labor for their own support and who neglect
rofuso to do it. Only such persons of either
class ns have sufficient means, or who are so
permanently employed as to make it probable
that they will be able to provide for their
wants through tho coming winter, will bo al
lowed to remain in or about cities and towns,
hut inu-1 bo compelled, it necessary, to go to
the country aod accept places oi labor found
by thcimelves,or lor them, by officers or agents
of the Bureau.

at Christ him l hero is to he a distribution of
property among them, and under this impres
sion they aro refusing to make contracts lor
the coming year. All officers and agents ol this
Bureau are directed, and other officers of tho
army throughout tho Slate, lire eardestly re
quested to exert themselves to convince the
freed people that they are utterly mistaken,
and that no such distribution will take place at

them to enter into contracts now, that they
may not, at thojend ol the year, be in a condi
tion to entail severe suffering on themselves,
their families, and upon the community.
nth. Contracts for this year, howmer made,
\crbal or otherwise, will not be interfered with,
except to compel, if necessary, both parties to
comply in good faith with their agreements,
and to settle disputes when they may arise.
Contracts for next year will he made in writing.
The form of contract usually adopted reads as
follows:

tract, they will ho compelled if necessary to

nf his employer, to bo industrious and faithful,
ami not to leave tho plantation or place of his
employment without permission, uuless ho is
treated wuh cruelty.

contracts this mu-t he taken into consideration,
thereby providing for a large class of per
son.- who would otherwise become a burden up
on the community or Government.
Persons who relu.->o or neglect to make writ-
(m contracts for tho next year with tho treed
people employed by them, will bo required,
should any dispute ariso us to tho compensa
tion to be allowed, to pav tho highest wages [
irivi ii for ttio same kind of labor iu their neigh- !
borhood or section ol country.
7th, Officers and ugontsof tho Bureau will on 1
no account tail to protect tho treed people iu
their just right*,as set forth in the laws ot t’on-
gross and the Proclamation ot tho President of
the United States, and for this purpose will, il
necessary, call on the nearest military com
mander tor aid, in compliance with Goticriil Or
der PL’, i\ S., troiu tho War Department. At
the same time they will not allow the freed
people to practice any wrong or injustice on
their cui| loyers or on society. They will re
member that it i tho chief objoct ofthc Bureau
to do ample justice to all persons, white or
black—to aid tj tho utmost in securing to tho
employer permanent and rdiablo labor, and in
restoriug tho State to its former condition ot
peace utul prosperity.
