AN ORDINANCE READ TUE FIRST TIME,
In relation to Stevedores and Porters and tlieir Li
censes and Badges.
Whereas certain stevedores, sometimes non-rcsi-
lentsof Savannah, and reshleiits in the British Pro
vinces and elsewhere, are in the practice of engaging
to load two or more vessels at the same time, ami In
some instances where such vessels are miles apart,
tnd of employing under them as sub-contractors or
foremen, persons who are competent stevedores, hut
who lake out no licenses as such; ami also employing
parties under themselves and under such sab-con
tractors or foremen, as a part of the force of such
stevedores, and which porters take out no badges as
uch, to tbe detriment of the revenue of the city
and in violation of the ordinances in that behalf, aud
in some instances creating a monopoly, often to the
injury of resident stevedores and porters; now for
remedy of such evil ami unlawful practices;
Sec. l. Be it ordained by the Mayor and Aldermen
of the city of Savannah In council assembled, and il
is hereby ordained by the authority of Hie same.
That it is the true intent and meaning ol' the
lax aud revenue ordinances of the said citv,
is well as the ordinances in relation to steve-
lores aud porters, that every person compe
tent to load and unload vessels, and stow the
cargoes oi the same, are stevedores within the
meaning of said ordinances, and as such sre subject
and liable to take out licenses, as residents or non
residents as the case may be; aud that all persons
not so competent, but engaged in loading, unloading
and stowing cargoes of vessels, are porters within
the true intent and meaning of said ordinances, and
subject ami liable to lake out badges as such.
sec. 2. And lie it further ordained by the authority
aforesaid, That any person, competent as aforesaid,
to load and unload vessels ami stow their cargoes,
and who shall hereafter presume, offer or attempt or
engage TO load or unload any vessel in the river Sa
vannah and within the jurisdictional limits of the
city for river purposes, or who shall stow or be en
gaged in stowing such cargo, except nnder the im
mediate inspection of a licensed stevedore, and with
out taking out a stevedore's license, resident or non
resident as the case mav be, shall be liable to a pen
alty of not muro than thirty dollars lor everyday’s
violation of this section; and that every person not
so competent, who shall engage in loading, unload
ing, aud stowing as aforesaid, and without taking
out a porter’s license, shall be liable to a penalty of
not more than thirty dollars for every day’s violation
of this seel ion in relation to porters; and that the
price of a license for evey non-resident stevedore
shall hereafter be two hundred dollars.
Sue. 3. And he it further ordained by the authority
aforesaid. That it shall not lie lawful for any licensed
stevedore to engage in loading or unloading or
stowing the cargoes of more vessels at any one time
Hian he can personally superintend, unless lie shall
have employed under him a licensed stevedore, resi
dent or non-resident as the case may be, wiio shall
have tlie personal supervision of such loading or un
loading or stowing of any vessel for which such sec
ond or assistant stevedore mav be employed, under a
penalty of not more titan thirty dollars fur every vio
lation of this section in respect to every vessel so
being loaded or unloaded or stowed.
SEC. 4. And be it further ordained by the authority
aforesaid. That it shall be tire special duty of the
Harbor Master and the officers and members of tie
■ tty police to report all violations of this ordinance
which may come to their knowledge, that the olfeii-
ders may ire dealt with us hereinbefore provided.
SEC. o'. Aud ire it further ordained by the authority

nances, so far as they militate with this ordinance

AN ORDINANCE
To fix the pay of tho Chief of Police, the Lieutenants,
Sergeants and Privates of the City Police, and to
furnish a uniform to said officers and privates, and
to provide for repayment ior such uniform.
SEC. 1. Be it ordained by tlie Mayor and Aldermen
of tlie city of Savannah iu Council assembled, and it
is hereby ordained by Hie authority of the same.
That from and alter the first day ol April, inst., tire
pay of tlie chief of police shall bo at tlie rate of twen
ty-five hundred dollars per annum; tlie pay of each
of tlie lieutenants of tlie city police shall be at the
rate of fourteen hundred dollars per annum; tlie pay
of each of the sergeants of police shall lie at the rate
of one thousand dollars per annum; and the pay of
each of the privates of police shall be at the rate of
seven hundred and twenty dollars per milium.
Sec. 2. Ami be it further ordained by the authority
aforesaid. That His Honor the Mayor, be and he is
hereby authorized to furnish each of the officers and
privates of police with a gray uniform, the cost of each
uniform not to exceed thirty-eight dollars, the funds to
pay for such uniform to be advanced by the cily, and
lo be reimbursed by retaining from tlie pay of each
policeman so furnished, the sum of five dollars per
mouth, which retention the Mayor is hereby author
ized to make; and for the purpose of providing
against loss of the value of snch uniform to tlie city
by the resignation of the policeman, the Mayor is
hereby further authorized to withhold their monthly
pay, until the middle of the month following the date
when sucli pay would otherwise be due; this last
provision to be iu addition to the existing ordinance
which requires each policeman to give thirty days’
notice or his intention to resign.
Sec. A And be it further ordained by the authority
aforesaid. That all ordinances and parts of ordt
nances so far as they) militate with this ordinance
are hereby repealed.

AN ORDINANCE READ THE FIRST TIME.
To provent the throwing of ashes, ballast, rice chaff,
and other substances into the Savannah river.
Whereas, ashes, ballast, rice chaff, refuse matter,
aud other substances are frequently thrown into Sa
vannah river from steamers aud sailing vessels and
otherwise, by evil-disposed or negligent persons, to
tlie obstruction ol said river, and the detriment of
commerce for remedy thereof.
SkC. 1. Be it ordained by the Mayor and Aldermen
or the city of Savannah iu Council assembled, aud it
is hereby ordained by tlie i uthority ol l he same.
That it shall not be lawlul Tor any person to throw,
cist or deposit, or cause to be thrown c»st or de
posited in Savannah river or on its banks below high
water mark, within the extended jurisdictional
limits of the city of Savannah, from any steamer or
sailing vessel, or from tlie shore, any ashes, ballast,
rice chaff, reiuse matter, or any substance of what
ever nature or kind, which might in any degree les
sen the depth of water in said river, or any part
thereof within the limits aforesaid, and each aud
every person so offending shall, for eacli and every
sueii such offence be fined in a sum not exceeding one
hundred dollars ou conviction before the Police
Court; onc-lialf of tlie fine to be paid to the Informer
aud the other hall Into tlie City Treasury; and in
case such offence be committed from or on board any
vessel, then the owner or owners, captain and con
signee, or consignees of such vessel, shall bo liable
for tlie payment or sucli flue.
Sec. 2. And lie it farther ordained by the authority
aforesaid. That the Harbor Master is hereby re
quired to incorporate tlie provisions of this Ordi
nance into his rules, aud to provide a copy thereof to
every vessel visiting tills port; aud that all ordi
nances or parts of ordinances so fur as they militate
with this Ordinance, be and are hereby repealed.

(27) Calhoun Ward.
Be it ordained by the Mayor aud Aldermen of the
city of Savannah and the hamlets tbereol In Council
assembled, and it la hereby ordatued by the authority
of the same. That the Trustees of the Methodist Epis
copal Church South In Savannah, be and they are
hereby exempted from the payment of ground rent
upon lot number twenty-seven (27) Calhoun Ward, in
the city of Savannah, and from taxation upon any
church buildings or Improvements that may here
after be erected on said lot number twenty-seven (27)
Calbmm Ward, so long as the same .hull be held and
used for religious purposes, and no longer.
