Capt. J. C. Burnett, Assistant Superin

circular lo the freed men of Western North
Carolina, and tho adjoining district of
South Carolina, which will be to most of

that he has heard that about Christmas
they expect to receive tho lands, horses,
fanning utensils, and a portion of tboir
former masters' plantations. If it is truo
that such uro their anticipations, he in
forms thorn that they may os well dismiss
all such ideas at onco, for tho Government
has nothing to do with their uia-teis plan
tations, and has no right to dispose of
thorn in any manner. And, furthermore,
he adds that it they do not labor—havo
not labored since they b,c ,m • free—during
the winter they will be in a situation
worse than s every—they will have noth
ing to support themselves upon, and
must, with their families, perish. He as
sures them that the Government will not
foed thorn, nor will it hulp them in any
way; and if they do uot labor hard and
establish for themselves character, for in
dustry and integrity, their race will pass
away and they will bo known only in
name. He furthermore says;
"Since I have boon among you I have

mies, and upon tho 'Yankees' as your old

tho people of North Carolina will ever

of their protection.
"Tho South is your natural homo, and
Southern men will bo your friends. The
majority of you wero raised, have grown
up on the santo plantations with your for
mer master,; und l know it to be a fact
that thero is a feeling, a sympathy, exist
ing between you that doos not, nor never
can, exist between you and the people of
the North. If Southern men are your
enemies, it is your had behavior that has
