The independence of the Otto
man Porte, hitherto undermined
by so many means more or less in
direct, is at present openly attack
ed. The agent of the Ruffian Ca
binet has just made known by note
which he has delivered to the Reis
effendi, the intehlicri of his court
to conclude a defenfive and offen
five alliance between the two States
The declaration of this intention
has spread alarm thrcuhcut the Se
raglio and has thrown the Sultan
Seam into the utmeft grief. The
blood of the proud Ottomans still
runs in the veins of this Prince,
and the remembrance of their glo
ry is not effaced. •
In his firft conference, the agent
of the Ruffian Cabinet made foui]
different proportions. We shall
here fjxak only of the firft. The
following is its objedh and nearly
its terms : All the fubje&s of the
Turkish empire who profefs the
Greek religion, shall pass under the
protection of Russia, and whenever
they shall be moleited by the
Turks, the P.rte shall be ho! den

VERONA, Sept. 3.
His Excellency Marfnal Maffena,
Commander in chief of the army
of Italy, has eftablilhed his head
quarters at Valeggio. He reviews

ing proclamation was put upon the
order of the army.

will know how to answer it, if the
political circurhfiances oblige His
Majesty the Emperor and King to

of the desire he has constantly
mahiffifted to maintain peace; Sob
diers! you will remember that you

ted by his victories, and that at
every ilep we fliall find traces of
magnanimity and of his ge
nius.

Capt. Cady, of the ship Nancy,
arrived below last night from Liv
erpool, informs the editor of this I
Gazette, that on the 4th cf O&o- |
ber, in lat. 49, 30, and long. 15, :;
he pafled through a French fleet
of twenty fail of the line, fix frig
ates and thirteen prizes, and was ;
lpoken by the frigate La Hermoine
of 44 guns.—Supposed they were ‘
from Cadiz bound into Brest, as
they were fleering fbrMte~'porT;
and must have reached it in 43
hours, as the wind was fair. There *
can be but little doubt of the a- !
hove being the French part of the i
combined fleet from Cadiz.

Capt. Clow, from Martinique,
informs that mod of the town of
- Lucea, was burnt on the 15th j
of October. The fire originated I
from the bn idling of a hogshead 1
of rum.
NORFOLK, Nov. 8.
Arrived in Hampton Roads the
United States frigate John Adams,
Capt. Shaw, jn 49 days from Gib
raltar. The purffr informs, that
Lord Nelson has taken command
of the British ffeet off Cadiz, and
that his inftruftions were, to make’
an attempt to destroy the combined
fleet in Cadiz, which, however
desperate, if there be a probability
of fuecefs, there is no doubt but he
will attempt it.

with the Greek Deputation, which
accompanied me to the feat of Go
vernment, for the purchase of the
Oemulgee fork, bounded by the
Ocmulgee up to Uicofkuchatche,
and from thence to the high (hoals
of Appalachee, with a reserve to
include the Ocmulgee old fields for
a trading eftabliihment. This con
vention whan ratified by the gov
ernment of the United States, will
be forwarded to you by the Secre
tary at war; in the mean time,
knowing as 1 do, the anxiety of
my fellow citizens in Georgia, on
this iubjedl, I have taken upon me,
to make this communication to
you.
