The mayor stated that he has never

Board of Commissioners and State

“It is very unprofessional of a radio

the news is being slanted.”
Owner Van McCollum confirmed
Daugherty resigned his News Direc

Monday.
According to Daugherty, he threw

threatened legal action against both
him and Skelton. Daugherty also said

“I felt under threat of lawsuit and a

resign,” Daugherty said. “They of

McCollum said Monday there is no
legal action filed against Daugherty.
Skelton was still an employee of
WHNE as of Monday, when she also
resumed her on-air morning show.
Former WHNE News Director Dar

from Oct 1985 to Aug. 1990 said he
never heard real estate or zoning fa

while on the job.
However, he claimed Mrs. McCol

the mayor’s viewpoint At the time,
the mayor was opposing County Com
missioner Michael Bennett about the
property tax assessment issue. Brock
said.
He added that McCollum told him
to write a story that would "damage
Michael before Tuesday.”
“She used the radio station as a po
litical voice,” Brock stated.
Even if the allegations against the
radio station owners are true, they
may not be in legal violation of any
codes.
According to Georgia Press Associ
ation attorney Jim Ellington, the Fed
eral Communications Commission
(FCC) does not require that equal
time be given to those on the air.
The FCC Fairness Doctrine, which
for 38 years stated parties must have a
reasonable opportunity to present
contrasting views on public issues of
public importance, was abolished in
1987, Ellington said.
As of Nov. 1990. it had not been re
enacted.
Commissioners and Board of Edu
cation members have set a millage
rate of 18.91 on the digest That means
$18.91 must be paid for each SI,OOO of
assessed value (about 40 percent of
the value of the property as appraised
by the county).
The Tax Assessor’s Office is now
working on the 1991 tax bills, hoping
to get them out in November to avoid
having to have a third temporary bill
ing to bring in money for the opera
tion of the county school system.
