AFFAIRS III MEXICO.
A telegraphic dispatch in another column
announces that the Imperial troops have
evacuated many of the most important mili
tary points in various parts of Mexico, in
cluding Monterey and Tampico. It is stated
also that the French troops were redueed to
the last extremity and without hope foe rein
forcements. This indicates that the prtW'Nt
direction of affairs in Mexico is rapidly as
suming a character mote critical and peril
ous to the maintenance of the Imperial
dynasty in that unhappy country. Embold
ened by their recent substantial victories, the

great vigor and earnestness. The latter
have but little hope of obtaining aid
or reinforcements from any quarter.—
That Maximilian is in great finan
cial stress is shown by the mission of
his wife, the Empress, to Europe for assist
ance. It is not to be disguised that he is
now in a most embarrassing position. The
absorbing conflict now Taging in Germany,
and the prostration of the power of his
brother, the Emperor of Austria, excludes all
chance or hope from that quarter. The de
struction of the present Government will
inevitably be succeeded by anarchy and ruin.
The question naturally presents itself, what
is to become of a country possessed of so
many advantages and capabilities, but ren
dered a nuisance to the civilized world by a
scene of bloody excesses, misery and disor
der, for the want of a permanent Government
and laws. It has been suggested that the
United States extend-its Government and
laws over this wretched and otherwise hope
less people and country. It is argued that
this might be done on the same ground
that justified the displacement of the abo
rigines of this continent, to make way for
the settlement of civilized races with their
civilization and humanity. There are doubt
less many difficulties in the way of carrying
out Iflia idea, but tbe sane resistless foeon
and power that extended our boundaries' to
and beyoDd the Rocky Mountains will ulti
mately sweep them away, and bring all of
that beautiful country under tbe dominion of
this Government. This will be accomplished
by a destiny which is directed by causes be
yond human control
The Cabinet to Attend the Douglas Monu
mental Ceremonies.
A Washington correspondent says: It is
now positively arranged that the President
and Mr. Seward will start from this city on
the 28th iost., en route for Chicago to attend
the Douglas Monument ceremonies. The
Presidential party will leave here in the
morniDg, and arrive in Philadelphia on the
afternoon of the same day, remain in that
city until the next morning and depart for
New York, so as to arrive in New York
city at noon, and remain in the latter city
until the following morning. Tbe party will
then go to Saratoga, Nad trom thence to
Chicago, where they expect to valve on the
fifth day of September.
A Chicago dispateh aay»: Now that it is
definitely settled that the President and hie
Cabinet will visit Chicago on the 6th of
Seotemberto be present at the laying of
the corner-stone of the Douglas Monument,
the Committee of Arrangements are busily
perfecting their plans to make tbe occasion
one of universal celebration. The sculptors
are preparing an appropriate medallion to be
worn on tbe day of tbe ceremonies, and in
commemoration of the event. An amateur
musical concert will be given at the Opera
House ou the evening ol the 5th or 6tb, and
the Masonic fraternity, who will conduct tbe
exercises, are Arranging to supply tbe
thousands who will be present with refresh
ments in the grove.

Hon. Isaac Nekton, Commissioner of Agri

eral of the Southern States relative to the

the section lying between Memphis and
Nashville, Tennessee, which has been devas
tated by the ravages of war, a respectable
crop of cotton and a large crop of com are
now growing, and look remarkably well
Between Nashville, Tennessee, and Louis
ville, Kentucky, the crops present a similar
appearance. - From Louisville,- along the
route through Kentucky, Indiana, Ohie, Vir
ginia and Maryland, the country is almost
one continuous field of luxuriant cofn, prom
ising a bountiful crop.

Railroad Meexino.—Tha people of Amer
icas, in this State, are agitating the question
of building a railroad from that point toHaw-
kinsville, A meeting to forward its purposes
was held in Americas on tbe 7th inst At
this meeting committees were appointed to
visit the counties of Dooly and Pulaski, to
confer with the citizens on that subject and
ascertain their feelings in the matter. Also
to correspond with the city authorities at
Brunswick, the President and Directors of the
Brunswick Railroad, and other capitalists
interested in the city and road, in relation to
the project under consideration.
The Ghottn Lotal Convention.—This
body, says one of onr Georgia exchanges,
did not convene an Saturday last, as an

abandoned. At least such is the declaration
made by'the Radical organ in Griffin—the
