The Secretary of the Treasury decides
that chocks, drafts orders, drawn in Uni
ted States upon foreign banks require the
stntup.
From tho Atlanta Constitution, 1st.]
Something over throe years ngo, Judgo
Fish, a prominent Republican citizen,
wan asHaHHinated at his homo in tho
town of Oglethorpe. Tho murder crea
ted considerable of a sensation, not only
because of tho prominence of tho mur
dered man iu his community, but also,
because of tho brutality of the deed.
Huftis H. Bullock, then Governor of
Georgia, offered $0,000 reward for tho
apprehension and conviction of tho nmr-
dorers. This tempting ball attracted
many detectives to the' case. Among
othors, Ed. Murphy and Mr. lias,
berry, both officers of this city,
wont to Oglethorpe to work the
matter up. Henry P. Farrow-, then
Attorney-General of Georgia, actively ex
ercised himself in the prosecution and
conviction of the murderers. Two par
ties were arrested, a Mr. liolsenbake and
a Mr. Lloyd, both well known citizens of
Oglethorpo. To render a conviction of
the accused certain tho detectives resort
ed to a trick of doubtful morality. They
secreted themselves under a largo box,
placed for that purpose in tho prisoner’
cell, and listened to a conversation which
took placo between them when they sup
posed they were alone. llosherry,
subsequently upon the trial, testified
to what he had heard. Murphy,
we learn, was not introduced.
Upon the admissions thus sworn
to tho prisoners were convicted and
finally executed. Ilotsenbake died admit
ting that he had killed Fish, and de
nouncing Col. Farrow, whom lie charged
with violating his word to him in refer
ence to tho uso ho made of his confes
sions. Lloyd died protesting his entire
innocence of tho crime.
A HORRIBLE REPORT.
The reward offered by Gov. Bullock
was paid iu the process of time. The
matter passed away from public view, and
perhaps has been forgotten by many.
There are some, however, who from the
first have never doubted the innooenoe of
Lloyd. This doubt has gradually as
sumed proportions, until of late it has
been cuirently reported that the life of
an innocent mau has been deliberately
sworn away by detectives, and that with
the connivance of Col. H. P. Farrow,
who is charged with having received tho
sum of $2,000 of tbe money. The detec
tives are now also charged with having
received the balance. This report almost
surpasses belief, and if true will consign
tbe parties concerned to the etornul in
famy. It demands the fullest investiga
tion, for if Farrow and Morphy *re inno
cent of wrong, as wo sincerely trust they
are, this horrible falsehood should bo
halted where it is, and the parties who
originated it brought to punishment. On
the other hand, if it is true, the public
should know it.
Kasberry was subsequently shot in At
lanta by Penn Bedell. Before his death
it is alleged that, under the influence of
an irromstable remorse, be made n full

Paris, July 1.—The Journal officially
publishes a decree appointing a special
committee for the purposoof enooursgiug
Frenchmen to participate in the Phila
delphia Centennial Exhibition, and facili
tating tho efforts of thoso who intond
doing so. Tho committee is composod of
members of tho Assembly, merchants and
other persons, a number of whom hold
relation with tho United States.
Brooklyn, July 1.—The jury oame
into court. Foreman Carpenter stated
they oould not agree upon a question of
fact. Judge Neilson told them to disre
gard tho affidavits submitted for re-open
ing, and sent thorn back.
At twonty-flve minutes pist one, Judge
Neilson oame on tho bench, tfle consulta
tion having broken up, and was followed
into oonrt by the counsel, who wore re
ceived with clapping of hands and stamp
ing of foot. They all took their souls in
their usual places, and conversed with
one another.
At thirty-seven minutes past one the
jury came up and took their seats, look
ing pale and exhausted; some of them
carried confcH and travelling hags in their
hands, from which the audience aligned
they had come to an agreement, and
were prepared to leave the Court.
Judge Neilson requested tho utmost
silence to bo observed in the court during
tbe proceedings. Tilton and Beecher
were then both absent. The clerk called
tho jury, who auswered to their names iu
low tones. Judge Neilson then snid, he
was sorry they could not agroo, and asked
them if the disputed quostion was ono of
fact or law.
Mr. Carpenter speaking with a low
voice, Btated it was impossible for tho
jury to agree, and that ho regrottod it
very much. The question of disagree
ment was ono of fact.
Judgo Neilson then called attention to
tbe length of tho trial, and said that was
tho first intimation he had from the jury.
In our embarrassments, said ho, various
considerations had beeu pressed on their
attention. Attention had boon called to
the fact, that after tho argument, aud
before charge, some papers hud been
handed up to him. He had examined
cm that evening, and denied tho mo
tion for ro-opening tho case. Assuming
for the moment that tho jury would for
got that subject, ho would like to know,
if anything was lingoring on their minds
with regard to the mutter, and asked
them if it would bo sui table for them to
state to him any questions of law or faot,
which disturbed them.
Carpenter replied that it was solely a
quostion of fact, and no agreement was
possible; that in a mouth they would
bo no nearer an agreement than they
were to-day. llo said ho spoke for 11 of
tho jurors, when lie said he believod that
an agreement was impossible, and that
there was only one mau who believed thoy
oould over roach an unanimous conclu
sion. Judge NoilRou spoke to them of the
importance of the case, and asked them to
give it their further consideration, re*
questing thorn for that purpose, to retire
again to their rooms and deliberate upon
it further, and conimuuicato with hiui
about 4 o'clock.

How to Detect Married People.
The Doer Lodgo (Montana) New North-
met lays down the following rules:
If you see a lady nnd gentleman disa
gree npon trifling < ccasions, or oorreotiug
each other in compnny, you may be assur
ed they have tied the matrimonial
noose.
If you eoe a silent pair in a ear or stage
lolling oarelosaly, one at each window,
without seeming to know they have a
companion, tho aign is iufulliable.
If yon see a lady drop her glove and a
gentleman by the side of her kindly
telling her to pick it up, yon need not
hesitate iu formiug your opinion; or
If you see a lady whose beauty nnd ao-
oompliahments attraot the attention of
every gentleman in the room bat one,
you can have no difficulty iu determin
ing their relationship to each other—the
one is her husband.
If yon hgo a gentleman particularly
courteous obliging and good-natured, re
laxing into smiles, saying sharp things
and toying with every pretty woman in
tho room excepting one, to whom ho ap
pears particularly cold und formal, and is
unreasonably cross—who that ono is no
body can be at a loss to discover.
The rules above quoted are laid down
as infallible in just interpretation—they
may ho resorted to with confidence; they
are upon unerring principles and deduced
from every-day experience.
