Districts plan awaits Barnes’ signature

As expected, the Georgia House of Rep
resentatives has approved a reapportionment
plan for state senate districts that will have a
significant impact on Forsyth County’s political
future.
The map now will go to Gov. Roy Barnes
for his signature and then must be approved by
the U.S. Department of Justice, which histori
cally has reviewed reapportionment plans in
Southern states in terms of racial bias.
The map was approved as part of the special
session of the Georgia General Assembly con
vened to consider reapportionment.
Ralph Reed, chairman of the Georgia
Republican Party, has bitterly criticized the
map as being too divisive, adding the party will
most likely challenge the senate map in court
pending the DOJ’s decision.
Under the new map, Forsyth County’s sen
ate representation would be split into three dis
tricts instead of the current two: The newly
drawn 45th, 48th and 49th districts.
Also still at issue is the senate’s approval of
a new reapportionment map for House districts.

approved by the Senate, Gov. Barnes and the
DOJ. Under the plan, the newly drawn 14th
District would encompass three-fourths of the
county, plus portions of north Fulton County,
southern Dawson County and eastern Cherokee
County that currently are represented by three
Republicans: Reps. Tom Knox, R-Forsyth
County, Garland Pinholster, R-Cherokee
County, and Clint Smith, R-Dawson/Hall coun
ties.
The large new district would be represented
by only two House members, squeezing out at
least one of the incumbent Republicans.
The newly drawn 35th District would con
tain a portion of south Forsyth County and por
tions of Cherokee and Fulton counties. This
would be an open seat with no incumbent but
would not have the multimember configuration.
The Georgia Republican Party has also
threatened to challenge the House map in court.
Locally, members of the Forsyth County
Senate and House delegations will also have to
concern themselves with reapportioning dis
tricts for the board of commissioners and board
of education.
The changes are necessary because of the
immense population growth experienced by the
county in the past decade.
