Statistics Prove That The Race Is
Given Over to Unlawful Deeds. 1
The statistics ot crime
forth in a report made to congress
by Dr. Arthur MacDonald indicate
that for thirty years past crime has
been increasing in the world. In
spite of the progress < f education
and 1 he labors of philantropy, men¬
tal and nervous diseases, aside, in¬
sanity, juvenile crime and pauper¬
ism are at present increasing faster
than the population. The increase,
dne apparently to the concentra¬
tion of population and increased
strain on the mental apparatus of
mankind, does not necessarily im¬
ply that the world is growing any
worse, but merely that it is chang¬
ing.
An increase of crime may be an
incident of a development that in
the long run will be salutary. Dr.
MacDonald’s report accompanies a
bill to provide a laboratory for the
study of criminal, pauper and de¬
fective classes, in the hope of dis¬
covering microbes of crime and
eliminating it. If congress won’t
establish such a bureau the Car¬
negie institution might consider it
Col. Henry Watterson can proba¬
bly be induced to give his valuable
support to the bill proposed labor¬
atory if it will specifically include
the smart set among the defective
classed to be studied.

needles and yarn afterwards.
Mother does up the fruit; well,
dad bought it all, and jars and su
gar costs like the mischief.
Dad buys chickens for the Sun
day dinner, carves them himself,
and draws the neck from the ruins
after every one else is served.

Georgia Road Raises Wages.
The Georgiarailroad has just no-j
tified its employes that it has raised
their wages ten F <m cent. This
will affect all trainmen except en
gineers and firemen, whose wages
were raised a few w^eks ago. This
notice has spread joy among the
conductors, brakemen, flagmen
and porters. The raise goes into
effect at once.
