arc making 2,000 needle guns per day.

and a number of Sisters of Charity, have gone
over there from Mobile.
—During one of the late hot days a buggy
was set on fire in Baldwinsville, N. Y., by
a bottle which waa lying in the bottom of if,
ami which acted like a burning glass.
—Tlie New York World stales that a
combination of capitalists in New York have
bought $0,000,000 in gold, and intend to iipy

is an opportunity. ,
—A inau by the name of John Frank,from
Savannah was atrested with two-other men
near Richmond, Va., on Wednesday last
charged with attempting to commit a high
way robbery and murder-
—A man by the name of Mattux is now
on trial at Niles, Michigan, on the
charge of haviug committed a murder
some twelve years ago. A dog found a pair
of bloody pantaloons in a hollow tree, un
der circumstances which led lo tbe re-arrest
of the accused.
—A 'Canadian correspondent of tbe New
York Tribune says that during tlie Canadian
excitement, Breckinridge and other Southern
refugees offered their services to tlie Colonial
Government. It is supposed that Y r oung and
tlie rest of the refugees were among the
parly who offered their services. They were
officially thanked.

The following message of the President, column
incited to the House on Tuesday, is a severe and
aoarthing rebuke, well deserved, of the action of Con
gress 4U relation to tho admission ot members from
the State of Tennessee to their rightful seats in the
Senate aud Hou*-.o of Representatives:
To the Moose or Rev resenta fives :
The following “joint resolution,restoring Tennessee
to her relations to tbe Union” was last evening pre
sented for my approval:
“Whereas, Iu the year 1861 the government of the
state of Tennessee was ifeized upon and taken posses
sion of by persons in ho3tility t.» the United States,
and to the inhabitants of said State, in pursuance <1
an act of Congress w»-rc declared to be in a state of in
surrection against the United States ; and whereas,
tbe said government can only be restored to its former
political relations in the Union by the consent of tin?
law-making power of the United States; aud whereas,
the people of said State did, on the 2*2d day of Febru
ary, 1865, by a large popular vote, adopt and ratify a
constitution and government whereby slavery was
abolished, and all ordinances and laws of secession,
aud debts contracted under the same, were declared
void; and whereas, a ^tate government has been or
ganized under said constitution which lma ratified tlie
amendment to tbe Constitution of the United States
abolishing slavery, also the amendment proposed by
the Thirty-ninth Congress, and has done other acts
proclaiming and denoting loyalty; therefore, be it
••Resolved by the Senate and House of Representa
tives of tbe United States of America iu Congress as
sembled, That the State of Tennessee is hereby re
stored to her former proper, practical relations to the
Union, and is again entitled to be represented by
Senators and Representatives in Congress.”
The preamble simply consists of statements, some
of which are assumed, while the resolution is merely
a declaration of opinion.. It comprises no legislation,
nor does it confer any power which is binding upon
the respective houses, the Executive, or the States. It
does not admit to their seats in Congress the Senators,
and Representatives from the State of Tennessee: for,
notwithstanding the passage of the resolution, each
House, in the exercise of the constitutional right to
judge lor itself of the elections, returns and qualifica
tions of its members, may, at ita discretion, admit
them or continue to exclude them. If a joint resolu
tion were necessary and binding as a condition prece
dent to the admission of members of Congress, it
would happen, iu the event of a veto by Lhedlxecutive,
that Senators and Representatives could only be ad
mitted to the hallo of legislation by a two-thirds vote
of each of the twp houses. .
Among other reasons recited in tbe jinamble for

the amendment to the Constitution of the United
States abolishing slavery, and also the amendment
proposed by the Thirty-Ninth Congress.” If, a* is

power of the United States/ 4 it would really seem to
follow that tlie joint resolution which at tfrts late day
has received the sanction of Congress .should have ,

tion. Otherwise, the inference is plainly deducible
that while, in the opinion of Congffess, the peoptB of a
State may be too strongly disloyal to be entitled to
representation, thejanay neverthlesa, during the sus
pension ot their ‘/former proper practical relations to
the Union/’ have* an equwly potent voice with other
aud loyal States in propositions to amend the Consti
tution, upon which so essentially depend the stability,
prosperity and very existence of the nation.
Ou the 4th day of December, 1865, the Thirty-ninth
Congress assembled, nearly eight months have
elapsed since that time, and no other plan of restora
tion having been proposed by Congress for ita meas
ures matittited-by the Executive, it ia now declared,
iu the joint resolution submitted for my approval,
*• that.the State of Tennessee is hereby restored to her
former proper practical relations to the Union, and ia
again entitled "to be represented by Senators and Rep
resentatives in Congress.” Thus, after a lapse «-f
nearly eight months, Congress proposes to pave the
way to the admission and to representation of one «.f
the eleven States whose people arrayed themselves in
rebellion against the constitute authority of the Fed
eral Government.
Earnestly desiring to ratoove every cause of furtln r
