TROUBLE IN PROSPECT.
From the hour of the expiration of tlic
Reciprocity Treaty there was trouble in
prospect between England and the United
States. That treaty was a bond of peace
between the two Powers whose maritime
frontiers touch on so many points. Besides
this source of disquietude, there have been
occasions of mutual jealousy as regards the
fisheries. The right of fishing on the Banks
of Newfoundland has been frequently the
subject of negotiation between England and
the United States. It has been disputed by
Great Britain and perseveringly urged by this
country. It is obvious that it is only by
treaty arrangements that such rights can be
reconciled. After years of negotiation with
regard to fishing in the British waters border
ing on the coasts of Newfoundland, the
matter was arranged by the convention vailed
the Reciprocity Treaty. The privilege of
fishing in those waters was conceded for
an equivalent. The treaty having expired
the concession is withdrawn.
The British government lias given notice
to this effect, and has stationed a large naval
force in those waters to prevent the exercise
of fishing privileges within her Jurisdiction.
The American government has fitted out a
flying squadron to consist of seven vessels,
having sixty-eihgt guns,to cruise on the North
American coast. It is said that at the present
time there are over twenty vessels belonging
to England in those waters, and they are
nearly all large vessels, mounting in the
aggregate about 500 guns and carrying over
7,000 men.
Now the danger to be here apprehend ed
is that of a collision- Where two parties in
pursuit of separate interests, with mutual
jealousies, are in such near proximity, the
danger to the peace is far more imminent
than at any period during the war, lrorn lire

The -ounty Court—Importance of Elect
ing Competent Judges.
We have before this allnded te the law es
tablishing county courts, and urged the im
portance of selecting sound, well read prac
tical lawyers for the bench. We feared that
simply because the tribunal was called a
countjf court, and held out the promise of a
handsome income to the incumbent, every
Justice of the Peace in the State, with but
little knowledge of judicial proceedings and
still less of the law itself, would be aspiring
to occupy the place. In looking over the
list of candidates in various sections of the
State, we find this, in a great measure to be
the case; but we are gratified to see that in
all the counties with which we are acquaint
ed competent and proper men are also in the
field. Will the people elect them, and ex
clude ignorance from so important a position'(
That is the question. It they do not, they
will degrade the court and bring a multi
tude of social evils upon the community in
which they live.
We are glad to see that in some parts of
the Slate a proper view is taken of this im
portant subject. A numbei of the leading
citizens of Floyd county have thought the
election of Judge to this Court of sufficient
moment to justify a public address, over
•their own signatures, to the people of the
couuty. Their points are not only judicious
ly taken but well expressed, and as they are
general in their application, we take occa
sion to spread them before our readers,
hoping, for the honor of the Bench and the
good of the people, they will be allowed
their due weight in the coming elections

TO THE VOTERS OF FLOYD COUNTY.
The creation of a county court, with vari
ous powers and extensive jurisdiction, indu
ces us to ask your careful consideration of
its importance and the necessity of choosing
for our Judge a man who can fill the office
with ability, firmness and iMju-tiality.
With the exception of equity caijrfs, cases
respecting titles to land, and the highest
grade of crime*, this court has all the powers
and jurisdiction of our Superior Courts. By
far the greatest part of the business which is
now transacted in the Superior, Inferior and
Justices’ Courts, will be adjusted in this
county court. More cases, both civil and
criminal, will be tried; more intricate ques
tions of law will be decided; more juries
will be charged upon the law; more verdicts
will be rendered than in the higher courts.
In fact it will be the people’s court of sum
mary justice, where the liberty of the citizen
and the rights of his property will be settled
in nine cases ont of ten will arise.
Foreseeing this we are of the opinion that
there should be selected some good man who
is skilled in the law, who can charge the jury
upon the law, and in whose judgment and
impartiality we have confidence. We say
this from a sincere conviction that none but a
good, well read and able lawyer is capable of
filling the office. No man can correctly de
cide the numerous issues that will be made,
but one wbo has made the science of law his
loDg aud careful study. With a good Judge
upon the Bench, but few cases will be car
ried up by appeal; but witb an ignorant one,
whether lawyer or not, this court will be but
a vestibule to higher courts, a wayside sta
tion from whence suitors will progress to
other tribunals in search ot justice. We
trust, therefore, that all will lav aside their
prejudices, if they have any, aud remember
that if the Judge of the Superior Court
should be a lawyer, is equally important to
our citizens that this office should be simi
larly filled. %
• Frost.—We had another frost Friday
morning, which cut down tender vegetables
that were exposed, but did no material dam
age, we believe, to the fruit. If tbiis is the
last, we shall still have a fine prospect for

L Orders heretofore issued prohibiting the sale at
this Post of intoxicating liquors to enlisted men of
the Army and Navy, being notoriously disregarded or
evaded, it is hereby ordered, That no liquors, wines,
ale, porter, or other intoxicating beverages shall be
sold or otherwise disposed y>T to enlisted men of Ute
United States Army or Navy at this Post.
II. Persons violating this order shall for the flrst
offence be bronght before the Provost Marshal and
fined fifty dollars and costs of prosecution, or in de
fault thereof be imprisoned for the tehn <jf thirty
days, and for a second offence shall be held by him
for trial b; a Military Commission.
III. Any person who shall sell, or otherwise dis
pose oi, liquors, wines, ale, porter, or other intoxi
cating beverages, to negroes or other persons, know
ing the same to be for tbe nse of enlisted men of the
United States Army Or Navy, or any person who shall
procure the same for snch use, shall be fined, im
prisoned, or held for trial by a Military Commission,
as provided in Par, II of this order.
IV. Any person who shall furnish to the Provost
Marshal evidence of violation of this order, which
will lead to the conviction of offenders, shall receive
from hjm, to be paid from fines collected under Par.
II, the sum of twenty-five dollars.
V. The Provost Marshal of the Post will be held
responsible for the strict enforcement of this order.

quarter ending March 31st, 1866, or for the whole

On gross receipts of any business transactions, not
inclnded in the foregoing, and including all insur
