dition, is become unpopular. Sevier is yet
in confinement. North-Carolina, notwith
standing the encouragement given by her Exe
cutive in July last, supports us but feebly; and
it will he our hard lot, singly and alone, to
contend with the combined forces of two nu
merous tribes, well supplied by a neighbour
ing Hate, and it is said countenanced by Con
gress. It is a hard case to condemn an in
dividual unheard, but far worse a whole peo
ple, and the more so when barbarians are to
be the executioner, and the innocent to fuffer
with the guilty. The humanity and jutlice of
the rulers of the nation will surely revolt at
such consequences, when they are fully and
rightly informed.

Your Committee recommend as a check
on the Treasurer that the futns of money and
refpeftive denominations of claims aguinft the
fiate received in the Treasury lincc the firft
instant, he made up to this day, and the a
mount thereof carried to his debt in the Au
ditor’s books; that in future the Treasurer
be required to give a certificate to any perfoti
making a payment, which lhall be in the fol
lowing words :
“ Thcfe are to certify that
“ has paid into the Treasury the sum of
“ iu for which
“ you are authorifed to give a Receipt ”
Which said teceipt lhall be valid agaitft
the state, and the ( Jerk of the Executive Hull
hie the Certificate of the Treasurer iu his of
fice, and make a fair entry in a book to he
kept for that purpose, and tball a!f; exhibit a
monthly rcttiin of the fame to the Auditor,
who is required to debit the Treasurer with
the amount thereof.
