roumcation respecting the growing cotton crop
at the South. Helms good facilities for obtain
ing information, and his statements may be re
lied npon:
Observing the numerous and raried efforts of
writers on the Southern cotton crop, for more
than a month post, to indneo a general belief in
their predictions of 3,000,000 of bales as the
prodnet of 1S$#.I am constrained to offer yon
a few considerations per contra:
In the first place such effoitaare usual. They
come every year at this season. Such writers
as Messrs. Neill Brothers bare scarcely, prog
nosticated a cotton crop of less than 3,000,000
since the close of the war. The facta have reg
ularly shown hqw little knowledge they possess;
and it is only surprising that the uncommonly
sagacious proprietors of cotton mills of Now
England should allow themselves to be deceived
into that course of delay in purchasing their
stocks, which is now so disadvantageous to
yiem. They havo allowed cotton to be ex
ported to Europe, which should have been re
tained for the mills of this country, and they
now suffer for it. _ '
Second—The whole'season has been, until
quite recently, unpropitious for the cotton
plant; and the crop has been retarded from two
to four weeks by the prevalence of lato frosts,
rain storms, and the consequent difficulties of
working the bottom and even znnch of the
marshy and clayey uplands, in their soft and
muddy condition. Even should the caterpillar
not come as early as nsnal, there will be a cor
responding immaturity of the plants to favor its
devastating mission; and should it not come in
foroc at all, still we shall liavo the great disad
vantage of late picking with all its loescs, so well
known by old factors as well as planters. It will
come, however, beyond any doubt, and nniil it
has spoken, speculations as to 2 j, 2*. or 3,000,-
000 of bales, are little letter than idle dreams
worthy the fertilo brain of tho milkmaid—a
counting of chickens prematurely.
Third—The area of land planted in cotton be
ing less and tho labor less than in 1808, every
thing influencing the product must, for the re
mainder of the summer and entire autumn, bo
cxcoodingly propitious if even 2$ millions of bales
are to roward tho toil of tho producer. A very
extensive and somewhat minnto examination of
tho cotton regions of Louisiana, Arkansas and
Mississippi enables the writer to compare tho
presont with former yean in tho respoeta both
of areas planted and labor engaged in cotton
culture. .
Fonrlh.—The recent floods in the valloys of
the Gnodaloupe, Oamel, Colorado and Brazos
rivers in Texas, to say nothing of the Trinity,
Neches and more eastern streams of that State,
havo already swept away, aain a day, the hopes
based upon the most fertile and best cultivated
cotton valloys south and west of Red river.
Never before, since white men have known the
country, havo tho riven of middle and westorn
Texas swelled so high. Their entire and wide
spread t>ottoms, hearing the broadest cotton
fields of the State, have been wholly overflowed
and swept by tho flood, and the papers assure
us that nine-tenths of tho crop of the entire
county of Gonzales is destroyed.
Other largo river counties, having a portion
of uplands, suffer in less degree. ••The Camel
Elver rose to tho third story of the cotton fac
tory at New Brownfels, and destroyed all tho
material and machinery. Every flouring mill,
woolen factory and bridge on Camel River lus
been swept away.
If we add to this widespread destruction of
tho cotton crop throughout the very beat regions
of Texas, the meagre promise afforded by mnch
of Arkansas, Louisiana, Mississippi and Ala
bama, it will bo difficult for tho experienced
merchant or manufacturer to see in tho future
any clear and satisfactory demonstration of more
than 2,300,000 bales, even if no worm appears.
It would be safer to fix the eatimato at 2,000,000
hales, and work accordingly.
Last year wo had Georgia estimated by tho
cloas of writers above mentioned at 300,000,
then 275,000, and so on, as tho season advanced,
down to '.’50,000 bales; not to mention some
▼ory confident gentlemen, who made still larger
figures. Now it is ahown, by careful examina
tion, to be bclwocn 200,000 and MMw bales.
Let any of yonr readers refer to tho articles
which wore frequently appearing in tho New
York papers about this time last year—notably
tho Times—assuring the spinners of a greatly
increased product in Georgia, If they wish to
sco how little theso speculations in the interest
of “sellers short" arc to bo depended on. Let
mill owners be wise, and buy early, for thero
willl lie small advantage, indeed, in delay.

scription to yonr paper, and also a wheat head,
of tho Tappahannock variety seed, obtained
from Virginia, at Falling Creek Mills. I raised
this year from one quarter of a bushel nine
bushels, sown on a small lot, whore I have fed
my sheep for a number of years. Two years
previous to sowing I gathered a good crop of
clover hay each year from the lot. I suppose
the lot contains something over a quarter of an

Tribune.
The New York Tribune of tho 2Gth, review
ing the condition of the Southern States has the
following npon Georgia:
In Georgia, tho ••Conservatives" have on
their bauds a large elephant of their own rais
ing. By expelling from the L^lature its
colored members, when they thougil Seymour
and Blair were to be elected, they put them
selves wholly in the wrong. TheyTorced a ma
jority for Seymour when at least ten thousand
more voters preferred Grant. Since they heard
of Grant’s election, they have been trying to
get ont of their false position; bnt this is not
half so easy as keeping ont would have been.—
Yet the recent decision of their Supreme Court
that blacks were eligible to office has given them
an excuse ; and opportunity alone IS still want
ing. They are ready to restore to the colored
members the seats whetpfrom they were most
wrongfully elected, and to ratify the fifteenth
amendment. Could they be assured to-morrow
that they might thus regain the ground they
most unwisely and perversely abandoned, they
would promptly do so. (We speak of the vast
majority; there is in Georgia, as elsewhere, an
incorrigible few; bat their scepter has de
parted.)
