There is a prospect that the different
parties in the Protestant Episcopal
Cburch will have an opportunity very
aoon of oontendiog for their lespective
theories in a more direct way than they
have been able to do heretofore. Bishop
Ooxe, of New York, proposes that a con
stitutional congress of the church bdrIi
meet before W76, with power to ad jour r
from time to time, to be charged with
he duty of making sueh ohanges in th«
organic law of the church as may be
referred to it. The bishop thinks tin
time has come to settle the qnestioL
whether Epieoopacy is to “fojallize as an
Anglican exotic” or to rise to its proper
sphere and become a mother to all the
immigrants who are coming in irom
Europe and Asia. He aoas: “Tbt-
question of suffrsgau bishops for such
tnoes; the question as to the see sys
tern ; the question as to the liturgies in
foreign tongues and as adapted t<
foreign people ; these and otheis, which
I will not now enumerate, press upon a*
as the great problems to be solved aim
which will be solved under the marbii er>
and routine of our existing conventions.”
