Directly following that decision the
office began working through the
night to prepare 1989 assessment no
tices. Exactly 22,433 assessment no
tices were mailed to property owners
whose assessments changed.
Tax payers will be re-billed or cred
ited on the new 1989 assessments
once the digest has been accepted by
the state and the millage rate has
been adjusted by the Board of
Commissioners.
The 1990 notices, which will simply
catch all new projects and transac
tions made after Jan. 1, 1989. will
probably be mailed after the 1989 as
sessments are “ironed out” and go to
the state, said James Payne, chief ap
praiser for the county.

“It’s been a middle class to upper
middle class phenomenon,” Garza
said. “Especially in taking time off
work. With the tremendous increase
in women in the work world, someone
has needed to take up the slack, and
it’s been the fathers.”
Single fathers are, of course, anoth
er part of the fathering world. More
often than not they’re thrust into the
role of being both mother and father
because of divorce or death.
Some high-profile local dads admit

at 781-2106, to set up an informal hear
ing. If the issue cannot be settled with
the Board of Tax Assessors the matter
can be appealed to the Board of
Equalization and from there on to
court
Assessments are expected to rise 40
to 60 percent, according to Bill
Ferriss.
The re-billing of 1989 property tax
es based on the new assessments is
the result of a number of lawsuits and
appeals.
“We knew full well this would have
to be done by December, 1990, to com
ply with state law,” said Aubrey
Greenway, member of the Board of
Tax Assessors. “No one had to tell us
that or threaten us with law suits in
order to get us to do it”

“I try to spend as much time with my
family as I possibly can,” Rickettson

sessors do an in-house partial re-as
sessment to equalize property values.
When that was completed hun
dreds of hearings were requested be
cause of the new assessments.
Through petitions, 600 people began a
suit against the board. After board
members found they were not cov
ered in case of litigation, they re
signed and withdrew the new digest
When the new assessors came into
office they submitted to the state the
old 1987 digest which had had no ma
jor changes since 1982.
The BOE filed a suit and Superior
Court Judge Frank Mills ordered a
county-wide re-assessment to be com
pleted before the 1989 tax digest was
filed.

Compounding their troubles, she
can rarely leave the house because
driving makes her nervous. “I try not
to leave Paul alone until he is

“We have done everything we know
how to do,” she said.

filed the old digest as the 1989 digest
to bring in tax money for the county
since the re-assessment was not yet
complete.
When the 1989 bills were mailed the
BOE filed a second case and Mills
ruled Dec. 29,1989, the bills would be
considered temporary and new bills
based on the re-assessment would be
mailed for 1989.
The assessors appealed this deci
sion to the Supreme Court who re
turned an unanimous ruling in May
upholding Mill’s decision.
Tax assessors then filed for a re
hearing, hoping to change the court’s
mind, but the rehearing was denied
June 8.
Conley Ingram filed for a second
rehearing June 12, based on an al
leged failure of due process.

Paul will be ready to go back to work
when he is strong enough, but the doc
tor has told him it will be three
months before he can even think
about it
And that may be too late to save
their belongings or home.
“We are starting to be pushed for
those bills for her and you can’t blame
the people,” said Paul.
They have Paul’s car up for sale and
are ready to sell their home if they
have to, said Betty.
Through it all their love for each
other and faith in God is the only thing
that hasn’t faltered.
Although Betty has struggled with
thoughts of suicide, it is Paul who
pulls her through.
“I don’t know what I would do with
out him,” she said, gazing at him. She
struggles to keep him from worrying.
“When we go to bed at night I reach
over and touch his hand, and he
touches mine and we say ‘let’s say our
prayers because God has been so good
to us.’ We love each other and that’s
all that matters, no matter how it ends
up,” said Betty.
