There are four nets under which the
maimed ex-confederate soldiers qf Uoorjrin
are paid a commutation for artificial limbs.
The first, of these acts provided that such

inquiry ns to the present status of t he law
making provision for soldiers who lost a
limb in the military service of the confed
erate states, I furnish the following synop
sis of such legislation on tin: subject as
most intense rays upon the earth, his
course sweeps over tne broad concave of
the heavens witli the greatest meridian
altitude, and his departing light lingers
longest above tho horizon. Beautiful is
our licit of earth under the spell of the
summer sun; blessed are the solar influ
ences that make it like the garden of Eden;
peaceful in the serenity of the soft summer
days. Well may we make the sun the
symbol of almighty power, nnd reverently 1
t urn our heads, like the sun worshippers
of the olden time, to the east to welcome
his rising beans.

acted that every person who, at tlie time of
his enlistment, was a citizen of this state
and who hns, since the act of 1879, become
a bona fide citizen of this state, shull he en
titled to the allowances made, although he
may have been a non-resident when tlie act
of 1879 was passed.
By the act of September 26, 1883, every
person entitled to either of the sums spec!
