prehenfive and benevolent policy which constitutes the vital
principle of the confederacy *, as provoking the just resent
ments aud reproaches of our weftern brethren, whose eflential
rights and interests would be thereby facriticed and fold ; as
destroying that confidence in the wisdom, justice, and libera
lity of the foederal councils, which is so neceflary at this crisis
to a proper enlargement of their authority ; and finally, as
tending to undermine our repose, our prosperity, and our
union itfelf: And that the said Delegates ought to be further
inftrutted to urge the proper negociations with Spain, for
obtaining her concurrence in such regulation, touching the
mutual and common use of the said river, as may secure the
permanent harmony and aftedion of the two nations, and such
as the wife and generous policy of his Catholic Majesty, will
percieve to be no less due to the interefts* of his own fubjeds,
iban to the just and friendly views of the United States.
CHARLESTON, February 2*. ,
On Tuefday last the General Aftembly proceeded to the
eledion of officers for this state, when Thomas Pinckney,
Esq. was duly eleded Governor j and Thomas Gadsden, Esq.
Lieutenant Governor.
Col. Waftiington, Major Butler, Edward Rutledge, Esq.
and John Lewis Gervais, Esq. Privy Counfellnrs for two years.
A letter from John Tracy, D. A. G. dated Newbury Port,
February 9, to theSeledmen of Cape Ann, fays, “ It is with
pleasure I can inform you, that Gen. Lincoln having totally
dilperfed thelnfurgents, I am direded by Major Gen. Titcomb
to c ountermand the orders of the 6th instant, as no men are
wanted from his division.”
SAVANNAH, February 15.
The Britannia, Ball, Mercury, Grant, and Pallas, Coom
bes, from London, and Jane, Martin, from GUfgow, are
arrived at Charleston.
The brig Minerva, Hopkins, from Liverpool, and a snow
from Holland, are arrived in this river.
Feb. 22. The Hunter, Jay, from Jamaica, is arrived at
Sunbury.
The Betsey, Douglass, and Ann, Young, from London,
and Sally, Mowbray, from Bourdeaux, are arrived at
Charleston.
Capt. Barton, of the Albion, from the Bay of Honduras,
bound to London, which put into Ty bee in distress the 12th
inst. left this place on Monday last in order to proceed on his
voyage.
March I* The brig Friendlhip, Andrews, from Guern*
fey for this state, put into Naflau, New-Providence, the
31st of January last, in distress.
The ship Charlotte, Crofskill, is arrived in this river from
New-Providence*
On night, at eight o’clock, a whale, supposed 60
feet long, came across the hawfe of the rtiip Charlotte, below
Tybee, coming into this river, pasted several times under the
Ihip’s bottom, and gave her sundry heavy strokes with its
tail, without doing her any damage j it afterwards swam to
(.apt. Higgins’s pilot-boat, which lay at a little distance, and
after repeated strokes funk her, a boat from the ship having
just time to save the people who were on board her.
A U G U S TA, March 17.
The Honorable the Executive Council have been pleased to
appoint Henry Osborne, Esq. Chief Justice, in the room of
Nathaniel Pendleton, Esq. who has declined.
The Comptroller-General of the Commonwealth of Penn
sylvania, hath delivered to the Committee of Ways and Means,
in the (General Aftembly of that State, a Letter, which hath
been printed by their Order, containing a fatisfaftory State
ment of the Debts, Expenditures, and Resources of Penn*
fylvania. This Letter contains the following interesting Ob
servation : Tie Debt of the State is continually decreafingby
“ the finking Funds, ivbilfi the Revenues of the State and Means
“ of di/charging it, are becoming more and more fiable and
„ productive”
ALL persons having any demands against the Quarter -
Mafier-General's Department are requested to render
them to the fubferiber before the 12th day of April next, in
order to have them liquidated, otherwise, after that time,
their claim or claims will not be allowed.
Therefore all concerned are required to take Notice.

STATE of GEORGIA.
PERSONALLY appeared before me, Justice of the Peace
for said county, Peter Crawford, and being duly fwortf
depofeth and faith, that on the application of Nathan Harris,
Clerk of the county of Richmond, he did deliver up the pa-*
pers in his charge as Deputy, that appertained to the office,
Which included the lifts of the special jurors, with a promise
from Mr. Harris to give up his bond, which he afterwards
refufed, and also refufed to give him a special receipt for the
said Office.

Mr. Smith,
I DISCOVERED in your paper a charge exibited against
me under the signature of N. Harris, C. R. C. for detain
ing several lifts of special jurors which were to bd summoned
for the next court, to be held for the county of Richmond,
dated the 20th of February.
My pride forbids me ostentatiously to be the fubjeft of your
News-Paper: But in juftification to my charafter, which is
wantonly and maliciously attacked by Mr. Harris, I necelTa
rily become one of your fubferibers. I (hall not give myfclf
any trouble to negative his aflertion farther than what I have
above declared, that I gave into his poffeffioi), when I gave
up the Clerk's Office, the several lifts of special jurors thht he
complains of being detained; I must confefs, Sir, lamat a
loss tokuow what motive governed Mr. Harris to favor you
with his cuftoin to amuse the public at the expence of my re
putation ; if it was the Gentleman's private prejudice against
me, he has defeated his malevolent intentions, by inferring a
palpable falfity. I have fmee been informed, that he has
given into the hands of the Sheriff fever al special veniries j if
it was his remissness in the duties of his office, or unacquain
tance with books and papers, Occasioned the delay of veniries
being iffbed, it would haVe been more noble and generous
for him, to have fearcbed for papers in his Office that required
executing, than fnpinely whiff away his time with a tobacco
pipe, and conclude that he could saddle me with the fault;
or whether the Gentleman’s public charafter prompts him to
arrogate to himfelf the privilege of falfehood to make himfelf
fafhionable in. the world, I leave your readers to judge, and
had he been contented to have limited that kind of character
within the circle Os his acquaintance, he might have favedhis
time, and expence of his advertisement in your paper.

THE following extraft from a Resolve ofCongrefs of the
27th September, 1785, is publiihed for the informa
tion of the owners of Certificates of Liquidated Debts.
RICHARD WYLLY, Commijftoner
of the Loan-Office.
AND. every Commissioner of the Continental Loan Office,
previonfly to fettling and issuing certificates as aforefaid, for
the inrereft due on certificates of liquidated debts, other than
Loan Office certificates, (hall administer an oath or affirmation,
or require a certificate, signed by one of the persons whom
(he state in which the Commissioner resides (hall, in the legis
lative aft complying with this requisition, appoint, that he
has administered to thfc owner or pofleffor of every such cer
tificate, an oath or affirmation, that the fame is bona fide the
property of the particular state in which the said Commissioner
resides, or of a citizen or citizens of the said state, or of fome
corporate body ot charitable institution within the fame, or
of some person who is not a citizen of any of the United States,
deferibing the certificate or certificates alluded to in every
such oath or affirmation in such manner as (hall be neceflary
to identify the fame, or as may be preferibed by the Legisla
ture of the said state.

ON the 12th of July, 1786, A Bay Stallion, about i£
hands high, 8 or 9 years old, a long switch tail, has
a small half penny in the left ear, close to his head ; several
saddle spots, brands (if any) not being long potfelTed of him,
have forgot. Whoever brings the said Stallioi with the thief
to the fubferiber, (hall receive TEN GUINEAS Reward, or
FIVE GUINEAS for the horse only—No questions will be
asked.
