that he has opened a new' educational insti
tution, with the above name, at Pittsboro’,
N. C-, on a basis to meet the wants of the
present day iu the South. In the senior
department there are three courses, Commer
cial..Classical and Scientific. The appara
tus is extensive, and nil the facilities of the
first order. The female department is an
important feature of the institution, and is
under the best of‘management. The Semi-
Monthly Record, a school paper, is published
on Ihe 1st and ]5lh of each month, edited
by John L. & Robert Cowan, students of
the institution.
The Cotton Chop in South-Western
Gboroia.—The Albany Patriot, of the 28th
ult.,says; “VVe learn from some of our plan
ters i:i this neighborhood that the cotton
planted this spring is dying out. Large
fi Ids, it is said, which came up and looked
promising at first, are now past all hope.
This, the intelligent planters, whom we have
conversed with on the subject, say is the re
suit ot planting old, and perhaps, damaged
seed. The seed, when kept ou hand so lone
befote planting, loses much of its vigor -ami
vitaliiv, and although it may come up,_ has
not the neci ssary substance or oil in it to
make the plant shoot downward to the clay
to take root. It’ is well known that our
planters, for thqlast tiiree or four years,have
planted little or no cotton, and, consequent
ly the seed used this spring had been on hand
several years, and, in many instances had
been very much neglected and damaged,
'i he result now is that a large, and perhaps
the largest portion ot lands planted with this
old and damaged seed will produce no cot
ton. If this is the general condiiioa of the
cotton crop iu the cotton country of the
[south, the crop must necessarily be short.
Mv hope, however, this planting of defective
seed is confined alone to this section.”
We hear similar complaints of the failure
of the seed planted from various sections of
the State. We were informed that several
iatge cotton planters who have failed to get
a stand of cotton from Ihe seed planted,
were in the city last week endeavoring to pro
cure seed with which to replant their ground

The Newly Appointed Supreme Court.—
It will be remembered that the President has
nominated the Hon, Henry Stanbury, for
the Supreme Bench, in the place of Justice
Catron, deceased. His political record is
thus stated: At. the beginning of the war he
addressed a public meeting in Cincinnati,
deuyiug the right of the Government tore-
sort to coercion. Ho was opposed to the
draft and to the suspension of the habea-
corpus. When Gen. Sherman made hi-
treaty with Gen. Johnston, he maintained
that the war was at an end, that the State
Governments were restored, and all the-

before the late civil war. So says the
Albany Evening Journal.
Trial op Mr. Davis.—The Washington
National Republican announces editorially,
and apparently with authority, that the Law
Oli'c ■ of the Government, under instructions
of the President, is preparing to have Sir.
Davis arraigned before the United States
Circuit Court of Virginia, which meets at
Norfolk, on-the first Monday in.this month,
upon uie charge ot high treason. It adds
that nothing will prevent this action but the
intervention of Congress, or the refusal of
Chief Justice Chase to try the case.

Washington Uoion announces the gratifying
intelligence that ail the Democratic papers,
and twenty-two out of the forty-six
Republican papers in California, supports
the President’s oolicv.
force; but where a new man is elevated lo
supreme power by the force of arms, which
was the case with Louis Napoleon, a resort
to popular suffrage is no loss necessary lo
sanctify, as it were, bis title to the throDe.
He was lifted to his present eminence by
violence, and the French people confirmed
his title to rule as the head of the Stale on
two occasions'—first »9 President ot the Re
public, and secondly as Emperor of the
French. His right to govern is more legiti
mate titan auy monarch in Europe, as it is
founded on popular consent, and if he had
been satisfied to rest his claims to empire on
tins piinciple there could have been no ob
jection, but he used it as a convenience, with-
uo further regard to popular rights. If lie
had combined with it the usual appliances of
liberal government—the freedom of debate,
liberty’ of the press, the free choice of repre
sentatives, the defect of his title would
iiave been mended, and the illegality’ of the
means by which he seized the supreme
power might have been forgiven; Tbut he
seized and retained all the agencies of
Absolutism while he borrowed from De
mocracy’ its chief characteristic, popular
support, without any of those temperaments
that render monarchy and hereditary rule a
form of government tolerated in Europe.
Universal suffrage is the qualification of the
voter in France in all cases in which he is
permitted to vote.
Louis Napoleon will use his influence to
make the popular Choice of ruler a partof the
fundamental law of Europe. By the general
adoption of this principle he would
strengthen bisown throne and dynasty, popu
lar suffrage being the basis of bolh. It is
said that by an arrangement and understand
ing between Count Bistnark, the Prussian
Piime Minister, a modification is to take
place iu the constitution ot the Germanic
Confederation, by which the heads of the
governments composing jt are to be chosen
hereafter on the principle of popular suffrage.
We question ^he authenticity of this report,
as Count Bismark ia the most absolute min
ister in Europe, the representative of a mon
arch who is hostile to the extension of popu
lar privilege, and who was recently in con
flict with the lower house of the Prussian
Legislature, in relation to the respective
privileges of the Executive and Legislative
branches of the government.

ment. Being founded on popular consent it
would have a basis of sufficient amplitude,

Fire at Atlanta We learned from passengers
who arrived here yesterday morning, that a large fire
occurred in Atlanta on Monday last, which destroyed
the Masonic Hall and several other buildings. From
a dispatch received in this city yesterday wo learn
that among the sufferers by the fire were Garrett &
Bros., on Marietta street. They had an insurance in
this city of $5,000 in the Southern Insurance Co.

of the principal cities and towns throughout the
South.
Enormous Cotton Movements.
The exports of cotton from this port, says the N. Y.
Times cf ihe 25th uit., ran ahead of all precedent dur-
ng the week ending last evening, having reached
22,277 hales, of the currency value of $3,882,769, or
an average of about $175 a halo. Included in the ex
ports were to Liverpool 17,762 bales, valued at $3,109,-
048; Cronetandt 1,412 bales, valued at $236,100; Ham
burg 982 bales, valued at $157,997; Naples 747 bales,
valued at $145,642; Bremen 682 bales, valued at $122.-
174; Antwerp 246 bales, valued at $47,363; Havre 308
bales, valued at $43,145; and Barcelona 137 bales,
valued at $20,700. The footings of the week’s returns
make the total shipments of the staple from this port
exclusively, since the first of the current month
63,371 bales, or an average of about 3.000 bales for
each business day; and since September 1, 1865,
416,167 hales, worth at least eighty millions ot lawlui
money. Since the 1st inst., the receipts at the port
have been S6,66i bales; Bince January 1, 1866, 271,680
bales; and since September 1, I860—less than eight
months—723,348 bales, certainly equal to a currency
value of one hundred and thirty-eight million dot-
lars. Estimates of the-available supply now here
range from 170,0o0 to 330,000 bales—the KaiJ,„

—It la the current impression in Washington that
the President will veto the bill for the admission of
Colorado into the Union, should it pass the House.
In that event the Territory would have to still remain
out, ss it would be unlikely to obtain a two-third vote
to past It over the veto. The bill la now before the
Committee os Territories In the Rouse.
Diabolical Conduct.—Some negro eoldiers of the
44th Regiment in leaving Huntsville, Ala., fired a vol
ley of musketry in the city as the cars moved off.
A number of balls passed through the public square,
fortunately hitting no one. Capt. Holmes, in com
mand of the Begiment set in on the miscreants with
his sword and gave some of them sore heeds.
Washington News and Rumors.
THX DEAD LOCK.
[Special Dispatch to the Philadelphia Ledger.)
Washington, April 27.—On Wednesday I tele
graphed you that it was an understood thing on the
part of the majority Imthe Senate to decline action on
any of the new appointment* of the President In cases
where an incumbent had .been removed without- any
other cause thau being thought an opponent of the
President's policy. This decision of the majority has
already been put in practice, and will, I hear, be
firmly and unflinchingly adhered to. It is asserted,
however, by the friends, of . the President, that
this action of the Senate will not cause him to
waver an instant in the course he has seen fit to
pursue, but that he will go on and make Buch re
movals as in his judgment may appear necessary. To
a prominent gentleman yesterday, be asserted that he
would appoint no man. to office who did not give a cor
dial and hearty support to his measures for the re-
storat on of the Union, and he further intimated that
no avowed opponent of those measures now in office
would be allowed to remain there.
This is a bold stand to take, but those whoAnow the
President intimately say that he is folly capable of
maintaining it.
