Democracy in Indiana.
The Lynchburg Republican says that, with
out intending to disparage in the slightest
degree tho earnest efforts put forth by the
sterling Democracy of Ohio and Pennslyvania
during the campaign just closed, we cannot for
bear special allusion to the good and success
ful fight made by our friends in Indiana, led
by the indumitablo Hendricks. Against a
majority of more than fourteen thousand at the
last general election, against all the advantages
with tho Radical party everywhere possess,
they have conducted the contest so skillfully
and well that it is yet uncertain who is victoria
oas in the State. The Democracy have either
carried it themselves, or else their adversaries
have succeeded by the most meager and pitiful
of majorities. This was far better than we
expected of them. It is at any rate a victo
ry foi the “Iloosier” Democracy.
In the Massachusetts Radical Convention
that nominated Dana as an independent can
didate for Congress against Ben Butler, one
Mr. Mndgcr made a speech, in the course of
which he said :
“ Barnacles on a ship's bottom impede its
progress, and instead of permitting Butler to
cling io the Ship of State, we propose to have
her bottom scraped before she founders.”
That is just the notion the people have here.
The Ship of State has her bottom so completely
covered with Radical barnacles as to not only
impede her progress, hut endanger her foun
dering. The people propose to have her bot
tom scraped before she sinks.— Oin. Enq.
A theoretically benevolent man, on being
asked by a friend to loan him a dollar, an
swered briskly, “With pleasure,” but suddenly
added, “ dear me, how unfortunate ! I’ve only
one lending dollar, and that is out.”
Tue Conscience Find receipts at the
United States Treasury Departuienton account
of the conscience fund, from November, 1863,
to June 30, 1868, amounted to $06,602 60,
mostly from small rogues, as the pangs of con
science seldom afflict the big rascal who do
irauds the government.
A man in Brattleboro’, Vermont, who had
not shaved for about seven years, recently had
his beard taken off. It measured three feet
and six inches in length.
A lady whose family were very much in the
habit of making conundrums was one evening
asked by herliusband in a very excited tone:
“ Why are all these doors left open ?” “I give
it up !” instantly replied the lady.
Pennsylvania Democratic in November.—
A correspondent wishes to know if we think
Pennslyvania will go Democratic in November;
and, if so, why? In 1856 tliatJState went Re
publican in October, Democratic in November.
This year, forty thousand Jews in that State
who voted the Republican ticket in October,
will not vote for Grant in November. This

PROCLAMATION.
By the Governor.
Wuereas, notwithstanding the Executive
Proclamation of September 14th, 1868, many
lawless acts have occurred in violation thereof,
whereby tho lives and property of citizens
have been destroyed, the right of free speech
impaired, the performance of the duties of the
offices to which citizens have been elected,
denied, the lives of citizens so threatened as
to cause them to abandon their homes and
property :
And Whereas. “ The protection of persons
and property is the pnrmount duty of Govern
ment, and shall he impartial and complete
And Whereas, Tho Sheriff of each county
is,"by law, charged with the preservation of
life, property, and peace, in each county ;
Now, therefore, I, Rufus B. Bulluck, Gov
ernor, and Cominnnder-in-Chief of the Army
and Navy of the State of Georgia, and of the
militia thereof, do hereby issue this, my proc
lamation, charging and commanding the said
Sheriffs, and each and every other civil officer
in every county in this State, to see to it that
the lives and property of all tho citizens, and
the peace of the community, arc preserved ;
ami that all persons are protected in the free
exercise of their civil and political rights and
privileges. And, further, to make known that
for failure in the performance of duty, the said
Sheriffs and other oiwil officers will he held to
a strict accountability, under the law. And,
to charge upon every person, resident in this
State, that they render prompt and willing
obedience to the said Sheriffs and other civil
officers, under all circumstances wha/socter; arid
that they demand from the said officers, pro
teetion, when threatened or disturbed, in their
person or property, or with denial of political
or civil rights; and that, failing to receive inch
protection, they report the facts to this Depart
ment
The following extract from General Orders
No. 27, dated October 8, 1868, from Head
quarters, Department of the South, is published
for the information of Civil Officers and the
general public, by which it will bo seen that
said Civil Officers will, in the performance of
their duties, he sustained by the military power
of the United States.
Given under my hand, and the Great Seal of
the State, at the Capitol, in the city of At
lanta, this 9th day of October, in the year of
our Lord eighteen hundred and sixty-eight,
and of the Independence of the United States

General Orders, No. 27.
Whereas, by an act of Congress of the Uni
ted States, approved March 2, 1865, it is made
the duty of the military authority to preserve
the peace at the polls nt any election that may
be held in any of the States : and
Whereas, this duty has become the more
imperative, from tho existing political excite
ment in the public mind, from the recent or
ganization of civil government, and from the
fact that Congress has, by statute, prohibited
the organization of military forces in the sev
eral States of this Department, it is therefore,
ordered,
That the several District Commanders will,
as soon as practicable, on the receipt of this
order, distribute the troops under their com
mands as follows :

In the District of Georgia :
One company 16th Infantry to Albany.
One company 16th Infantry to Columbus.
One company 16th Infantry to Macon.
One company 16th Infantry to Augusta,
One company 16th Infantry to Washington,
(Wilkes county.)
One company Ifith Infantry to Amcricus.
One company 16th Infantry to Thoinasville.
One company (C.) sth Cavalry to Athens.
The company at Savannah to he reinforced,
should occasion require, by such number of
the men at Fort Pulaski as can be spared from
the post.

Detachments, when necessary, may he made
to points in tho vicinity of each post: hut in
no case, nor on any pretext whatever, will de
tachments he sent without a commissioned of
ficer, who will be fully instructed by his post
commander.
Tho troops will be considered as in tho field,
and supplied with the necessary camp equip
page; the men to be furnished witli common
tents, if practicable, and if not pratieablo, with
shelter tents. Commanding officers are per
mitted to hire quarters, temporarily, when it
can be done for reasonable rates : but this will
not preclude the necessity of carrying tents, as
the commands, in all cases, must be in readi
ness to move at the shortest notice, with all
supplies required for their efficiency.
District Commanders will instruct Post Com
manders in their duties, and the relative posi
tion of the civil and military powers. They
will impress on Post Commanders that they
are to act in aid and co-operation, ami in sub
ordination to the civil authorities ; that they
are to exercise discretion and judgment, unbi
ased by political or other prejudices ; that their
object should be exclusively to preserve the
peace and uphold law and order, and they
must be satisfied such is the object of the civil
officer calling on them for aid ; that they must
in all cases where time will permit, apply for
instruction to superior authority, but they
must at all hazards preserve the peace, and not
be restrained by technical points, when, in
their conscientious judgment under tho rules
above set forth, it is their duty to act. Post
Commanders on being notified of the proposed
holding of political meetings, may send an
officer, and if necessary a detachment, to watch

the Courts, and let not mobs or political chibs, |
