As much interest is felt throughout the country in
regard to the prospects of the cotton and other crops

It gives us pleasure to state that we have
been shown a dispatch from Baltimore to
Mr. J. F. Walker, agent of the National Ex
press Company in this city, which says that
all difficulties in regard to the affairs of the
Company have been fully and satisfactorily
settled, and that the Company is now in
better condition, and its business under more
thorough management than it has ever been
before. We infer from the tenor of the dis
patch that the litigation between this Com
pany and one of the Virginia railroads, in
(he form of an injunction, has been settled.
We congratulate the stockholders, OK'd
others connected with the enterprise,
the favorable character of the informalioh
thus communicated, and wish them a suc
cessful career, in common with their older
rivals, in this interesting and useful depart
ment of commercial intercourse.
Agricultural Colleqk Scrip for the
Southern States.—It is stated that-*' lSe ;
Commissioner of the Grand Land Office has
for some time been busily engaged in signing
the agricultural college scrip taken up by
the Stale of North Carolina under the Con
gressional grant of Jniy 2, 1862'. The only
Southern States that have thus far signified
their intention of accepting the provisions of
the grant of Congress, besides North
Carolina, are Virginia and Georgia. The

The law granting to States the privilege of
selecting lands for agricultural and mechanic
colleges provides for an amount of public
lauds equal to 30,000 acres for each Senator
and Representative in Congress to which
such States are respectively entitled by the
appointment under the census of I860, the
tracts to be selected from the public lands of
the United Stales, subject to private entry at
$1 25 per acre, or selections may be made
from the $2 50 or double minimum ; bat. in
the latter case, the lands are to be computed
at the maximum price, and the number of
acres proportionately diminished. _
Distressing News.—It pains us deeply to
read the accounts in oar Georgia exchanges
from north of Atlanta in regard to the almost
entire failure of the crops in that region, in
consequence of a protracted drouth. It is
stated that in many counties there had been
no ram for several weeks, and under a blaz
ing sun and the high temperature of tbe pres
ent summer, the last hope of a corn crop had
disappeared.
The Rome Courier of last week says “the
drouth continues, with no immediate pros
pect of abatement. In many places the early
corn is ruined. Through this and the ad
joining counties it now seems impossible that
there will be half a crop raised. Tbe cotton
crop is also obliged to be short, and appre
hensions are now being felt that it will be
almost entirely ent off. Heaven have mercy
upon us!” iff'
One Honest Official.—Hon. Chester D.
Hubbard, member of Congress from West
Virginia, declines] to accept his increased
pay, as provided by the 'act of tbeTast'ses
sion of Congress. Tbe United States
Treasurer to-day received a letter from Mr.
Hubbard, in which was enclosed the order
ot the Sergeant-at-Arms of the House, en
titling him to $2,800. Mr. Hubbard says he
voted for the bill because he did not want to
defeat the appropriations therein, hut he did
not expect to draw his increased pay. Mr.
Spinner, the Treasurer, has returned the
draft to Mr. Hubbard for his endorsement,
(which had been overlooked,) and for in
structions as to what fund Mr. Hobbard de
sires the sum applied to, inasmuch as the
money has been appropriated^and ia sobjbet
to the direction of the payee.

Stamps.—The new tax . law concerning
revenue stamps went into operation on the
1st inst., and its provisions are especially
interesting to bankers and brokers, from the
fact of tbeir being taxed at tbe rate of one
cent for every hundred dollars of tbe amount

vention of California met in San Francisco.
It passed resolutions endorsing President
Johnson’s restoration policy, and declaring
that a spirit of charity and moderation
should control the political action of the
country. Approving the Philadelphia Con
vention, it appointed delegates thereto—all
of whom are citizens of other States, we be
lieve. This was done because of the utter

The Test Oath.—The Columbus, Ohio,
Crisis, the organ Of ttte Democracy of' Ohio,
declares unequivocally against -any approach

Convention. Such is the universal voice ot
the Democratic and Conservative press of,
the North and West X Any otjier course, in

WHO IS TO BLAME.
On the first page of this paper will be
found a joint letter addressed to the Presi-
sident by Mayor Monroe and others o*
Louisiana, in which they fix beyond ques
tion, the responsibility for the late riot in
New Orleans upon the revolutionists who
attempted to hold the illegal Convention,
and their Radical supporters. It is gratify
ing to learn from this reliable source that
the press and authorities Of New Orleans not
only advised but importuned the people to
abstain from any interference with the Con
vention, notwithstanding the illegality of the
gfhdd^Eiing; and the people generally observ
ed the recommendation. Those who hap
pened to be precipitated into the conflict by
the pressure of surronnding circumstances,
had been attracted to the locality by
curiosity, and the collision which
unhappily occurred, was sought by
the blacks, whose insolence, owing to the
instigation of Dostie and his confederates,
was of the most aggressive character. Gen-
Hearn, one of the signers of the communion -
tion, was formerly an officer of the Federal
army, and ought to be credited by all disin
terested persons.
The truth is, as ligTit is thrown upon the
doings of the convention which met in Lou
isiana in 1804, and which sought to perpetu
ate its power by overthrowing the present
government of that State, the more infamous
it appears. To sustain their jacobinical con
duct, and to galvanize into life a convention
which had been dead for two years, negroes
were furnished arms, and every preparation
made (o precipitate the conflict. And when
themqbspirit caused by these wanton outrages
brokdteiit, the Revolutionists, whose leaders
in Ccaigress had prophesied the result, aud
did all they could -to make their prediction
true, now charge upon the Administration,
the erime and the deeds of blood which they
alone brought upon the country, merely to
furnish an additional pretext for refusing to
the State of Louisiana her rights in the Union.
That the leaders of this mock convention
were political agitators, and that the action
of the convention was calculated to produce
a breach of the peace, no rational man can
doubt. It was so intended, for its getters-up
knew that when their programme was seen it
would necessarily produce riot and blood
shed, and ye t, with the facts before them the
Radical press insist upon it that the blood is
not uppn their hands.

while engaged in a benevolent act; and thus
perished in the bloom of manhood as noble a
spirit as ever existed, or struck in behalf of
the holy cause of liberty. Among the many
excellent features In bis character, none
shone brighter than those sterling virtues
which mock at the petty malice of the envi
ous and triumph over tbe machinations of
malignity. His affable manner was so tem
pered by a polished urbanity as to conciliate
the love and esteem of all who knew him.
In all tbe relations of fife, social or military,
he was faithful, affectionate, exemplary, and
manifested a meekness and gentleness which
beautifully illustrated the virtues ot the
Chtistain and the beaevolenoe of tbe man ;
but, alas! he has entered in bis rest, earth
and its sorrows have been supplanted
by heaven and its joy9. To bis bereaved
sisters and surviving brother, while sympa
thizing with them in this trying dispensation
of Him in whose bands are tbe issue of all
things, I must say, weep not for the true and
brave, but rejoice in. his exchanging the
trouble scenes of this world for a happy borne
in that heaven of peaceful and settled rest.

We clip tbe following items from the
Picayune of Sunday morning:
Mr. G. H. Flagg, of Algiers, who was
member of tbe Convention of 18S4, and was
reported as answeriog to bis name in the
Representative Hall on Monday, denies that
Ube was present, as we learn from those who
have conversed with him. He was arrested
by'capias from the First District Court, on
Thursday, while on this side of the river,
and fontid bail yesterday and was released.
Members or the Convention Indicted.—
Seventeen of the members of tbe Convention
indicted have been arrested and furnished
the requisite bail. We learn that several
wereentelies on each other’s bonds.
Howes, Henderson and Hire were too
sick to be removed. Pontado, Orr and
Mormand, of Avoyelles; Bennie, of La
fourche ; Ennis and Hamilton have not been
arrested.
The Grand Jury was in session yesterday,
but made no farther report. They adj ouroed
until to-morrow.

The Hospitality or Philadelphia.—
. Forney’s Philadelphia paper, tbe Press, says
that the Southern delegates to the Conven
tion to meet on the 14lb instant, will be mat
with overflowing hospitality by the many
“rebel” sympathisers in that city. Houses
that have heretofore been hermetically
sealed, wifi be thrown wide open for tbe ac
commodation, of the hpoorod guests. It
says:
“So far from the fear of mob violence
against onr recent Southern masters, the
only apprehension to be indulged is that they
will be smothered in (he affectionate em
braces of tbeir anxious and ardent friends, or
drowned in the copious libations that wifi be
set flowing in tbeir behalf.”

A Fact Wi'tL Stated.—The Hon. A. H.
Stewart, of Virginia, in his recent address
before the University ot Virginia, speaking

The Late Fire at Atlanta.—In regard
to the late disastrous fire at Atlanta, by
which the Athenaeum building was destroyed,
we learn that ten thousand dollars of the in
surance was in the Home and Southern and
Trust offices of this city. The notices of the
losses were received on the 6th of this month,
and the drafts for the payment of them were
forwarded from both offices on the same day.
Receipts for them were received on the 11th.
This speaks well for the Savannah insurance
companies, and, we are sure, will confirm
the favorable opinion gwronily entertained
in regard to them.
Death ok a Floridian.—The Tallahassee
papers announce .the death near that city on
the 7th instant, of the Hon. Geo. K. Walker,
who had been a citizen of that State for over
thirty years, and had held various positions
of trust and honor. He was beloved for bis
virtues and admired for his brilliant and cul
tivated mind. He was the brother of the
Hon. David S. Walker, the present able
Governor of that State.
Hon. D. A. Walker.—The Atlanta In
telligencer of the l<kb, contains a letter fropi
this gentleman, in which be says it is impos
sible, owing to indisposition, for him to at
tend the Philadelphia Convention as one
of the delegates from the State at large.
He, however, heartily endorses the object of
the Convention.

Philadeu-uu, August 12.—The great Wigwam tor
the National Convention wUl be completed by Tnee-
dey. It Is the largest structure ever built tor s pobU
cal gathering. A large number of delegates bare ar
rived. Iteverdy Johnson, Montgomery Blair, Stock-
ton, of New Jeresy, Fernando Wood, Cowan, of
Bytvania, and many other diaUnguiaheJ persona have
arrived.
There waa quite a stir to-day over a report lu the
New York Herald, that Governor Curtin, of Pennsyl
vania, had secretly called for two thousand mIMtte ter
service during the time of the Convention, and that
trouble will probably ensue. This is believed to be a
canard. There is no reason to suppose that the C»
vention will be disturbed, notwithstanding the Mis
chievous articles iu some of the Radical press Gene
ral Dix or George Ashman, of Meseecheeette. will pre
side.

Brnci, August 8.—The deputies voted that the or
der of Black Eagle be conferred on General Van Boom
and General Baron Maltfce.
On yesterday in the upper House of the LsginUtero
a letter was received from the Count of TTmtphalla
declaring his oath of allegiance with the King of Prus
sia, and his duty aa a federal Prince no longer
on him since His Majesty had withdrawn from the
German confederation.
The municipal authorities of Berlin have
an address to the Crown Prince of Prussia sympathiz
ing with him in the affliction caused by the of
his infant son, and eulogizing hie war glory and mili
tary achievements in behalf of Prussia.
The Crown Prince in returning ihnnyffi pointed to
the joyons prospect about to be realized, whioh will
fulfill the just hopes of Prussia and the nation.
General Manluiffeil has gone to St. Petersburg on a
special mission.
Prussia and Russia are consulting on matCsrs affect
ing the interests of both.
London, August 9.—The Austrian and Italian trues

Philadelphia. August 11.—An atrocious murder
