present represented by a Radical, bnt the
Democrats propose to elect its next Rep
resentative. Brownlow's candidacy ia, of
course, an acknowledgment that he Htands
no chance of re-election to the Henate.

set the example, by showing tho practical
working of a law they seem so anxious to
force on the whites of the South.
Say what we will, there exists a certain
kind of race Antagonism. it is seen be
tween the Indians and white frontiers
men, and recently it has become conspic
uous in the open opposition to the Chi
nese on the Pacific coast. It did not ex
ist South nnder the old regime, for that
fixed the sooial status of all; but now it
is looming up, and th* raco barriers
are being erected this time by tho black
men themselves. A few colored men in
every locality who have mastered
the mystery of roading and writ
ing have become the leaders of
their raco, and with a spirit
of sheer recklessness, they have arrays 1
them against the numerically greater
and more intelligent whites. Wo may
fool charity for these jieople, and a desire
to help them rise, but this charily is
stirred into opposition and undisguised
contempt, when we see thorn blatantly
advocating their own ignorant demago
gues, as law-uiakors for this people, just
because the said candidates have black
akins. It cannot be denied that in luauy
casoa these people have been wronged,
bnt wo now proclaim, and without pas
sion, they are their own worst enemies.
It is they who have split off from the
whites of both parties, and have arrayed j
themselves against them. This is to bo I

The Now York Tribune auswering th*
inquiry whether a native, born of foreign
parents, is eligible to tho Presidency of
the United State*, aaya that he is, be*
oause “the constitution does not hold a
nan responsible for the birth-place of
his parents." If tha Tribune meant ironi*
©ally to illustrate the absurdity of the
constitutional provision aa it atands, its
rejoinder is good. But logically we
think it juat as reasonable to hold a man
responsible for the birth-place of his pa*
rents as for his own birth-place—he be
ing as powerless to control the one es the
ether.
The New York Tribune of Mondey,
editorially noticing the evidence afforded
by the stubs of Kellogg's checks that he
had paid large sums of money to Radioal
Congressmen, says: “The existence of
these documents lias long been known ;
end it is known that the most remarkable
ef them have not yet been reached."

that on the Uth of June last, Mr. Nowman,
in the courso of his startling exposures
of the Kellogg usurpation, wrote
to the Columbus Enquires :
“There is u street rumor —
whioh I give for what it is worth, not
having any evidence to eHtabliah its troth,
that Mr. Morten, of Indiana, has been
paid fifty thousand dollar* fer advoca
ting the Kellogg cans* in Congress, and
that this amount is part of th* supposed
defalcation of Auditor Clinton."

living within twenty-five miles of it! This
alarming intelligence has reached Wash
ington, and two casks of bacon have be*n
sent to Troy, and two to Dai* county—
the Troy casks being consigned to Gard
ner A Wiley, a white and a black Radical,
and the Dale allowance to a whit* Radical
ef that county. There being compara
tively few negroca in Pike and Dale
(though they have largo white popula
tion*), two casks for each were deemed
■ufficient. The people of those conn tic*

That conservative and judicious paper,
the New York Journal of Comvierrr, for
cibly advocate* the holding in tho South
of such a convention of its intelligent aud
responsible people ns w« have heretofore
urged on two or tliroo occasions. The
Journal Rays that the call of the Chnttn-
nooga Radical Convention gives us a hint
by which wo might, profit.; that the void
object of that convention is to advance
tho cause and purpose of the Radical par
ty ; that being a convention whoso mem
ber* hold thoir seats by virtuo of their be
ing Republican*, and, worst of nil, nro ap
pointed by the KopnblicanState Commit
tees, it will begin its work under a nece*-
■arily implied pledge to speuk no word
except such as the party prompter or it*
own view of the party interest may dic
tate.
All this we hare understood from the
beginning. Wp were also convinced that
one leading object of the Chattanooga
Radical ^Convention was to mislead and
inflame the North, just previous to the
November eleotious, and thn* secure the
•lection of another Congress bitterly hos
tile to tba whito people of tho Kotitli.
Fully two-thirds of th* Representatives to
the next Congress are to bo elected in
November, and a report from Chattanoo
ga, fall of startling falsehood* concerning
the Democrats and Connervativu* of the
South, will be juit the thiug to re-uuite
end excite the apathetic or disgusted
Radioal* of the North and give them suo-
oe*« in the election*. Perceiving this, we
wanted the antidote to go with the poi
son. We wanted the oouvontion of tho
representative white men of the South to
he held simultaneously with that of tho
Radioal otfioe-soekers. It ia now too late
to get np such a convention by that time,
end we fear that we have lost the oppor
tunity to help our friends at the North, in
their November elnotionu, in this way.
Bnt it may not yet be too late to get up
such a oouvontion an we advocate before
the meeting of Congress, and to represent
to the people of the whole country, prior
to Congressional action, the true condi
tion of things in this section. We
hope that tha counsels of the Jour
nal of Commerce—always a staunch
friend of the South—will have bolus influ.

fall, and therefore we notice it* at tide.
The Journal says: “We should be glad
if tho people of tho Southern States
were to read in the call of the Republican
committee a summons to them to assem
ble a body of delegate* representative of

of their several oommunitio*, and chosen
on account of the confidence which their
personal character commands in entire
disregard of party alliances and in entire
freedom from party restraints. The
Cotton Exchangee, Boards of Trade, and
other associations of bunines* men in th*
Southern cities, and the agricultural so-
ei*ti*« aud planters' elubs in the country,
would be fit constituencies to elect such
a convention, to which the bar
associations and medical socie
ties might also contribute a
useful element.
