April 22.—The laat session of tbe preeent
Congress was opened by President Lerdo
de Tejada with a speech. The President
•aid the relations of Mcxioo with the
foreign powers were friendly. In so-
oordanoe with the reosut amendment to
tbeOasutitotion, s Senate would be or
ganised in September. The Executive
had fulfilled all the requirement* of the
Constitutional amendments and the re
form laws, but old prejudices and ■ spirit
of bigotry still lingered. Borne persons,
by artfully creating an nnraaaonable ex
citement, had given oooeeion or pretext
for the formation of small armed bands
in parts of Kiohoaooar and Jaleeeo.
They pretended to believe Mexicans
would allow themsalvea to be
deprived of glorious results of viotoriee.
They bad purchased with their blood those
ideas end principles, whose inoorpor
alion in the constitution end laws of the
oountry elevated the tepnklio to a place
among moHt liberal and civilized people.
The President stated that measures would
be submitted making education compul
sory, and providing for e normal sohool
for educating teachers
Col. Tom Boot! and party have arrived
at the Capitol. Nearly all who thought
that their purpose was diplomatic and
warlike, are now convinoed that they ere
here in pursuit of a purely apeeulative
and commercial enterprise.
Funds have been deposited for the con
struction of light houses at Tampioo and
Vera Crux.

—The Brunswick Appeal save Mr.
Jeremiah Milbank has recovered $65,500
in tbe Federal Court at Savannah from
the “Brunswiak Land Company,” for
money advanced to pay taxes, eta., for
the aompany, and expeota the execution
will be levied and the property sold at an
early day.
—The Cuimtitution reports that Messrs.
Kimball, after canvassing Atlanta, ex
press the opinion that tbe remaining
euhaoriptlon needed for the cotton factory
in that city cannot be obtained nnleaa the
present subscribers inoreaae their stock.
We regret to hear this, as it oonvsya tbe
first intimation that tha enterprise may
fail.
—Another escape of prisoners from the
jail of Houston oonnty, at Perry, was
effocted on Saturday last. One of the
negro priaonera seized the Sheriff when
be wont in to feed them, and scuffled
with him until three others ran out. One
re-captnred, aud two escaped to the
ewamp—both negroes, Taylor Lowe end
Harrison Iteed.
—The Thomaaville Entcrpritc of Wed
nesday say* of the effeote of the late ootd

cold snap of Saturday and Bunday nights
damaged cotton and garden products. In

are reported to have been killed. Where

Singer's Hill pleoe, about five milea from
Macon, took fire accidentally between 9
and 10 o'clock Sunday morning and was

comparatively short time. The honse
was built by Governor MoDonald, and we
think he resided (here at iha Urns ha was
elected Governor. We did not ascertain
whether or not Mr. Ayrea had any insu
rance. "
—The Borne Commercial reports the
arrival of a “baby steamboat,”ae follows:
“Oapt. Elliot recently bought one from
a gentleman in Apalaohioola, Fla. The
boat arrived on the Kingston train yes
terday. It ie twenty feet long, five feet
wide and three feet deep. Its boiler,
placed in tbe middle of the boat, ie three
feet high end five feet in circumference.
It will carry twenty-five passengers. It
draws only eighteon inches of water.
One oan go in this boBt from here to Mo
bile, the Bhoals in the Coosa being no bar
to its passage. Tbe boat originally cost
$1,500. Capt. Elliot got it at a bargain,
giving $500 for it.

Havana report that one thousand well-
mounted insurgents entered the jurisdic
tion of Togas, and on Friday laat burned
seven large plantations in the District of
Quemada De Los Gaines. They
met with no resistance. Msnael Ssrz,
formerly an officer of the Spanish army,
was in oommand.
Another rebel oavalry oorps, estimated
to be fifteen hundred strong, ia operating
nnder Gen. Zangnily, in Ihe eaatorn part
of the jurisdiction of Colon, It was sup
posed at Havana that reinforcements bad
been reoelved by Captain General Valma-
aeda, sufficient to prevent the insurgents
from overrunning Colon and to check
their progress westward for the present.
