A PROCLAMATION.
WHEREAS the Governor or Commander in
chief of this province for the time being
hi by an a£t of the General Affembfy,empowered,
with the advice and consent of his Majesty’s Hon
ourable Council, by proclamation, to lay an em
bargo upon all (hips and vessels in this province, or
Jh any port or place thereof, for such time as may
be thought proper, where the fafety of the province
seems to require such a measure: And whereas, on
the 3 ill day of May hft pall, with the advice and
consent aforefaid, I did then issue my proclamation,
fhereby laying’fcn embargo on all Chips, vessels, and
Other craft whatever, in the port of Savannah,
(except his Majesty’s ships, or any ve(Fels employed
in his service) until by another prodamatidn, issued
With the like advice and consent as aforefaid, I
{hould remove and take off the said embargo: And
whereas sundry vessels are now ready to depart this
port, and the Mailers or Owners thereof have
made application for leave fa to do: Wherefore,
cm mature consideration thereof, 1 have, with the
advice and consent of his Majesty’s Council, thought
fit to iflue this my proclamation, hereby removing
and taking off the said embargo upon all ships,
and craft, whatsoever, in the port, of Sa
vannah : And I do hereby require all Officers civil
and military, and all other his Majesty’s liejge fob*
jests, (but more especially the Officers.of his Ma-
Cuftoms) to govern themselves accordingly.
Inteftimony whereof 1 have hereunto fetmy hand,
and the great seal of the province of Georgia
to be like wife affixed, this 18 ih day of June, in
sthe year.of our Lord 1781, and in the 21st year

as many perrons’ under the fame denomination have
passed through Mrs. Gibbon’s pafhire within these
few day s, and carried off other horfei, it w pre

York; the inhabitants to have 1 2 months to fettle

“ Don Galvel entered the harbour, and landed
his men within a mile and a half of the town, early
in March, and formed a camp, from which.he
hardly ever moved, (being constantly harraffed and
teased by the Creek and ChoQaw Indians) unfri;

I AM happy that, during my adminiftution of
the government of this province, it hath ar
rived at such a Hate of affluence and importance j
$0 enable me to fulfil hiS Mujefty’s moil gracioiT
engagements, in liis royal proclamation of the yik
of Odlober, 1763/ by eftablilhing a Provincial
Legislature for the purpose of making constitutions,
ordaining laws, statutes, and. ordinances, as neaf
asmay-bfragrceabfe to-fheia ws of England, ißider
such regulations and reftriaions as are used in o
ti*r colonies, for the publick welfare and gohd
government of this province and its inhabitants.
To this period his Majesty's Honourable Court*
cil Kaare acted as a Privy Council with refpe/l to
•matters of government; and lam greatly indebted
to that Honourable Board for their ready affiftancc*
and the candour they have ever difeovered in giv*
ing their opinions on such points as were laid be
fore them.
From this date they affunjc the authority and
privileges of an Upper House of Assembly in t
leg ida live capacity,, and you will, Honourable
Gentlemen, i am convinced, maintain the fame
regard to the conftifujion, the (ame loyalty to htf
Mi.jefty, and attention ’to the true intereil of this
province, wiuch hath been your ruling principle*?

It hath been frequently represented to me, % by
the Grand Juries of this province, that local laws
