Section I. Be it enacted by the
General Assembly of the State of
Georgia, and It is hereby enacted by
the authority of the same, that sec

lieu thereof:
Paragraph 1. After the year 1 DUS

Par. 2. Every male citizen of litis

election by the people; provided,

Par. II. To entitle a person to reg
ister and veto at any election by the
people, he shall have resided in the
state one year next preceding the
election, and in the county in which
he offers to vo'.o six months next pre
ceding the election, and shall have
paid all taxes which may have been
iequlrcd of him since the adoption
of tlie Constitution of Georgia or 1877
that lie may have had an opportunity
of paying agreeably to law. Such
payment must have been made at
least six months prior to the election
at which lie offers to vote, except
when such elections are held within
six months from the expiration of the
time fixed by law for the payment of
suclt taxes.
Par. 4. Every male citizen of tills

an elector and to vote in all elections
in said State who is not disqualified
under the provisions of section 2 of
article 2 of tills Constitution, and
who possesses the qualifications pre
scribed in paragraphs two and three
of this section or who will possess
them at the date of the election oc
curring next after Ills registration,
and who in addition thereto comes
within either of the dnssos provided
for In the five following Hub-ulvlslons
of tills paragraph:
1. All persons who have honorably
served in the land or naval forces of
the United Status In the Kevolut,ion-
ar.v war, or In the war of 1812, or in
the war with Mexico, or In any war
with the Indians, or In the war be
tween the States, or in the war with
Spain, or who honorably served in
tlie land or mtval forces of the Con
federate states, or of the State of
Georgia in the war between the
States, or
2. All persons lawfully descended
from those embraced in tlie classes
enumerated in tho suh-division next
above, or
8. All persons who are of good
character, and understand the duties
and obligations of citizenship tinder
a Republican form of government,
or
4. All persons who can correctly
rend in the English language any
paragraph in the Constitution ot the
I'ldted States nr of this. Slate and

by one of the registrars, and all per
sons who solely, because of physi
cal disability are unable to comply
and permanently preserve these ros
ters. Anv person who lias been once
registered under either of the sub
divisions one or two of paragraph
four shall thereafter lie permitted lo
vote; provided, ho meets the require
ments of paragraphs two nnd throe of
tills section.
Par. (I. Any person to whom the
right of registration Is defied by the
registrars upon tho ground that he
jacks the qualifications set fortii in
the five sub-divisions or paragraph
four, shall have tho right to take an
appeal, and any citizen may enter an
appeal from the decision of tho regis
trars allowing any person to register
under said sttb-di visions. A11 appeals
must lie filed in writing with tliereg-
istrars within 10 days from the date
of the decision complained of and
shall be returned by tho registrars to
tlie office of the clerk of the Superi
or Court to be tried as other appeals.
Par, 7. Pending an appeal and un
til tlie (Inal decision of the case, tlie
judgment of the registrars shall re
main in full force.
Pur. H. No person shall bo allowed
to participate In a primary of unypo-
iitienl party or a convention of any
political party in litis Slate who is
not a qualified voter.
Pur, it. The machinery provided by
law for the registration of force Oc
tober 1st, llStH, shall Im used to carry
out the provisions of this section, ex
cept where inconsistent with same:

ment shall operate to defeat any of
the provisions of this section.
See. 2. Be it further enacted, That
whenever tlie above proposed amend
ment to tho Constitution shall be
agreed to by two-thirds of tho mem
bers elected to each of tho two bouses
oft the General Assembly, and the
satno lias been entered on tltoir Jour
nals with tlm ayes and nays taken
thereon, tlie Governor shall cause
said amendment to be published in
at least two newspapers in each Con
gressional District in tills State for
tlie period of two months next pre
ceding the time of holding tho next
general election.
Hoc. 8. Me it further enacted, That
tlie above proposed amendmentshall
lie submitted for ratification or re
jection to tlio electors of t.lils State
at tlie next general elect ion to bo
held after publication, as provided In
tlie second section of this Act in tho
several election districts of tills
State, at which election every per
son shall be qualified to vote who is
entitled to vote for members of tlie
General Assembly. All persons vot
ing at said election in favor of adopt
ing the proposed amendment to tlie
Constitution shall have written or
printed on their ballots tlie words
“For amendment of Constitution,
providing qualifications of voters,”
and all persons opnosed to the adop
tion of said amotulinont shall have
written or printed on their ballots

Hoc. 4. Mo it further unacted, That
the Governor ho, and Ito is, hereby
authorized and directed to provide
for tin* submission of tho amendment
proposed in tins Act to a vote of tlie
people, as required by tlie Constitu
tion of tlilH State in paragraph one of
section one of article thirteen, and if
ratified the Governor shall, when be
ascertains such ratification from tho
Secretary of State, to whom the re
turns shall be referred in tlie man
ner as in eases of elections for mem
bers of the General Assembly, to
count and ascertain tlie result, issue
