An affair of honor came off in Macon, on the 19th,
between a couple of well-known young men ot that
city. But one* shot was exchanged when the affair
was amicably adjusted.
pi M Southern Georgiau says Bainbridgo is the
county town of Decatur county, situated on the left
bank ot Flint river, about one hundred miles from
Apalachicola. It is a most favorable location for busi
ness of all kinds, aud must, in the end, do the grocery
business for nearly all of Middle and Southern Geor
gia. It has now not less than thirty houses of busi
ness. and is still on the regular increase. It is also in
the midst of the beet cotton-growlug region in South
western Georgia, and has and will ship more cotton
than any interior town in the State with the excep
tion, perhaps, of two. It should be remembered that
the beautiful Flint is always, winter and summer,
navigable from this point to the Bay. Another fact
should also be remembered, which is, that a mail con
tract has been made, connecting it by steamer with
Apalachicola, aud consequently with New Orleans.

a little boy, between five and six years old, was con
vioted of assaulting a full grown man, and sent to Jail
for thirty dayft
-The Secretary of War has issued orders to abolish
all Freednaen Commissions in the Southern States.
—Gen. Beauregard sailed for Europe on Wednesday
in the Scotia.

and her husband serving iu the late war. The hus
band died while in the service.
—Tire English Admiralty, in view of the anticipated
Fenian demonstrations, have resolved to have a power
ful armor-plated ship permanently stationed at
Queenstown, Ireland.

— An ex-member of the New York Metropolitan
Police attempted to shoot his father in that city on
Monday last. »>n being arrested this affectionate

It in quite the fashion, now, in New Orleans, for
every spectator at a theatre to be presented with a
bouquet on entering the door. The effect is to make
the auditorium, in Odor and appearance, resemble a
huge flower garden. •
Within tlio pant few weeks seven men have beeii
lynched to death iu the American Bottom, north of
St. Clair county, Mo. The men were robbers and
horse thieves. Not the slightest effort was made to
find out the parties engaged iu the lynching.
The cholera has passed from the Duchy of Luxem
burg into Holland. Letters from the Hague mention
that it has' broken out in several Dutch towns, and at
Rotterdam and Delishusen especially. In the former
place, seven cases occurred on the first day, of which
tour terminated fatally.
Two sailors who shipped on board tho pirate She

A N ORDINANCE entitled an Ordinance to a
and amend an Ordinance to change the igai
of keeping the atreets and lanes of the city of Sa
vannah clean, and to prescribe the dntiea of the
Superintendent, paased Dec. 29th. 1863.
Sec. 1. Be it ordained by the Mayor and Aldermen
or the city of Savannah, in council assembled, and
it is hereby ordained by the authority of the same,
That Irom and after the passage of this ordinance,
the work of the Scavenger Department shall no
longer be given out by contract, but shall be carried
on under the direction of a superintendent elected
by Council, and the.whole expense of the same shall
be borne directly by the corporation.
Sec. 2. Be it further ordained by the authority
atoresaid, That the City Council, at its next regular
meeting of Council, in'Jannary of every year there
after, shall elect a superintendent, whose salary
shall be per annum, and who shall execute
a bond to the city, with good security, in the sum of
five thousand dollars, for the faithful discharge of hia
duty, which bond shall be approved by the Mayor;
such superintendent to give such bond and to enter
upon the duties of his office within len days from the
date of his election, and upon failure to give such
bond or neglecting to enter upon bis duties within
the said time, his election shall be deemed void, and
the City Council at its next regular meeting shall
elect some other in his place.
Sec. 3. Be It furter-ordatned by the authority afore
said, That it shall be the duty of said superintend
ent upon liis entering office to file a schedule with
the Clerk of Council, of ail the property of the De
partment coming into his possession : to make all
contracts for the purchase of carts, horses and males,
and for theRire of able-bodied men, such as may be
necessary to perform the duties of the Department,
as hereinafter described ; all such contracts and en
gagements being first subject to the approval of

further duty of paid superintendent to cause the men
so employed to pass through all parts of the city
dally, Sundays aud geueral holidays excepted, with
the carts, aud take off all offal, filth, manure, oyster
sheels, or other rubbish that may be collected in
barrels and boxes, or that may be found in any
street, lane or squares within the city, and carry the
same to such place as may be determined by the
Mayor or Chairman of the Street and Lane Commit
tee. Provided, that all manure shall be at the dis.

tendent to report to the Mayor or Acting Mayor
every Monday morning, the number or hands and
teams employed In the department, and the condi
tion of the streets, lanes and squares; and on every
alarm of lire it shall be his duty to repair to the place
of the lire with suoh of bis teams as are not actually
loaded and carrying off the offal at the time of the
alarm being given, aud be subject to the orders of
the Mayor, or the person or persons acting lu his
place. Aud for neglectlug or failing to perform all
the requirements of this ordinance, the said superin
tendent shall, upon conviction before the Mayor or
the person or persons presiding at the Police Court,
be subject to a fine of not less than five dollars nor
more than fifty dollars for each offence—one half to
go to the informer, the other half for the use of the
city. Provided, nevertheless, for any charge of gross
neglect or.misdemeanor, he, the said superintendent,
shall be liable to be tried before Council, and be re
moved from office or be fined in suclt sum as Council
may order and direct. And in case of removal from
office, a new election shall be held at the next meet
ing of Council to All his place for the unexpired resi
due of Ills term, and notice of such election shall be
given by the Clerk or Council ten days before the
time at which said election shall take place.
Sec. 5. Be it further ordained by the authority
aforesaid. That it shall be the duty of said superin
tendent to see that the public sqnares are also duly
examined, and any offal or rubbish that may be
therein found shall be removed by his carts; and it
shall be the further duty of said superintendent to
furnish the Chairman or the Streets and Lanes Com-
miitee with the hands, teams and carts belonging to
the Scavenger Department, one hour each day from
the 1st day of November to the 1st day of May and
two hours per day from the 1st dsy of May to the 1st
day of November, Sundays and general holidays,
and days sncceediug general holidays, excepted, for
tho purpose of assisting in grading, levelling, or fill
ing up auy of the streets, lanes or squares. And it
shall be the duty of the said superintendent to keep
two or more ploughs, and during heavy rains to go
through the city and open with said ploughs such
S laces as need opening, to let the water run off more
eely.
Sec. C. Be it farther ordained by the authority
aforesaid, That it shali be the duty of the superin
tendent to take charge of and feed all cattle or other
animals whatsoever llabje to be impounded by the
City Marshal or any city constable, and to deliver up
said cattle or other animals to tlielr owners on the
cusiomary fees being paid; for the fulfilment or
which duty the superintendent shad have possession
of all the buildings belonging to the city and attached
to the Pound, aud shall use the stables for keeping
the mules or horses engaged in the Scavenger De
partment, and shall keep the same in good repair
And it shall further be his duty to be at the said
Pound, or have some agent there, at two stated hours
each day, when cattle or other animals are within,
for the purpose ol delivering said cattle or other ani
mals to their owners when called tor. And, fnither,
he shall well and truly pay all moneys collected for
thus delivering up cattle or other animals, to the
city Marshal—the money allowed by ordinance for
reeding cattle or other animals Impouuded. beine ex
cepted.
SEC. 7. Be It further ordained by the authority
aloresaid, That ull ordinances or parts of ordinances
mutating against this ordinance be, and the same
are hereby repealed.

Be it ordained by the Mayor and Aldermen of the
city of Savaunan, Iu Council assembled, aud.it is
hereby ordained by the authority oi the same, That
immediately af.er the passing of this ordinance, aud
at the first regular meeting of Council in January of
each succeeding year, the Mayor shall appoint three
commissioners of the Massie School; one ol whom
shall be the Mayor, when he is not a regular member
ot the “ Board of Public Education for the City of
savannah and the said commissioners may be se
lected from the aldermen, or citizens, or both, as the
Mayor may elect.
And lie it further ordained, Tliat said commission
ers shall hold their offices until their successors ure
appointed, and shall unite with and become part
and parcel of the •• Board of Public Education for
the City of Savannah,” as created by an act or the
General Assembly of the State of Georgia, approved
March 21st, lSGtS, aud be governed by said act and
encli by-laws, rules and regulations as said Board of
Public Education tor the city of Savannah may from
time to time ordain for its government.
And be It farther ordained hy the authority afore
said. That all ordinances, and parts of ordinances,
militating against this ordinance, be, and the same
are hereby repealed.

A N ORDINANCE—^To auliiorize tne sppoiuiuieut
of u Deputy Harbor Master, ami to provide for
his compensation aud the compensation of the As
sistant. Harbor Master lately employed.
Whereas, the Harbor Master, In consequence of
the Increase of his duties, was compelled, on the 8th
day of January last, to employ the services of an
assistant, and from that time has found it necessary
to retain such assistant’s services at the rate of six
hundred dollars per annum ; and whereas; It is im-
S irtant to the Interests of commerce that a Deputy
arbor Master be appointed at a proper compensa
tion, to be paid ont of the fund collected by the Har
bor Master; therefore,
Sec. 1. Be it ordained by the Mayor and Aldermen
of the city of Savannah, tn council assembled, and
It is hereby Ordained by the authority of the same,
That there shall be a Deputy Harbor Master appoint
ed by the Harbor Master, subject to the approval 01
the Mayor—the first appointment- to be made imme
diately arter the passing of this ordinance ; and that
sneh Deputy Harbor Master shall receive a compen
sation at the rate of six hundred dollars per annum,
to be paid out or the fund collected by the Harbor
Master, and exclusive uf the salary or the Harbor
Master; and that said Deputy Harbor MoBtar be at
all times subject to the orders and command of the
Harbor Master.
Seo. 2.—And be It farther ordained, by the author
ity aloroeaid, That from the fund now in hand, or
hereafter to be collected hy the Harbor Master, he be
authorized to retain a sufficiency to reimburse him
self for so much as he may have paid his assistant.

aforesaid, That all ordinances, and parts of ordi
nances, so far as they militate with tills ordinance,
be, and the same are hereby repealed. *

cluded within the following boundaries, to wit * Sa
vannah river on the north; East Broad street on the
east, commencing at the river, at the Toot of East
Broad street, and rugntng southwardly along the
east aide of East Broad-street to its Intersection with
Gwinnett street; thence, from the -northern side of
Gwinnett street to its intersection with West Broad
•treet on the west; and thence again to tha river.
And with the.further provision tliat it shall not be
lawful-for any person to erect any wooden building
or shed under the Bluff or 6n any wharf between the
eastern limit of the city and the Savannah k Ogee-
cltee Canal, under the penalty fixed by exist!wr
ordinance.
And whereas, daring the late war, and since that
time, certain persons, for want of proper materili or
deltarwise, put up erections or made repairs, in vio
lation of the fire ordinances of the cfty;fhr relief
from which, applications are being made to Council
for causes appealing strongly to the lenity ol Council;
now, therefore,

aforesaid, That all such violations be, and the same
are hereby relieved, and the penalties therefor re
mitted.

aforesaid. That all the ordinances of -said city in re
gard to the erection or repair of buildings or strnc-

T HE CONTRACTS for distributing the Laws and
Journals of the last and preceding Legislature
will bo let to the lowest bidder by Congressional
(not Judicial) Districts, at the Stato Uonse, on Tues
day, the twenty-ninth day of Mav next, at twelve
o’clock M. Any sealed bids which inay be forwarded
to me by mail before that time, for distributing the
books in any Congressional District, will be consid
ered as bids at the letting out of the contracts. Bond
and security will be required for the faithful perform
ance of the contract within sixty days from the re
ception of the books, and the money will be paid as
soon as the work is done. Those who desire it can
receive the books at the time of the letting, and All
contractors will lie required to enter npon the work
within ten days after the date of the contract.’ Any
one. sending a bid by mail must accompany it with
a certificate of the Clerk .of the Superior Coart or
Sheriff of the county In which he resides, stating
that he. is a responsible person, reliable and able to
give good bond, or such bid will not be considered
