agreed on a resolution which they intend to
offer as a substitute for that reported by the
committee. It recites that by reason of the
events and conriusions Tecitafin the pfeaffi-
ble,- the people of Tennessee are found to be
‘ -in a condition to exercise the functions of a
State within the Union,” and proposes to de-
-o-lare, without further conditions, that the
State “is fully restored to its constitutional
relations with the Unftetf States, and enti-

have purchased from Messrs. Theodore Blois
& Co. their eulire interest in the Daily
Morniss News establishment. This ar
rangement was made some months since, as
soon as circumstances admitted, but was not
announced untfrihefifoessary materials for an
enlargement of the parperand the resumption
of its tri weekly aud weekly issues could
be procured. The material having arrived
and railroad communications with the in
terior being re opened, the tri weekly and
weekly editions of the News and Herald.

the paper a deserving as well as a popular

The Dun-caw/Trial.—The trial Tof Duncan?

for having arrived. Capt. J. H. Wright, of
the 55th Georgia regiment was the only wit
ness examined yesterday. Capt. Wright was
nil duty with the garrison of the prison, and
his testimony i# very interesting and impor
tant. A full report will be found in another
column. Some half a dozen of the fifteen
witnesses summoned by Duncan for his de
fence have already arrived. The case- has
not yet been closed for the prospeutjesr.

ing the same to be for the use of enlisted men of fbe
United States Army or Navy, or any person who shall
procure tlie saute for such use, shall be fined, Im
prisoned, or held for trial by a Military Commission,
provided in Par, II of this order.
V. Any person who shall furnish to the Provost.
Marshal evidence of violation of this order, which
wili lead to the conviction of offenders; shall receive!
from him, to be paid from fines collected under Par.
11, the sum of twenty-five dollars.
V. The Provost Marshal of the Post will ha held
responsible for the strict enforcement of tins order.

of affairs in Tennessee. The present Con
stitution of that State having been adopted
"while civil war raged within her borders, the
passions of tbe hour naturally took form in
that instrument, and the subsequent legisla
tion was likewise in conformity witir the bit
ter feelings engendered, by the fierce conflict ‘' ne -
ot parties, In accordance with a clause in
the new Constitution, restrictions were put
by the Legislature oh the universal right of
suffrage. We believe that it was in June,
18C5, that “an act to limit the elective fran
chise’’ was passed at Nashville; which
• withholds the right of suffrage from all who
participated in or sympathised with the t>' 6 _
cession movement- This law limiti^cr the
elective franchise has actually die'
nearly two-thirds of the males of the

A bill was lately introduced to amend tbe
disfranchise *ct of 1S65 ; which proposes a
system-of registration in every county of the
Btate ; and, limiting the elective franchise to
only those holding certificates of registra
tion—the certificates to be granted by agents
holding authority from Gov. Brownlow, from
whose aw aid however unjust, the measure
provides no appeal. For any failure of these
agents or registers of the Governor to do
their duty honestly, the bill authorizes no
penalties.
It must be clear tb e very intelligent mind
thai this new measure for the disfranchise
mint of the people is unconstitutional, and,
if passed, would be an act of despotism un
precedented in the annals of American legis
lation. It audaciously proposes to inflict
pains and penalties, and thereby "punish men
for supposed offences, without presentment,
or indictment, or hearing, or any form of
trial. It excludes from the polls all men
who hnve n^t belonged to that political cabal

bolted; is 65 tonage, new measurement, 20 feet
beam ; new rigging and in good order ; her rnnning
rigging is also new. She will carry 4,600 bushels of
lice in hold and COO barrels on deck. New patent
blocks fore and aft, 1 starboard anchor 170(1 pounds),
Co fathoms chain, a good yawl boat and four new
oars, water casks, cabin and kitchen furniture, &c.,
all in good order. .
She is ready for sea. Can be seen across the river,
at Crabtree’s dock. Sold for account of all con
cerned.
