Questions 1.1
This column of questions and
answers on federal tax matters
is provided by the local office
of the U.S. Internal Revenue
Service and is published as a
public service to taxpayers.
The column answers questions
most frequently asked by tax
payers.
Q. I’m a housewife and have
just taken a part-time job in
a department store for the hol
idays. Should I claim my ex
emption for withholding purpo
ses?
A. If your husband is claim
ing an exemption for you where
he works then you should not
claim your withholding exemp
tion. The law generally does
not permit two withholding ex
emptions to be claimed for the
same person.
Q. Half of my daughter’s
college tuition is covered by
a scholarship. Is this con
sidered income and will if aff
ect my dependency deduction
forher ?
A. Most scholarships are not
taxable. If your daughter’s sc
holarship happens to be tax
able, however, it will be cou
nted as her income, not yours.
In addition, scholarships are
not part of support and are
therefore not considered in de
termining if you provided more
than half your daughter’s total
support.
To find our whether the sch
olarship is taxable, check with
th e person or organization gr
anting it. They may have a
ruling’from IRS.
Information on the tax status
of scholarships may also be
obtained by sending a post card
to your IRS District Director.

Q. Can I deduct anything for
the fees I paid a real estate

A. Yes, those fees can be ad

Q. Is there any penalty for
not paying estimated tax when
you are liable for it?
A. Yes, there can be an add
titional charge if withholding
and estimated tax payments do
not meet at least 80 percent
of your income tax liability
for the year. The amount of
the penalty depends on the ex
tent to which you have failed
to meet this requirement.
The estimated tax system
helps people meet their tax
obligations on a pay-as-you
go basis if they are not, or
are only partly, covered by
withholding.

Floating facilities supported
by flotation material that will
sink when punctured or water
logged are prohibited on res
ervoirs under the jurisdiction
of the U.S. Army Corps of En
gineers.
The ruling was announced to
day by Colonel Robert E. Sn
etzer, Army District Engineer,
who said that the Corps of En
gineers has recently adopted a
new procedure for the granting
of permits for floating recrea
tional facilities at Corps re
servoir projects. The new pro
cedure is designed to help pre
serve scenic values and public
enjoyment of reservoir shore
lines, and to restrict substand
ard, hazardous facilities from
reservoirs.
New cost-free permits will
be issued by the Reservoir
Managers for a period of 1
to 5 years for structurally sound
existing boat docks, boathouses,
mooring buoys, and other auth
orized, privately-owned faci
lities. Unacceptable flotation
such as empty drums and simi
lar hollow metal units for fac
ilities already on Corps of En
gineers lakes must be replaced
with acceptable flotation units
by January 1, 1974.
Colonel Snetzer emphasized
that permits must be obtained
from the Reservoir Managers
prior to construction of any
facility on lakes under juris
diction of the Corps of Engi
neers.

Your application will estab
lish your eligibility for hospi
tal protection under Medicare,
which begins with the month
you reach 65.
Remember, too, that you may
be able to receive some social
security cash benefits even if
you continue operating your
business. A person can earn
up to $1,680 a year and still
receive all his benefit pay
ments.
Q. I will be 65 in a few mon
ths, but do not plan to retire.
As long as my health is good,
I will continue operating my
one - man business from my
home. Will the fact that I am
working affect my eligibility or
benefits under Medicare?
a. Your coverage under Med
icare will not be affected by
whether you retire or continue
working after 65.
You should, however, visit

3 months before you reach 65
and apply for social security
benefits.
While you are in the office
applying for monthly cash bene
fits and Medicare’s hospital in
surance protection, you may
also sign up for the medical
insurance part of Medicare.
This is the voluntary portion
of Medicare that helps pay doc
tor bills and other medical
expenses even if you don’t go
to the hospital.
It is to your advantage to sign
up for this voluntary medical
insurance before reaching 65
because a delay in enrolling
means a delay in the start of
protection.
Here is ho w it works. As
you approach your 65th birth
day, you also approach what the
Medicare law calls the initial
enrollment period. You can sign
up anytime during the 3 months
before the month you become
65 . .during the month you
actually turn 65 .. .and in any
of the 3 months after you reach
65 . . .a total of 7 months.
If you enroll in the 3 months
before the month you reach 65,
your coverage will begin on the
first day of the month you be
come 65.
People enrolling during the
month they reach 65 will not
have protection until the foll
owing month. And if they wait
to enroll in any of the 3 mon
ths after they reach 65, the
delay will result in more lost
protection.
Anyone who falls to sign up
for medical insurance during
his initial enrollment period
can sign up during certain gen
eral enrollment periods, which
occur the first 3 months of
each year. A person cannot
sign up at all, however, if he
fails to do so within 3 years
of his first opportunity (the
initial enrollment period.)
The important thing for you
to remember is the value of
visiting your social security
office 2 or 3 months before
your 65th birthday. That way,
you’ll be sure to begin recei
ving the benefits you have
earned.
Q. I applied for Social Se
curity several years ago when
I was age 65, but have not re
ceived any checks as I am still
employed and paying the
maximum social security tax
each year. Will this increase
my benefit amount when I am
ready to retire, and how do I
apply for the increased amount?
A. Your benefit will be auto
matically refigured in the late
fall of each year to include
all earnings up to January Ist
of that year. Since the maximum

Q. My 66 year old husband has
had a series of strokes and is
presently hospitalized. The
doctor tells me he can come
home now, but I am fully em
ployed and cannot afford to stay
home to take care of him.
Will Medicare pay for his care
in a nursing home?
A . No. Since you state the
doctor advised your husband
may come home, apparently he
does not need skilled nursing
care. Medicare provides reim
bursement for care in a nur
sing home after a minimum
of three days in a hospital
only if skilled nursing care on
a continuing basis is required.
There is no provision under
Medicare for “custodial” care.

State patrolmen made 10 per cent more arrests for traffic
violations in Georgia during the first nine months of 1969
than in the corresponding period last year.
This year’s total arrests were 98,505, an increase of 9,047.
At the same time, state troopers issued fewer warning tickets,
the total dropping from 145,590 to 138,080, a five per cent
decline.
This accelerated enforcement of Georgia’s traffic laws was
revealed in a 9-month Accident Division report released by
Col. R.H, Burson, director of the Georgia Department of Public
Safety.
During this year’s period, a total of 57,157 patrols (up 5
per cent) spent 466,609 hours (up 9 per cent) covering 9,592,725
miles (up 4 per cent). Hours psent in investigations were up
11 per cent.
