The President’s Answer to the Call for
Information.
Tha President sent a message to the House of Rep
resentatives iu answer to a resolution requesting the
names of persons worth more than $20,u00 to whom
special pardons have been issued, and a statement of
the amount of property which has been seized as be
longing to the enemies of- the Government, or as
abandoned property, and returned to those who
claimed to be the original owners.
Accompanying the message in a communication from
the Secretary of State, who reports to the President
that of tho seven thousand one hundred and ninety-
seven cases of pardons passed upon by the Attorney-
General there still remain in the State Department

the original owners, there is no information in the
Department on the subject as understood from the
general and v«gue terms of the resolution. It is pre
sumed the act alluded to is that of July 17, 1862, the
execution of which, as he understands, was commit
ted by the President to the Attorney General, and so
far a.s he is advised, the Treasury Department has not
undertaken in any case the enforcement of its several
provisions, or to release any property held as forfeited
under them, so far as the Department is concerned.
The abandoned or confiscable lands heretofore held
by it were turned over, under the Secretary’s circular
letter of June 27 last, to the .Bureau of Refugees,
Freedmen aud Abandoned Lands, in accordance with
the provisions of the act of Congress approved March
1865, and Executive orders on the subject, and that no
freedmen occupying any of said lands have beeu dis
placed by any action of the Department at the request
or for the benefit of retuiping rebels.

The Chief of Ordnance says the records of tho otflee

by the Department has been returned to any one.
This was machinery captured at M :c n, Ga.,which has-
been returned to the l'ormej* owners on the application
of Bi igadier-Uoncrul J. D. Webster, reeommendod by
Lieutenant-General Grant.
Gencraid Howard, oithc Freedman's Bureau, gives
a list of the property seized under tho Act of July 17,
1603,aud subsequently restored to former owners. Tho
greater portion of the property of this character is sit
uated In Virginia, tin.1 was formerly set apart for the
use of refugees and freodtnen by a circular. It be
came apparent, however, that much of it had-boen im-
propoly seized, and to avoid Injustice, action under
the circular was temporarily suspendend. Part of
this property had been merely libelled. 'Against
part the proceedings had leached a decree oi con
demnation and sale. Very little, however, was actu
ally sold. On Si-ptembcr 12, 1865, circular No, IS,
series of 1805, was issued to govern -the action of the
Bureau respecting property. This circular, originally
drafted by the Commissioner, was sumitted to toe
President, who materially amended it, und it was pro
mulgated as received from him. With respect to

stantial testimony against them is very strong, but

transaction, and are the only direct witnesses. They
were admlted to testify before the coroner's court-
Under our State laws they would be Inadmissible, as
the deceased and the defendants are white persons;
but under tbe Civil Rights bill of Congress, perhaps
they may be allowed to testify. The defen dants are
in custody.
The planters in this region‘ are suffering from su
perabundance of rain. As I write the heavens are
lowering and sultry, with more showers yet in re
serve. The cotton seeds, many of them old Beads,
are coming up badly, and affairs do not promise well
for the future. We must hope for the best, and
“ Learn to labor, and to wait. ”
This place is emerging from the ruins In which the
war left It—a little Phoenix from the ashes. The most
of It was burnt by Sherman’s army, in November,
1864. Many buildings are rebuilt, and thrift and in

'Die Fenian Failure—.O'-Hull on y Ex
plains.
The proceedings in tho case of John O’Mahony, late
Head Centre, are still in progress at the headquarters
in Union square. The terrible crash in the fortunes
of O’Mahony, says the New York World, has com
pletely humbled that august Individual and rendered
fiscated. Such property has, therefore, been restored
upon proof that proceedings against ft had been dis
missed iu the United States Courts.
The records of the office do not show whether par
ties to whom such property has been restored were
connected with tho army of the so-called Confederate
States, or whether they gave aid or comfort to the re
bellion. General Howard says the estate of William
Aiken, in South Carolina, was restored by order of.
Major-General Sickles, commanding the Department.
Three estates were surrendered for the reason they
were not actually ubaudoned. Of the remainder some
were given because very few freedmen wore resident
upon them, and those could be more advantageously
located elsewhere. The others were restored after
mutually satisfactory agreements had been entered
into between the freedmeh and the former owners.
All of these pieces of property were embraced in
General- Sherman's Field Order No. 15, and the au
thority for the action taken by the Bureau in respect
to them was derived from tho instructions of the Pre
sident, contained in General Orders No. 145, from tha
War Department, bearing date October 9,1865. The
property held under the Act of July, 1862, and the
abandoned property actually allotted to resident freed
men, comprised but a small portion of tbe entire
amount which the Bureau has held in its possession.
In August, 1865, an application was received from B.
B. Lake, of Tennessee, a former soldier of the rebel
army, who had received a special pardon. His pro
perty was clearly abandoned, and his application was
not granted. An appeal was made to the President,
and on the 17th of August was received at the Bureau
with the following endorsement:

Respectfully returned to the Commissioner's Bu
reau. . R. Fox.
The records of this office show that B. B. Lake was
specially parduned by the President on the 27th ult.,
and waB thereby restored to all rights of properly ex
cept as to slaves. Notwithstanding this, it is under
stood the possession of his property is withheld from
him. 1 have, therefore, to direct that Gen. Fiak As
sistant Commissioner at Naahville.Tcnn.. be instructed
by the Chief Commissioner of the Bureau of Freed
men, Ac., to relinquish possession of the property of
Mr. Lake, held by him as Assistant Commissioner,
