We. tho Grand Jury of Fulton County, for the first
week of April Term. 1872. of Fulton Superior Court,
respectfully euDmitthe following presentments:
In accordance with section 1C, Georgia School law
f October ISth, 1870, aa ^amended by the law of
January l»th. 1872. we have elec tod the Hon. W. A.
WllaonandThomaa Moore for tho purpose of serv
ing on the County®oard ofXducatlon for the term
of four years, and B. F. Walker, E. M. Taliaferro and
James M. Chapman for the term of two years on the
same Board.
On motion of Dr. H. L. Wilson, it was resolved
that in the opinion of this body a County Court, as
contemplated in act approved January 19th, 1872, is
not at all needed at present.
The Hon. Daniel Pittman, Ordinary of Fu.'cn
county, reports that from October 4th, 1871, to April
7th, 1872, the sum of seven hundred and fifty seven
dollars and fifty-nine cents has been paid to County
Treasurer on account of liquor license, and that
since the Inferior Court was abolished, September
26th, 1868, he has caused to be collected for liquor
license and estrays sold, four thousand one hundred
and twenty-eight dollars and seventy cents.
The committee to examine books of the Ordinary
report them nicely and legibly kept, exhibiting an
increase of revenue from license, etc. They recom
mend that all estrays be aoldatthe Court House,
and that the Legislature pass a law to that effect.
They also recommend that the Ordinary attach a
copy of the law in rogard to selling liquor to drunk
en men to all liquor licenses.
The books of the Clerk of the Superior Court the
oommlttee have not had time to investigate, and're-
oommend th at the incoming Grand Jury examine.
The committee find the books of the Ordinary in
financial department neatly and, so far as we could
ace in the time allowed us, are correctly kept. It is
our opinion that the expense account as perquisites
in keeping the county prison are unnecessarily
large.
The committee on roads make no report, owing to
tho time being consumed on special juries.
The committee to investigate tho condition of the
Alms House have been so closely confined at the
Court House they are unable to report.
We have visited the County Prison, and find it an
elegant, beautiful and comfortable building, reflect
ing credit upon the Ordinary and county; every at
tention has been given to health and security in its
construction. Wo recommend that some attention
be given to the Court House or City Hall.
The Grand Jury recommends that the Ordinary
have Peachtree Road extended from its torminus at
city limits in North Avenue, on original land line,
to what is known as the Big Poplar, believing that
the necessities of that portion of the county de
mand it.
The committee to examine the Tax Receiver’s
books report the taxable prox>erty seventeen million
three hundred and sixty-six thousand eight hundred
and ninety-two dollars; poll and professional tax five
thousand and sixty-three dollars. Press of time has
prevented us from examining the books of the Sher
iff. The Receiver’s books aro neatly and properly
kept.
The committee to examine the books of the Treas
urer find them kept in a business-like manner-
clear, intelligible and correct.
They find the receipts from October, 1871, to this
term, forty-two thousand eight hundred and forty
dollars and thirty-one cents; and disbursements
thirty-eight thousand and seventy-dollars and sixty-
eight cents, leaving a balance on h and of four thou
sand seven hundred and sixty-nine dollars and six
ty-three cents. As a faithful, honest and competent
man he has no superior.
We, the Grand Jury, feel grateful to his Honor,
J. L, Hopkins, for the kind and conrteons manner
in which hs has dealt with this body. The Solicitor
General, J. T. Glenn, has been exceedingly attentive
and diligent in his attentions to this body.

One great object of Mr. Stephens in writing 7he two volumes of tho « Constitutional View of the lat®
War between the States,” was to vindicate the truth of History, and give to Posterity a clear understand
ing of tho Principles of Local Self-Government and Federative Union, upon which tho Government of th®
United States was founded, and upon the sacred maintenance of which alone it can ho preserved and per
petuated.
The work has been extensively read. Some have criticised it, and endeavored to combat the grea
truths therein presented. Some of these “Reviewers” were men of eminence and learning, such as Judg®
S. S. Nicholas, of Kentucky, George T. Curtis and Horace Greeley, of New York, Hon. Amos T. Aiermar^
(Attorney Generrl of the United States, who said it ought to be suppreszid,) etc.
To most of these criticisms Mr. Stephens replied, and the controversy in some cases extended to se ver»
papers on both sides.
