Thomas Speed Mosby, pardon
attorney to the governor of Mis
souri, has a plan for emptying
the jails, which now dost the
country more, he says, than the
public schools. In the last bul
letin of the National Sooiety for
the Promotion of Industrial
Training be states: “A personal
study of some 8000 criminals has
convinced me that the radical de-
feet Jin the vast majority of the
criminal population is their utter
lack of industrial training. By
far the greater number of crimes
committed are crimes against
property. Most criminals are
thieves; men, for the most part,
who try to get a living dishonest
ly because they have not learned
to get it honestly. They steal
who have not learned to work.”
Mr. Mosby wants every child,
rich or poor, to be taught to work
with his hands, and he is sure
every criminologist will agree
with him when he sayB that for
every dollar so expended two dol
lars will be saved on jails and
courts.
