[Special Dhputch to tho Cincinnati Emiuircr.j
Wasiiinuton, September 22d.—The
mustering out of the negro troops and
their exclusion fiom ltichmond, Nash
ville, Memphis ami Nntclicz, and various
other places in the South,is regarded here
as a complote abundoniucnl of tliu exper
iment of making soldiers of negroes in a
white man’s country. It is evident now
that tho experiment is to bo finally aban
doned. The policy of the Government is
to reduco the military forces to the regu
lar army standard as fa«l ns the ponce
regulations ot the Southern States will
admit. At present the military organiza
tions maintained in the South are as much
for the protection of tho white population
from any outbreak of tho negroes up for
the protection of the negroes from any
oppression by their former masters.
Tho FrecdmonV Bureau and Provost
Marshal Courts will be compelled to take
this direction.
Tho number of pardons now daily
granted is an evidence that tho President
1ms set himself to work in good earnest to
cflWl a reconciliation. Not on*» oilt of
the thousands of Southern men who have
como has gone away dissatisfied with the
policy pursued by Andjovv Johnson. All
of them are ready to sustain him against
tfio machinations of the radical Itepubli-
cans who are opposing him. Not many
months will ensue beforo wo find that the
rebel party against tho Government is in
the North, led on by such men as Charles
Sumner and Thad. Stevens, who are
making themselves equivalent to Jell*.
