Proceedings of the anpcrlwr Court.
Oo yesterday the jury in the case of E.
A. Cothran vs. the Mayor and Council ol
Atlanta, retnrned a verdiot in favor of
the plaintiff for three hundred dollars

Two case* were dismissed.
Messrs. Sidney Dell, W. T. Newman,

An Old Instrument.— A few days
since Di. Billups, of this city, wbo bv

the country, put new strings on au old

first sight, like it might be the ene

it up and to bis great delight and acton
ishment, it was made to produce the
most deligutful music, soft, sweet, and
charmiDg. The doctor is very proud o)
his discovery. _
Youthful, but Expert.—On night
before last a little negro boy named Jack
U'>per, attempted to rob the till of Brnoe
A Smith. One of the firm anticipating
the act of Jack patiently watched him
from a concealed position until the.
proper moment, when he frustrated his
job by lying hands on him. The sequel
thus mr, JacK was brought up before

There he will have full opportunity to
meditate upon the inexpediency of each
youthful indiscreetness, and learn that
which will convince him that honesty it

It is to be hoped that the Couucil at
its meeting to-night will take sumo action
to prevent cows from roaming ac large on
the streets. Oomplaiuts are heard ever)
day of their deprecations. If this mat

these marauders should be lnstsutly and
constantly directed to the garden of each
member of the Council.
The Soibee i’o tioir.—We ure grati

Cold.—Yesterday the high winds and
biting atmosphere made overcoats ane

to the dust which filled every nook ana
oorner, made it a very disagreeable day,
aud long before night the wise ones wer<
predicting frost snd evin ice by this

Bom#—U is nut recorded
Why th«y were born st all;
Bnt our Recorder, was oertsln be had a legitimate
eel'.
Borne ware born with a talent,
Some with scrip and land;
Some with a spoon of silver.
And some with a different brand;
Bnt onr Recorder oatue holding an argument In
each hand.
Arguments sprouted within him,
A id winked in nla little eje;
He lay and calm it debated
When a« erase babies cry,
And seemed to be pondering gravely whether to live
or to die. •
Bnt prejudiced on that qneatlon
• He grew from day »o day,
And Bnally he oono uded
*1 waa hotter for bim to stay;
And so into life’s dissuasion he reasoned and tea-
aouod hie way.
Aud that is why Atlanta : s blest to-day
with the beat and most upright dispenser
of municipal justice of any city in
America. Some people are born ora
tors, some statesmen and some poets,
bnt •' our Recorder” is a born Recorder.
His arguments with offenders who ornne
before him invariably place the defend
ant hort du combat, and if ever a mistake
has been made in one of his sentences in
this Court, it has not been put on record.
He is a terror to evil-doers, and they
know bim; but some times, when an old
soak gets on about three drinks of red
liquor, it makes him wild and reckless,
and then he thinks he don’t care for any
thing.
ff This was the case with Peter Bossey,
who is either a repeater, as indicated by
his revolutionary proclivities, or else a
descendant of old Sault Petre, as evi
denced by a sort of spontaneous com
bustion in his eloquenoe wuen under the
influence of red-eye. When druns Pete
speaks all the languages but the dead
ones, and especially those deacPdrunk.
Having an eye to the beaat : es of nature,
he took a front scat on a cellar door, and
thus apostrophized the atmosphere :
“How beautiful is this sre night,
Hi » brite tne stars do anine,
AU nster seems In trsnkleness
'Dept this loos hart of mine.
*‘Oor dogs is quit barkin now
At fellers psaain by,
Tbey're gsxm st tbe far off moon
With cairn end placid i."
How far the misanthropic Bossey
might have proceeded iu this strain cm
hardly be conjectured, siuoe the treach
erous cellar door suddenly gave way and
he disappeared from mortal vision to see
a man on tne ground floor. The abrupt
entrance produced some words with the
occupants in which Mr. Bossey shone
forth conspicuous and was taken to court.
As all nie funds fell oat of his pockets
wheu the cellar door gave way, hews
constrained to accept an appointment ol

t. Law Taxing S«wlaf Macule.
Ag.aU.
Wednesday we made some remarks ex
plaining the very heavy, and it seems to
us unreasonable tax, whioh oat State laws
impose npon Sewing Meohine Agenta,
and we wish to make a few other remarks
on the suojeot
We are opposed to snch enormous tax -a
npon anything naefnl. Nothing in tbe
whole range of household eoonomy ia
suob a blessing, to women who have to
work, as a good sewing maohine, and
this ueetnl article ought not to
be more heavily taxed in its aale tban
calico or shoes, if as much, and we hold
that it is very unwise and nojust to im
pose such an embargo npon the pur
chase of these useful and indispensable
articles.
All such taxes oome out of the pockets
o< purchasers, for the manufacturers ot
maobinee necessarily pat an increased
price n,,on them that will cover all snob
extraordinary expenses; hence these
heavy taxes upon an artiole whose sale
should be encouraged rather than
burdened, oome to a great extent out ol
the toilioga and hard earnings of poor
tailoring distressed men. This policy ia
not wise, In our opinion.
Heavy taxes should be imposed (if im
posed at all) on artiolea purely of luxury,
and not of general utility—especially not
upon articles if such great necessity.
Tax whisky, and tobacco, and jewelry,
and silks, and fine equipages; but to
place these unreasonable burdens upon
sewing machines is too much akin to tax
ing the bread whioh sustains life. We
think it is wrong.

In addition to tbe duties of the chief or
head watchman, whose business it is to
visit the posts ot tbe other watchmen
employed at the W. A A. I 'ail road depot
in this city, Uen. McRae, the new Bu
perintendent, haa pnrohesed and placed
iu operation a novel arrangement, to
show that the head watobman really at-
tends to hisdutiee. Thia arrangement
is au instrument larger tban a watoh,
made of bt ass, and so oonstruoted as to
numbers, and fitted with various keys, ae
to snow Levond doubt that the watobman
hat fitted the keys to tbe instrument.
Each key is placed at regular interval*,
one in the beat of every watchman. The
head watchman is required 11 show tbe
instrument i-i the morning at the office,
with the impression of iverv kev. Eaoh
key makes a differ-nt impression; thus
t e watclimau holds iu his own hands the
record of Ms visits. Oute idea, and
works well. If the head oan’t sleep, it is
certain to keep the subs on s string.
