Savannah News says “there is one
gratifying fact connected with the
recent high-handed robbery perpe
trated by Congress, under the lead of
that miserable old political bandit,
Beast Bntler. If the individual
members, whose insatiable greed for
public plunder impehed them to join

nal conspiracy, supposed that party
partizan association would shield
them from just condemnation by the
press, they have been most egregi-
onsly mistaken.” Says the News:
The leadingpapers of the country,
Republican, Democratic and Inde
pendent, almost without an excep
tion, are unstinted in their denuncia
tion of an outrage unparalleled in
the history of the government Dem
ocrats ana Renublioans unite in hold
ing up to public reprobation the men
of their respective parties, and even
the President himself, for an act of
shameless cupidity that admits of no
justification and palliation. In this
fact we recognize a sense of right and
decency which gives promise of hope
ful results This crowning outrage
has opened the eves of the people to
the utter demoralization of Congress
—it has filled the honest voters of all
parties with alarm, and the press but
speaks the universal sentiment of the
country when it denounces the re
cent act of Congress as an outrage,
and a disgrace, not only to those who
participated in it, but to the Ameri
can name.
Calling attention to advertisement
of the State Treasurer, proposing to
sell the new Georgia 8 per cent, bonds
the Warrenton Clipper says:
If the people of Georgia will only
come forward and take up these bonds
it will be the means of drawing mon
ey from Wall street for investments
in Georgia, and thereby reduce the
heavy per cent, now demanded by
capitalists.
Referring to Judge Erakine”s de
cision, the Columbus Sun says:
The ballot-box is already a mock
ery and a disgrace to civilization,
and it now appears that the jury-box
is to be desecrated by the same twin,
deformed brothers—tyranny and ig
norance.
The Franklin News has this to say
about the bogus bonds put out by
Bullock:
Some of our exchanges are still in
dustriously hammeriug away at toe
bond question. We do not see why
the proposition to pay swindling,
fraudulent bonds should be prolific
of any discussion whatever. The
subject would do very well for a cross
road debating society to practice on,
but it admits of no argument for
statesmen. Georgia will not
anything but her just debts, am

Washington, March 17.—The follow
ing has been telegraphed in brief, but
its importance warrants the text:

meaning of the act approved Jane 8,
1872, amendatory of the general bank
rupt law.
Be it enaoted by the Seiate and House
of Representatives of the United States
of America, in Congress assembled, Teat
it wus the true intent and meaning of an
act approved June 8, 1872, entitled
an act to establish a uniform sys
tern of bankruptcy throughout the
United States, approved Maroh 2, 1867,
that the exemptions (allowed the bank
rupt by the said amendatory aot should,
and it is hereby enacted that they shall,
be the amount allowed by the Constitu
tion and Laws of eaot State respectively
as existing in the year 1871; aud that
such exemptions be valid against debts
contracted before the adoption and pas
sage of suoh State Constitution and laws,
a, well us those contracted alter tbe
same, and against liens by judgment or
decree of any State court—any decision
ol any such court render- d since tbe
adoption and passage of such Constitu
tion and lass to the contrary notwith
standing. Approved March 8, 1873.
A Hurrlble Harder.
The last Warrenton Clipper contained
this: A horrible mnrder was committed
in that port-on of Warren county known
»s“The Neck," on Saturday, the 16th
inst., by a Mr. Ed Clarke upon the
body ol hia wife. We nave beeu una
ble to see auy one from tbe locality
where the deed was committed and are,
therefore, unable to give full particulars
Rumor states, however, that he atruok
her a blow with a large iron spoon on
the back of her bead, cutting a three
mob gaab, be then piled, the chairs and
tables over her lifeless body, snd sotting
fire to them, took one of nis children iu
bis arms, snd mane his escape. Tbe
fire burned through the floor and the
body of tbe unfortunate woman fell to
the ground and was pierced|througb and
throngli by the lolling of a partly horn
ed nil. The ragged end of the sill tore
the liver, heart and entrails ont ot the
lifeless body. We also learn that the
youngest of the children which tbe fiend
left in the burning building with its
mother was bsdiy burned.

trict Court in Atlanta, on J ndge Erskine’s
late order, which it justly characterises
as a movement to paok the janee of tbe
Federal courts in the interests of politi
cal persecution under tbe civil rights
legislation of Congress, the Maoon Tele
graph says:
“Mr. Hi l’a argument does not leave
the subsequent decision of the court
against him an inch of solid ground to
stand npon—bat what then? We are in
the era of politios without reason—legis
lation without sense or patriotism—and
oourts without law or juttioe. Left to
his own instincts and judgment, Judge
Erakine would do well enough. We be
lieve be is naturally a lair man; bnthe
lacks the oourage and moral strength to
stem the wretched partisan drift of the
times—wherein, from President down,
every offioial and every official's parasite
is eliunoring for the sacrifice ot pnblio
jostioe, reason and onmmon sense to the
Dagon of Afrioan politics.
“Mr. Hill says the point he argues
one of vital importance, and nobody will
be bold euongb to question the truth aud
justice of tbst assertion. If the State of
Georgia should enact that tbe defendant
in every oivtl suit should be permitted to
ohooee a jury of his particular friends,
sheriff, in every trial for miede-
and the
meanor or felonv, should lie required

body would eay such legislation was

ent party, as to the defendants, through

in the hands of a malignant proseontion.
“Fur illustration: in thia county
Bibb, a negro—one Jeff Long—who
since 1865 has uniformly headed tbe
negro voters in the meat aggressive at
tempts to take possession of tbe polls and
prevent the whites from an equal obauoe
to deposit their votes, and wuo last fall
organized ooe of the moat violent on
slaughts on the white voters, for that
purpose, which culminated in a fight—we
say this negro heads the jury list trom
this eonnty, as we are informed and be
lieve, and has been selected to puss upon
the gnilt or innocenoe of.tbose whom his
atrocious oonduot reduced to the dilemma
of either standing up to their rights as
freemeu or beiug driven iguominionsiy
from the polls by showers of brickbats
from a mob of tyrannical negro roughs.
Now, that is a strong and fair sample of
this packed-jury justice, and we say the
annals of civilization may be challenged
iu vain lor a more signal death blow to
justioe and law than it pem Iratas in this
8tate.”
Th* Selma, Rome and' Dalton Railroad
The Borne Commercial of SuncUy says:
Tbe northern division of the Selma,
Borne and Dalton Bail road has been
f laoed in tbe hands of a Receiver. Hon
homaa A. Walker, of Jacksonville, Ala.
and at one time President of the road L
appointed. We feel assured that a more
suitable appointment could not have been
made, and that his administration will be
oontrolled in the interest of the stock
holders and creditors. Judge Walker is
thoroughly capable man, snd tbe peo
pie at large will rest assured that all inter
eats will be guarded with equal fidelity to
the trust imposed. We bear it rumored
ihat John B. Peck, the Superintendent
of the Southern division, under Major
Lanier as Beceiver,will be appointed Gen
aral Superintendent of the line from Sel
ma to Dalton.
In a letter to the Tt legraph and Mes
senger, written March the 11th, on the
question of his vote on the above bill,
tbe Hon. E. W. Beck says.
At the time the vote on ttie report of
the Conference Committee was taken in
the House I was not in mv seat, but in
my room sick. Therefore I did not vote
on tbe report of the Conference Com
mittee.
1 have simply, in justice to myself,
given you the history of thia matter in
order that if you allude to the subject
again you can set me right; that upon
the test vote of the bill—being upon its
final passage and disconnected with any
other measure—I voted no. This, of
eoune, waa before there waa any refer
enoe of the whole bill to a Committee of
Conference. Both Senators and all the
members of the House of the Georgia
delegation, except Mr. Mclntire aud
myself, voted for the bill I do not
write this to you for publication, ba
simply to give you the facts, which thr
record will sustain, so that no injustice
mav bo done me in any cr t'eism you
may make upon the action of Cougr*
in passing the bill.
Heavy Transportation.
During tho thirty-six hours ending at
5 o'clock yesterday afternoon, 284 loaded
cars were sent South over V e Nusnvilie
and Chattanooga Bond, and 140 cats West
over the Nashville and Northwestern
Koad. There were delivered to the for
mer Boad by the Louisv llt aud Naeh-
ville Boad Sunday, 138 cars, leaving out
of conaideration about sixty cars fur
nished on tho same day by the latter to
the Nashville and Decatur Boad.— Nash*

A Vmluable Crop.
The incoming cotton crop, says the
Montgomery Advertiser, is, or will have
been by September 1, the most valuable
crop ever raised in the United States.
The average price has been better sus
tained and higher than ever before. TUe
money paid for it in its raw state will not
fall far short of $330,000,000. Of this
sum about $35,000,000 have gone to
speculators and first purchasers—leaving
$295,000,000 to the producers. Alabama’s
share of tois magnificent sum is nearly
$35,000,000—estimating her orop at 400,
000 baiea. Eveuta have shown that tbe

than in any other cotton producing
