We have seen this doctrine ot State
sovereignty ciuried out in its practical re
sults until all authority in Cougress was
lenied, the Union temporarily destroyed, the
constitutional rights of the citizens of the
•South nearly annihilated, aud the land deso
lated by civil war.
The lime has come when the reconstrnc- j
tion ot Southern Slate governments must be ; MM[onlgn
laid on Constitutional principles, or the dus- , for tae

ship be permitted to remain.
We know ol another plau that Congress,
under its Constitutional powers shall now
exercise its authority to establish the princi
ple whereby protection is made co extensive
with citizenship.
We maintain that no State, either by its
orgauic law or legislation, can make trans
gression on the rights of the citizens legiti
mate. VI e demand, and ask you to coucur
turbed and enlivened to-day by the diacuaaion at that
univcreal solvent, the Philadelphia Convention
appear, that an effort has been made by the National
Union Club to secure tie endorsement of tke Cabinet
officers to the pnblished call. Some of them agreed
fully wiih the principles set forth and the necessity
for a national convention, but others objected to the
objects of the convention and tbs methods adopted for
convening it. The discussion is said to have passed
the bounds of ordinary animation and become fleeted
and ill-tempered.
The Herald’s Washington correspondent makes
an astonishing exposure of the plottings of the rad -

In many of the Slates aches steps have been takas*
to have full and able delegation, to the proposed Na
tional Union Convention at Philadelphia, August 14.
In others there seems to be some misunderstanding
as to the manner in which delegates are to be eboeeh -
With a view to give the proper information, the follow
ing circular, emanating from the National Union Com
mittee, has just been issued and sent into all the
States and Territories. Tne indications are that this
convention wiU be ©no of the most imposing ever held
in this country.

—Head Centre Stephens was arroated on Thursday

Affidavit in tke Case of Jnatlce Stale).
State of Geobou, Chatham County.
Personally came and appeared, the undersigned
citizens, who, being duly sworn, deposeth and aaith,
that on the 10th day of July, 1866, a Sergeant Major,
a Sergeant or Corporal, and two privates ol the United
States army, came io the office of Justice John A. Sta
ley. The Sergeant Major entered the office, while the
guard remained out on the sidewalk. The Sergeant
Major stood before the Justice's desk fbr about one
minute, where the Justice was than arranging some
paper?. The Sergeant Major handed the Justice a
communication, which the Justice read and replied
that he would be there iu a few minutes. The Ser
geant Major said to him, tery «brupf?y, “You wifi bm vs
to go with me at once.” The Justice raqueetedhim to
wait a moment until he could arrange hispepersto
show his position, and that he desired the Sergeant
Major io understand that he was not offering any xe-
Metance. but desired simply to arrange his papers to
show his position before leaving his office, whan he.
would go with him, whereupon the Sergeant Major
again very abruptly ordered the Justice te corns along
with him, that his orders were positive and must be
obeyed, and ordered his guard to come into the office,
for the purpose, we suppose, of taking the Justice out
by force. The Justice said to him, “I am coming,
you need not do that.” The order fbr the guard to
come into the office was then countermanded, when
tbe guard remained out on the pavement and com
menced loading their muskets; this, however, tbe
Sexgsant Major countermanded. The Justice, by thia
time, hxriaff imaged klapapm, earn* fro™ brtiind
'hi,desk, aud went along quietly with the Sergeant
xfajnr and his guard. Just before tearing the office,
the Justice requested the Sergeant Major to tall him
where be was going to take him, Rut he might hare
