THE NEW SALARY HILL.
for unblushing nudacitv in robbing the
public treasure, the pnrtv controlling the
last Congress, is certainly without a parallel.
Simultaneously with the exposure of such
frauds ns ought to have consigned their
leading members to the penitentiary, they
voted themselves largely increased pav. and to
secure exooutivo approval they doubled the
salary of the President. The following par
agraph briefly sums up the provisions of this
shameless me isure.
Whatever they may have dune or left un
done for the people, members of Congress, in
the last moments of the session, were not un
mindful of themselves, For fear, perhaps that
they mi"ht not receive from their constituents
the reward of ‘'good and faithful servants,
they resolved to reward themselves. If mint
be confessed that they have done so hanii'ome
lv. They have voted the increase of their
own salaries with no niggard hand. Under
the disinterested lead of General Butler, whose
motive in the mottrr may certainly he con
ceded to he “ahnvo suspicion,” the House
amended the legislative, executive and judi

ators and Representatives $6,000. In this
shape the hill went ton Conference Commit
tee of the two Houses, and was reported hack,
making 0 ■ salary of Senators and Represent
atives $7,500, instead of $6,500. In this form
it pos ed, with a proviso that, n« to the sala
ries of Congressmen, it should take effect from
March 4‘h, IS7I. Thus Congress have voted
themselves an addition of $5,000 hack pav for
the last two years. The point of order that
members could not vote upon a Bill in which
thev were personally interested was simplv
laughed down, and by the votes of men " hose
terms expired on the 4'h of March. 1873, and
who scrupled not to make this last “raid upon
the Treasury,” the Bill was passed. While
the vote was being put, the Speaker, Mr.
Blaine, had the tact, upon his own motion,
to amend tin Bill so as to make the increase
of the Speaker’s salary to begin “hereafter.”

king himself out of the “ring.”

they ?

Our friend, O'Gorman, of the Talbotton

The Wilmington Star montions the fnct of a
colored sister, residing near that ci tv, who has
arrived at the mature age of 115 years. Her
son, who is only 83, was married not long since
to a buxom lassie of 65 hot simmers. It is re
marked thnt his mother expressed great anxi
ety on account of her hoy's taking on himself
so great a responsibility, at so inexperienced
an ace. But hoys will act raslilv, sometimes,
especially in the matter of getting married.
The canal schemes recommended by
the President for the South did not fail
altogether in the late Congress. The
river and harbor appropriation bill pro
vides for the expenditure of $200,000
for the improvement of navigation on the
Tennessee River, and the clearing away
of the famous “Mussel Shoals.” This is
the first step toward a final realization of
the project to furnish cheap transporta
tion to the Southern States which the
President has so near at heart, and will
be followed in due time with additional
appropriation# which will aggregate a
sufficient amount for its snr-oss.
A communication in the last issue of
the Washington Gazette urges the sale
of the Western and Atlantic Railroad if
the lessees can he induced to give up
their lease, and the author of the article
thinks they can. The writer wishes the
road sold in onion to pay up the debts of
the Sta»e : and leave nothing for the fat
tening of future Bullocks. He recites
the cost to the people of keeping up the
property before the lease, and dec’ares
that the tax payers of the State are too
poor to “indulge longer in this luxury.”
He thinks that by this plan the State can
relieve herself of all financial embarrass
ments, snap her fingers at Wall street,
and bid defiance to the holders of the bo
gus bonds.
The Presidential election is over,
Grant is in his office for his last term,
and Cuffee may go to grass. The Sens
ate of the United States refuses to open
all branches of the army to him. The
question was tested on Wednesday. A
letter-writer says it is amusing to notice
how many of the Senators who were last
winter warring for the passage ot Sum
ner’s bill to secure equal rights to the
negro are now indifferent upon the sub
ject. In good time the negro will learn
that all white men are, by reason of
race, prejudiced against making associ-

tified the Administration that for Grant
to defeat this bill would annihilate the
Radical white party in the South.

dred thousand dollars, with interest at
EIGHT PER CENT.,
payable semi-annually in April and October.
These Bonds will b"nr date Ist Ap*it. 1873,
nnd will become due in annual in«fnl! nepN'of
ONE HUNDRED THOUSAND DOLLARS,
on the Ist dav of April, 1875, and the like
amount on the same date each v'> r thereafter
until the whole amount author r.-3 is paid—to
wit : on the Ist day of April, l’Bfi. Appro
priation is made for their payment nnd the
annual interest, in the act authorizing their
issue, which, being part of the contract,
IS IRREPEALABLE.
Being relieved from State, county, nnd mu
nicipal taxation, their purchase amounts to al
most a ten per cent, investment, to whieff the
att >n’i n f Trustees, Guardians, Executors
etc., i e-peciallv called; and as they are ig
snl lin part for redemption of overdue Bonds
of the State, most of which bear only six per
cent, interest, they are offered at par for these
securities.
Their number, sizes; and time of payment
will he as follows, viz;
1,000 b nds of $250 each, due in 1875, 1876,
1877, 1878 $400,000
800 b inds of SSOO each, due in 1879,1880.1881,
1882 400,000
400 bonds of SI,OOO due iu 1883, 1884,
1885, 1886 400,000
The Bonds are in the hands of the engraver,
and will be ready for issue very shortly after
they are received from him. Meanwhile, all
who desire to exchange or invest can, by for
warding their old bonds or the currency to
this department, receive certificates, if the
bonds should not be ready, drawn interest
from the date of the bonds: and no notice
given of their completion, the oertifi-area can
he brought forward and the bonds ielivered.
