M. Popeoff exclaimed: “We have been

Prince Alexander replied : “The inde
pendence of Bulgaria requires that I leave
the country. If I did not Russia would
'occupy it. I will, however, consult with
the superior officers and constitute a re
gency which will endeavor to protect the
interests of my officers, In any case, I rely
•on the army.”
All the officers present burst into tears
aud the prince was himself painfully
moved. Among the office™ in the town
there is a feeling of deep depression. It is
felt, nevertheless, that so long as the prince
Is present in Bulgaria peace Is assured.
All the Bulgarians with whom I have
-spoken declare that under existing circum
stances nil differences of party must cease.

Prince Alexander imparted his intention
«of abdicating to the German and Russian
consuls. A grand council, among the i
members of which are MM. Stambuloff !
iand Karuvalotf, is being held to arrange i
for the regency. The prince will proba
bly leave within two days. The officers of
•the army are greutly excited and talk of
•detaining the prince. They have resolved, j
in any ease, to refuse to receive u Russian ,
■envoy. They will hold a meeting to de- I
■eide what course to adopt. The city is
/tranquil.
PROFESSIONS OF LOYALTY.
When Prince Alexander reached Holla he
was met by a vast concourse of citizens,
(headed h.v the mayor. The latter present-
•ed to the prince an address of welcome.
It expressed loyalty and submission on the
part of the Bulgarians, and universal grief
•over the recent events. Prince Alexander,
in reply, said his confidence in the future
•was unshaken. He summoned all Bulga
rians to assist him in nreserving
•order. The prince entered the
town in triumph. His cortege was
preceded by a troop of Roumellan hus-
-sa™, followed by infantry. Gaily attired
peasants, who had ridden out to'meet the
jii’iuce, followed the dense masses which
lined the streets and cheered the proces
sion as it made its way toward the eathe-
<!raL where the Te Deuni was sung. A

•Alexander left his suite and galloped to-
*';“;d the troops amid the deafening cheers
-•ot the multitude. All the consulate build-
ings, except that belonging to Russia, were
