Comptroller General Neagle directed the connty auditors to levy tax of four mills on the dollar, for the payment of a year’s interest on u por tion of the State’s debt—that is of the funded debt, having abont $6,- 030.U.0 of the conversion bonds unpio- vided for. These last bonds are very largely neld in the North, and no satis factory account has ever been rendered os to their sale. However, this same ring lastened them upon tbe State as a portion of its legal indebtedness, in this so-called validating act, last spring. By the action of the Comptroller, who is particular in specifying the bonds on which the interest is to be paid, it is presumed and feared that it is u practical repudiation of these conver sion bonds. Hence the spectacle is pre sented of an administration issuing bonds, realizing on the sales, thongh probably nominal proceeds, and a direct repudiation before their term of office expires. The Charleston Hews says : “ The tax-payers will naturally be puz zled to fathom the meaning of this un sought, and certainly unexpected, act of grace on the part of a Bing with whom selfishness has been, from first to lost, a controlling principle.” It is reasonable to suppose that the tax-payers would not seriously object if theso questionable bonds are indeed reully repudiated as it is known that the riug pocketed the proceeds, and cut aid era hold the bonds at a nominal pur chase piice. At last accounts the State Treasurer had been enjoined trom using or disbursing any moneys arising from the tax, und thus far the best moral to drawn from the affair, may bo, that the North will soon grow weary itself, of carpet bug government at the South. Avery, Mr. W. A. Hemphill and W. G. Whidby, of the Constitution; Col. R A. Alston and Mr. A. St. Clair Abrams, of the Herald; Prot. B. Mnilon, Superintendent of Public Schools in the city; Judge C. C. Ham mock, aud many others whom it would be impossible to mention at this late hour. In the afternoon, the employees of The Sun office called upon Mr. Stephens and paid their respects. This was the first meeting he has had with them, each one he had a kindly greeting, and when at last the apprentice boy, teebn cally known as tho “Devil,” came up, Mr. Stephens took him by tho hand sayizg, “And last of all came Satan. We have been called on to write these reflections from what we see each day.
