Another Individual «u charged with bel ag found
in the streets, and one of the lieutenants said that
when he first discovered the defendant lying in the
street lie had the appearance of being dead, but upon
a close examination be found him to be dead drunk,
when bo ordered him taken to the barracks. The de
fendant had the appearance of being a stranger in our
city, but has no doubt found out by this time that
there is a slight difference between Savannah and New
York whiskey. He was fined five dollars.
Jno. Reardon, who was fined on Tuesday morning
for sleeping out wag again before the Mayor yesterday
morning on the same charge. He had another excuse
at hand, and said that he had gone into a liquor store to,
get some thidgs he had left there, but not finding them
thought a mug of beer would not be amiss to Blake his
thirst, but it was such vile stuff it immediately sought
his head and caused him to become sleepy. John
was also ordered to pay a fine of five dollars, and in lieu
of payment was to be sent to jail.
A man wag charged with calling for the police at an
early hour yesterday ipoming, in the neighborhood of
the Central ltaiiroad depot, without having sufficient
cause. Upon being asked why he done so, the defend
ant said he was drinking and knew not what he was
about. Ho was fined five dollars.

The regular meeting of Council was held last even
ing. Present: The Mayor, Aldermen Ferrill, Schley,
Williamson, McMahon, Johnson, Lachlison, Wylly,
Casey, Cunningham and Souliard.
Alderman Lachlison w ished to make a few remarks
before the minutes of the previous meeting were con
firmed in reference to the resolution to sell iho.se lots
upon which three years ground rent is unpaid. He
considered that this measure would operate oppres
sively upon the poor clatses, and he moreover doubted
whether the city could take ahis step on account of
the stay law.
The Mayor announced that the jail had been turned
over to the civil authorities 011 the condition that the
military prisoners should be retained there upon the
same terms as others. He had accepted this propo
sition.
The committee to whem was referred the matter of
compensation to private owners of rice taken posses
sion of for the poor of the city by Council at the sug
gestion of Maj, Gen. Sliarman upon his occupation of
Saxannah, reported that they had sold the rice for 9%
cents per pound, and had decided that 8 cents per
pound for whole rice and 4 cents for broken was fair
compensation. The report of the committee was
adopted.
The ordinance exempting from ground rent Lot No.
2 Calhoun Ward, the property of the M. E. Church
was passed.
The ordinance to raise the pay of police lieutenants
and sergeants, and providing for their being uniform
ed was then taken up by sections. Alderman Schley
opposed the increase of salaries; the ordinance pro
posed to add $13,000 to the expenses of the city ; the
people were unwilling to bear this new burden; they
were now’ groaning under enormous taxes. Alderman
Lachlison thought that it was necessary to pay these
officers adequately to secure faithful services. $1500
now was no more than $1100 a year in 18C0. Aider-
man Johnson thought the laborer was worthy of his
hire, and favored the increase of pay. The discus
sion was. continued at considerable length, Aldermen
Williamson and Cunningham contending that the
city's finances would not admit of the expenditure
proposed.
Alderman Lachison moved to amend so as to make
the pay of lieutenants $1,400 per annum. The
amendment was carried. The other sections were
successively disposed of by making the salaries of
sergeants $1,000 and of the privates $720. Alderman
Wylly moved to increase the salary of the Chief of
Police also twenty-five per cent., making it $2,600,
which was carried. The section providing for uni
forming the force was also adopted. The ordinance
being put upon it9 passage, was adopt ad.
Alderman Souliard moved to increase the salary of
every city official from the Mayor down, at ihe rate of
twenty-five per cent. [Laughter.]
An ordinance prohibiting unlicensed stevedores
from loading or discharging vessels at the wharves
was read once.
An ordinance to prevent the throwing of ashes and
other refuse matter into the river was also read once.
A number of petitions, a large portion being from
city officials for inerease of salaries, were received
and variously disposed off.
A petition was received from Rev. Mr. Prendergaet,
of St. Patrick’s Church, praying that the city prevent
the proposed building of a soap factory in close prox
imity to that church. The petition was referred to
the Fire Committee for investigation.
The election of weighers of hay was proceeded with.
There were seventeen applications for the three vacant
positions. The following were the successful can
didates: A. Goebel, J. Potter Williamson, L. J. Con
nell.
