DISORDERS ON THE TENNESSEE
BORDER.
We have seen frequent allusions in our
up country exchanges to the prevalence in
that region of disorders, outrages and robbe
ries perpetrated by bad men who have come
over the Georgia line from East Tennessee.
This stale of things is the natural result of
the system of proscription and misrule
which has been Inaugurated by the bigoted
partizau who now fills the executive chair of
that gallant State. While wo regret to learn
that these disorders have assumed & charac
ter which renders it necessary for the in
tervention of military force, for the protec
tion of the lives and property of peaceful
citizens, wc are pleased to learn that Gov.
JtfDlnns has taken prompt measures to meet
the emergency. We learn from the Au
gusta Chronicle that be has called on
General Brannan, in command of the De
partment, for a sufficient military force to
quell the disturbances in upper Georgia, and
that troops have been promptly ordered by
that officer to the disturbed district.
The Augusta Chronicle says it has the best
anthorit yfor saying that the acts of law
lessness, reports of which have reached us,
have been exclusively confined to the few
counties which lie on the Tennessee border,
and that the parties chiefly implicated are
out-laws from that State. The presence of
the U. S. troops will, we trust, give security
and protection to the people of the border.
But while Brownlow reigns in Tennessee we
may look for anarchy, discord and violence.
Southern Relief Fair,
At a meeting, says the Baltimore Gazette'
of the Executive Committee of Ladies, held
yesterday, the sum of $108,000 was appro
priated to the following States:

A committee of three ladies was appointed
to superintend the distribution for each Stale
—a list of whom will be published in a few
days. In addition to the appropriations
above, about $50,000 will remain as a re
served fund in the hands of the Executive
Committee to increase the allotment to such
States as may require it, and to meet special
cases. The result of the Fair has been so far
developed as to make it certain that its ag
gregate proceeds will not be less than one
hundred and sixty thousand dollars. The
entire expenses will not exceed three thou
sand dollars.
The Trade or Boston.—The Boston
Traveller says that, with the single exception
of Portland, Maine, the entire commerce of
New England centers in Boston. Once
Salem, Gloucester, Portsmouth, Newberry-
port, Newport, Providence and New Haven
had an extensive commerce with India,
South America, Africa and the West Indies,
but it has all departed. Once in two or
three months a bark or brig from Africa ar
rives at Salem, but that harber is now main
ly used for coal schooners aud coasters in the
summer time. Gloucester has not a single
square-rigged vessel left.
The same paper says : “The Southern
trade Las completely collapsed, and hardly
a single vessel is on Its way hither from New
Orleans, Mobile, Savannah or Charleston.
Our people have as much cotton on hand as
they care about holding, and wish the quan
tity lessened rather than increased.
These subjects have a neceaaary connec
tion or intimate relation. The public debt
regulates, In part, the expenditure, the ex
penditure the taxes, and the extent oi -taxa
tion the currency. What reduces the debt
will diminish expenditure, what lessens ex
penditure will reduce taxation, and what
diminishes taxation will contract the cur
rency. The letter from the Chiet Commis
sioner of Internal Revenue, published by us
yesterday, is an important document. It is
doubtless consonant with the views of the
Secretary of the Treasury, and it is hoped
with those entertained by the Committee of
Ways aud Means. The leading proposition
of the Commissioner’s letter is, that the
Public Debt must not be increased, if we
would preserve the public credit and not ma
terially check the development of the na-
•ional resources. The conclusion is that the
debt should be diminished by applying any
surplus in the treasury to the redemption of
such portion ot that debt as carries interest or
admits of conversion into long dated bonds
paying a less rite of interest.
The public expenditure is being rapidly
diminished. There is a limit here that can
not be passed. The maintenance of a mili
tary force essential to the security of our
frontiers, and to the preservation of the pub
lic peace, and of a Naval force adequate to
the safety of our maritime rights aud inter
ests are among the indispensable expenses of
the nation. What Congress ba9 most to ap
prehend is too expensive a peusion list, aud
appropriations for internal improvements, for
which there will bo innumerable projects.
s relates to taxation, the report of the
Revenue Commission affords some instruc
tive information. It recommends the greater
concentration of the taxes, their diffusion
leading to their actual duplication. There
are few objects that are excepted from their
operation. The reduction of their rate is
also strongly recommended. But there is
this palpable inconsistency in its conclusions,
that while it suggests the repeal or modifica
tion of taxes on production, and on the ma
terials of manufacture, being as high as
twenty per cent on their value, it recom
mends an excise on cotton of five cents per
pound, which, on a value of ten cents, is
fifty per cent—on the ground that it is a tax
on consumption and not on production, while
allowing a drawback on cloth and yam ex
ported, of an equal amount, which, on the
assumption that the excise is a tax on ■ the
foreign manufacture, is a gratuity out of the
public treasury to the domestic manufatnrer.
The subject of currency opens a more diffi
cult matter for consideration. Its contrac
tion most essentially depends on the amount
of taxation. A reduction of the circulating

Our Charleston cotemporaries have much
to say about “The Cincinnati end Charleston
Railroad.” Will they inform us where they
get the authority for denominating the pro
posed connecting link of railroad between
Lexington, Kentucky, and the line of the East
Tennessee and Georgia Railroad, “The
Cincinnati and Charleston Railroad?" At
first we thought that some new project was on
foot to unite the great city of the West with
our sister city of Charleston, but on reference
to the article in the News entitled “The Cin
cinnati and Chafleston Railroad Project," we
found it to be the same article published by
us some days ago, under the heading of'“The
Great Southern Railroad," giving an account
of the proceedings of a meeting of citizens
of Cincinnati for the pappose, as stated
by the Chairman of the meeting, of
receiving a “report in relation to the
construction of ‘ The Southern Rail
road,' Ac.” In the report alluded to, the
committee gpeak of .the “importance aud
value to the city o^Cincinnati and to our
(their) respective business and trade of the
early construction of a line of railroad from
the city of Lexington, Ky. via Nicholasviile
and Danville to the East Tennessee and
Georgia Railroad at Knoxville and Chatta
nooga, or some intermediate point,” but no
where in the proceedings of the Cincinnati
meeting can we find any mention made of
The Cincinnati and Charleston Railroad
project.”
We allude to this matter in order that our
people may not be misled into the idea that
the proposed great “SouthernRailroad," de
signed to unite the railroad system of the
great West with that of the South, and to
put Cincinnati in direct communication with
the South Atlantic ports, is merely a Cin
cinnati and Charleston enterprise, in which
Charleston has a more direct interest than
Savannah. A railroad connection which
would include in its running schedule the
Georgia State Railroad, Macon and Western
Railroad, the Central Railroad, and the Geor
gia Railroad, would be very improperly called
“The Cincinnati and Charleston Railroad.”

Lewis D. Campbell was also confirmed is Minister

The Committee appointed by the Texas Convention
to-dsy formally delivered a copy of the ordinances
that body to tbs President, who expressed tbe hope
that Texas, together with all the other States recently
in rebellion, would soon be restored to their normal
condition, and that their citizens would be admitted
to a full participation in its blessings and protection.

The House passed the bill re-establishing the grade
of General in the Army, to which Gen. Grant will

Oen. Canby Ordered not to Interfere with
the U. S. Coasts. ■
Nxrw Orleans, May 4.—The President his ordered
Gen. Canby not to interfere with the United States
Courts, and also to make a full report ot the recent
conflict with the civil authorities in which he acted.
The Court was re-opened yesterday.
Proposition to Organize n Separata State
Government for East Tennessee.
Cincinnati, May A—The Convention to con-
eider the propriety of organising a separate State
Government for East Tennessee,- met at Knoxville
yesterday. The President of the Convention was au
thorised to appoint a committee to bring a resolution
for that purpose before the Legislature.

Information has reached this Department that the
Managers of the Ladies Southern Belief Society,
Baltimore, in the exercise of an abounding and
elevated charity, had caused to be shipped to Savan
nah, subject to my-order, five hundred barrels, con
tabling flour, meal and bacon, "for distribution
among our truly poor suffering white people/’ and
that they "desire that the appropriation should be
so distributed as to afford the greatest relief to the
greatest number of the. really deserving poor and
suffering women and children;’’ to effect which dis
tribution, they have also appropriated the sum of two
thousand dollars: And tbe consignees, as well as the

by personal service, and by transportation free of

issues of the National banks, consisting of

lars ? A part of the excess beyond four hun
dred millions, it is evident, will be required
for the payment of between two and three
hundred millions of internal taxation. The
dependence of the amount or volume of the
currency on the extent of taxation will be im
mediately perceived from this statement.

Important Joint Resolution.—Mr. Orth

Important to the Mexican Liberals.
The Attorney General of the United States
has officially declared that in his opinion the
recent military order of General McDowell,
in reference to 'our neutrality on the Mexi
can frontier, cannot apply to the transporta
tion of arms and munitions of war by mer
chants and traders. Neutrals as well as bel
ligerents have their rights, but neutrals in
their traffic with belligerents must take their
chances. They are like blockade runners,
and the government from which they go
does not interfere either to .stop them or pro
tect them.
No Further- Gases of Cholera.—The
cholera panic at New York has -nearly died
out. No new cases are reported, and the
people have concluded not to allow them
selves to be frightened to death. Some of
the papers are a little severe on Governor
Fenton for the haste he exhibited in issuing
the proclamation of peril. It is said a vast
amount of trade has been kept away from the
city. The Health Commissioners continue
to hold regular sessions.
Fifteen of the Judges of election in Somer
set county, Maryland, have been indicted for
violation of the Registry law. At tbe last
election, the list of voters returned by the
Registers of that county was entirely disre
garded, and all the rebels iu the county al
lowed to vote. By this means Mr. Franklin
had the largest number of votes for Circuit
Judge, but the Legislature settled that mat-'
ter right by ousting Mr. Franklin and secur
ing the position to Mr. Spence, the choice of
the loyal people of the District.
The Spanmh-Chilian Imbroglio. — A
Washington letter says it is reported here
to-day, on very good authority, that the
Spanish Minister, in accordance with in
structions from kit government, has pro
posed to the authorities here to accept the
mediation of the United States Government
in the gpanish-Chilian complication, and to
refer the claims of Spain to our Government
for arbitration, and abide by the decision.

There is one obstacle to resumption which
the writers on the side of speedy resump
tion strangely overlook. It is the impedi
ment which the fractional currency presents
to that measure. The United States have
employed at every period of suspension of
specie payment a paper currency of small
bills to a greater extent than any other
country that baa recourse to paper money.
This renders any comparison between the
United States and such countries fallacious
and unsafe. England never employed notes
of a lower denomination than £1 and £2
during the suspension by the Bank of
England in 1797- Scotland has always used
paper money, but her notes were never less
than j£l. The extensive employment of small
notes in retail transactions, and in payment
of wages renders specie Indispensably neces
sary in a return to specie payments.
We cannot measure the wants of Recir
culation by the numerical amount of the cur
rency alone, but by that amount combined
with the velocity of tbe circulation. Small
notes circulate with much greater rapidity
than large oneST There are many modes of
economizing the use of paper money in large
payments. The substitution of checks and
the operations of the clearing bouse, by which
offsets are effected, are favorite modes in use
in all commercial countries. But for minute
transactions in trade credit finds tittle or no
place.
The interference of Congress in devising
the course to be pursued iu this desirable
consummation of specie payments is to be
deprecated, except to undo what has been
improperly done. Among the improper in
terferences of that body was rendering the
duties on imports payable in gold, instead ol
being made payable in currency, and one of
tbe first steps should be to make, as nearly
as possible, all branches of the revenue pay
able in tbe same circulating medium until re
sumption takes place. The only plausible
reason that could have been urged for making
the duties on imports, payable in gold, was
that the Treasury should possess ample
meauB for discharging the interest on that por
tion of the public debt payable in gold; but the
amount lyipg in the Treasuiy on which interest
has been lost, has been, at least, on an average
fifty millions of dollars, in excess of the in
terest payable in coin. The highest sum re
ceivable lor duties is estimated at one hun
dred and fifty millions of dollars. Seventy-
fiva, per cent, of this amount payable in cur
rency, and twenty-five per cent, in gold is as
large a proportion in this metal as will be re-
