Meeting of the Board of Health.
A stated meeting of the Board of Health was held
last evening in the Exchange. Dr. J. D. Fish, Chair
man, presiding.
At 8 o’clock the Board was‘called to order, when
about twenty of the sixty-eight members composing it
answered to to their names.
The minutes of the last meeting were read by the
Secretary, and there being uo objecton stood approved
as read.
The first business in order beiug reports of commit
tees, Dr. Lawton, Chairman of the Committee ap
pointed at the last meeting to correspond with His
Honor the Mayor, and tho commandant of the district
with regard to the return of City Hospital to the con
trol of the city authorities, submitted the correspon
deuce had with the Mayor and Gen. Tilison.and stated
that he had waited on the General but was unable to
meet him.
A report of the Commitee was received, and ou mo
tion the Committee was discharged.
Mr. James Stewart,Secretary of the Board stated that
he had communicated with the Secretary of the last
Board, according to direction, and that gentleman said
that he had kept the books and papers belonging to
the then board in his room in the Post-office build
iug, where he held a situation, and that on the occupa
tion of the city by the Federal troops they had been
destroyed.
Mr. Philip M. Russell then offered the following res
olution, which was, on motion, adopted:
Resolved, That a committee of three be appointed
for the purpose of preparing rules and regulations for
the government of the Board.
The chairman appointed Drs. Thomas and Lawton
and Mr. P. M. Russell on the committee, and, on mo
tion, Dr. Waring was added.
Dr. Thomas offered the following resolution :
Resolved, That application be made to the City
Council for the purchase of 100 barrels of lime for the
use of this Board.
After being amended to read one hundred and fifty
barrels, the resolution was concurred in.
Dr. Waring then offered the following:
Resolved, That a committee ot five upon poudrette,
and a committee of ten upon sewerage and drainage
be appointed by the Chairman to take specially into
consideration the subjects severally connected with the
deansing of privies, and the drainage of the country
around, and also the sewerage of the city.
Iu support of the resolution the Doctor made a
short speech, in which he said that in all his
experience he had never seen a city so infamously
neglected as regards privies and cess-pools. They were
a source of disease within themselves from the man
ner in which they were conducted and in the inatten
tion to their beiug emptied. He produced several
pamphlets and communications from different cities
on this subject, and from which he read an abstract,
giving a description of the mode ot‘ cleaning privies
in St. Louis. In that city they have an air-tight reser-
oir rrom which ail air is withdrawn, and to which a
funnel is attached, which is dropped into the pool and
the matter, after being lignifled and disinfected, is
drawn into the reservoir by means of comxiressed air.
It is then carted away to a poudrette factory,‘where
the extraction is manufactured into one of the best
known fertilizers.
After some remarks on the same subject by Dr.
Thomas aud others, the resolution was adopted.
Dr. King then called the attention of the Board to
the condition of a house on Liberty street, near
Whitaker, which had been burnt some time since, and
which was now the rendezvous of negroes and refu
gees, and was in a horrid condition. He said it was a
nest for the breeding of disease, and that there have
been several cases of small pox taken from it.
Mr. Stewart said that this place was owned by a Mrs.
Richards, who rented it out to these negroes, and that
its condition had already been noticed by the police
officers and steps had been taken to have the nuisance
abated.
Dr. Waring offered the following resolution, which,
after discussion, was adopted :
Resolved, That the Mayor and City Council of the
City of Savannah be respectfully requested to pass an
ordinance compelling all owners of wooding build
ings or decayed fencing to have this species of proper
ty white-washed within thirty days, or the city to
have the some done and the owners of such property
be charged with the expense.
Mr. Stewart stated that having had some experience
in disinfectants lie was in possession of a receipt
composed of copperas, Boot aud creosote, a French
article, and he would lay it before the Board at its
next meeting.
On motion, Tuesday evenings, at 8 o’clock was fixed
as the time of the meetings of tho Board in future.
The mooting then adjourned.
