have been engaged in waging unavailing
war upon the doctrine of protection to
home manufactures. Wa may as well
come now to the conclusion that that docs
trine has becomn the sottlod policy of the

any revenue from the tariff. But the
North has gained too largely in political
power, and the South baa suffered too

terprise—especially when it is so plain
that we have at hand all the resource* and
