The meter is the principal and only unit. It is a
measure of length, and waa intended to be one-tenth

sion that any attempt to conform it to that in present
use would lead to confusion, and would seriously in
terfere with the universality of system so essential to
lniematiotiid and commercial intercourse.
The Committee unanimously recommeud the enact
ment of this bill and accompanying resolutions re
ported by them. They were not prepared to go atthia
