and informed that a
ueg«o could jiot cat there. Whereupon
the negro was sent by a back-way to the
negro kitcheD, where he was informod
that, notwithstanding his pretentious
und present associates, he was neverthe
less a negro.
The landlord, Mr. Christian, will do all
his power to rnuko his guests comfort
able and happy, but he wishes it distinct
ly understood that those who wish to
practice negro equulity will have tp seek
other headquurtei.i.

Editor Atlanta Sun—Dear Sir: I am
bore on my return from Atlanta. Some
time since you will recollect that Mr.
Merritt and myself were carried prison
ers to Atlanta under a United States war
rant sworn out by an old detestable ne
gro wench, charging that we, and many
others, were guilty of Ku-Klux outrages
in White county. Among the number
included in said charge are somo of tho
most wealthy, respectablo and moral
citizens in said county. This disreputa
ble old wencl} bad once, or oftencr, been
before the United States Grand Jury, and
failed to get indictments against us.
However, meeting with enrollrtigemeat*
from certain quarters iu Atlanta, os well
from certain government officials in
White county 4 who were theic iu the in
terests of Green B. Holcomb, a notorious
scoundrel and criminal, sho sworo out
United States Commissioner’s Warrants
against Merritt and myself, aud those
above alluded to. About this time there
were quartered in Whito county a squad
of United States soldiers under the com
mand of a citizen Lieutenant named
Taylor, and Henry Martin, United States
Deputy Marshal, who were spending
their time, taking their daily walks und
having their conversations with that no
torious “scalawag,” Green 11. Holcomb,
and a few others, but little better than
himself.
These warrants were hauded over to
them, and Mr. Merritt and myself wore
arrested under the outrageous circum
stances, before alluded to iu Tun Sun.
When Judge Tope, United States Dis
trict Attoruey, refused to prosecute
said wurrauts, being thus bnllled
in their wicked purposes, certain parties
induced this same old wcuch to go before
auother U. S. Commissioner, John L.
Conley, aud tako out a warrant against
the same parties, charging tLern with the
same offense. Thereupon the U. S.
Deputy Marshal, Henry Martin, with a
squad of U. S. soldiers proceeded to Whito
county, and after they had made several
arrests, sent me a list of the names against
whom they held wairants, requesting us
to report in Gainesville next day. Con
sidering it a most merciful privilege to
ape tho humiliation of an arrest, aud
tho exposure of being prisoners wc punc
tually reported as requested.
Wc met with Mr. Martin, as expected,
who carried us ull, seventeen iu number,
on ibis morning’s train to Atlanta, where
we gave lymd for our appearance at the
approaching United States District Court.
Now, sirs, all this was done while the
United States authorities in Atlanta aud
their appointees knew tho facts of tho
failure to get iudictmcats, aud of the
issuing of tho former warrants, aud
the know ledge on their part, that neither
liadicalt nor ncyroes would believe that
old negro wench on oath. With these
facts beforo their faces, the United States
authorities issued new warrants upon the
affidavit of said wench, hud innocent cit
izens dragged away from iheir homes
and business pursuits, und torn from
their families, who were left in litful
anxiety as to their safety—all that said
authorities might make a few dollars or
gratify tho bitterness of their feeliugs
against our citizens.
After a full consideration of this matter,
I charge and accuse tho United States
authorities in Atlanta, with tho offense of
wilfully and iutentioually committing
deliberate outrages on our innocent citi
zens, knoiciny at the time they did it that
they were outrages.
In tneso times of military rule, this
may appear rutber plain talk, bnt how
ever plain it may seem, yet it is true, and
tho people shall know how tlieso pamper
ed despots and tools of office are acting.
These outrages have been thus perpetra
ted upon ns, and wo wero turned loose
ninety miles from borne, without offering
us a dollar to return us to our families.
ULdir the pretense that ho was a prison
er, these very same authorities in Atlanta
held Green B. Holcombe as a pet prisoner
for months, in order to keep the State au
thorities from arresting lum and prosecu
ting him for false s wearing, assault with
intent to commit a rape on a poor, unpro
tected orphan girl, carrying concealed
weapons, cheating and swindling, aud
malicious mischief; and when Col. Find
ley, of this place, a United States Dep
uty Marshal, attempted to arrest him by
virtue of a United States Commissioners
warrant, for representing ( himself as a
United States revenuo officer, under
which representation he obtained nearly
two thousand dollars from the citizens of
Union county, said authorities refused to
surrender him, defended him, and defeat
ed the arrest
And under the shadow of their wing,
and tho hollow of their hand, these soino
authorities are holding a thief and notori
ously bad negro, John jHorshaw, as a pet
prisoner, while he is aoting as guide and
United States evidence against the eitf=
zens of Union and ^Towns counties.
All this to secure his wicked servioesand
protect him from State prosecutions. But

Tho Committeo on Publio Buildings

000 for public buildings at Raleigh, N. C.
The chairman of tho committee an

was to give money only to the capitals

the newspapers, indicating differences
of opinion in the Cabinet ou tho answer
which lias been sent to the British views
ou the treaty of Washington, are caicula-
to weaken the position of tho United
States abroad. In point of fact, there
has never been a shade of difference of
opinion, either as to the form or the con
clusion of the answer which goes out in
very nearly tho identical language iu
which it waa prepared and submitted to
tho Cabinet by the Secretary of State.
It lias been ascertained that the lew
changes made therein wero verbal in
order to give the clearest expression of
tho thought which it was designed to
convey.
The consideration of the paper at sue*
ceasive Cubiuet meetings,was, it appears,
rather an excuse for delay in its lieing
forwarded in the belief that time waa
having its effect in allajiag tho cxcitcnn nt
in Great Brituiu. This is regarded as a
not uufortiinate couaoquenoe.
Tho appropriation for tho oxpcnsi h oj
the United States Courts for tho current
year is exhausted, and no payment can,
therefore he made to their otlicers until
an appropriation shull have been made
by Congress. There is a clause in tho
deficiency hill appropriating one million
dollars for this purpose. The hi 1 will
probably he passed utan early day.
