IMPEACHMENT OF THE PRESIDENT.

They had planted to-day|a thorn In the side of An
drew Johnson, and it would prick him to the end of
am official' term, for President' Johnson bad been
guilty of highly impeachable offences. The President
may ‘be out of Office . before 1808. The question
whether he will or wi'l not be impeached depends
greatly upon the facility of the machinery of the
Government provided by the Constitution.
The speeches of the new Radical Governor
elect, Geary, and cx-Governor|Boutwell, of
Massachusetts, who is a prominent member
of Congress, are equally significant of what
is contemplated next winter. »
Gen. Butler, who is a candidate for Con
gress, and will be elected without opposition,
in his political stumping tour through Ohio,
not ouly avowed that such was the purpose
of himself and others, but in a speech de
livered in Cincinnatti, he read a formal bill
of indictment against tbe President, and gave
a statement of the manner in which Congress
would proceed to effect tbe impeachment. .
The New York Express analyzes this
speech, and gives the following synopsis :
1st. The President of the United States,
after a vote by a majority of the House of
•22—not 30 States—and that a Rump House,
created, in part, by the expulsion of such
Northern members as Yoorhees, Brooks,
Baldwin and others, is to be impeached.
2d. The thus impeached President is to be
brought before a Rump Senate of 52 mem
bers (26 States,)—not 72, as required by the
Constitution, (36 States,) and of these 52
Senators to try the impeachment, two are
made by the process of illegal and tyrannical
ejection of Senator Stockton from New Jer
sey—Stockton being against the impeaching,
and the substituted man for.
3d. The moment the Rump House arraigns
the President, that moment, Butler tells ns,
27 of these 52 Senators, thus made, can
aW'imprison'S® the President.
4th. Then, anybody in the Senate, whom
these 27 Senators vote to make a President
of—Chandler, or Wade, or Sumner—becomes
President of the United States.
oth. This Chandler,-*or Wade, or Sumner
then becomes Commander-in-Chief of the
Army and Navy of the United States.
Cth. The Regular Army, the West Point
ers, &c., then, if not obedient to Chandler,
or Wade, or Sumner, “ are to be swept from
the face of the earth” by a Butler, or the
Bankses, wo suppose, or the Schencks or the
Sehurzes, &.<•.
7th. And all of the millions of the Dem oc
racy in the country—with the Conservative
Republicans, are expected to look on and
see this usurpation completed.

It is stated that a negro minister George
Urskinat who has lived ia Liberia fo* thirty
years, recently delivered a lectwre in Knox
ville, Tennessee, encouraging the emigration
of the negroes from tbe Southern States to
Liberia. He described the climate of that
country as being very similar to that of Loui

that is required to maintain our present com

merce is a thorough clearing out of the arti
ficial obstruction* and the deepening of our
river channel so aa to admit vessels of deeper
draught than can wiw come up to our
wharves. That this can be accomplished
with a moderate expenditure of capital and
labor We have the assurance of gentlemen of
scientific experience in each matters. Tbe
question is, how is the work to be accom
plished? This is for our City Council to de
termine, and the sooner they do so and the
sooner the work ia commenced and pushed
vigorously forward tbe better.
The first thing proper to be done is tbe
clearing out of the obstructions aud the
deepening of tbe cfaaonel oo tbe “wrecks.”
The United States Government has entered
toto a contract with Mr. Welles for the re
moval of the sunken gunboats and other ob
structions placed in the cbknoel,' but the re
moval of tbe Saod-drifta and mud banks
caused by them, and Jhe clearing out and more -
deepening of tbe channel are not contem
plated by the Government and will have to
be done by the city. Every day that this is
neglected our commerce is suffering and the
difficulties to be encountered in tbe work
are increasing. These improvements in our
lower channel accomplished, there are other
improvements in the river above the city nec
essary, which will be a work of time, but
which, when completed will give us a volume
of water and a depth of channel ample for all
purposes. When, by proper dredging, we
have opened and given a proper direction
to tbe channel below tbe city, by such wptk
aa will divert a portion of tbe water which
now passes into back river into the river
proper, wd can still further increase tbe
depth oftbe channel, while the unobstructed
flow of a greater volume of water through it
will prevent its filling up.
For the immediate work on hand, it seems
to us that the city should lose no time in
providing herself with the necessary .ma
chinery and moans fiat its accomplishment,
and not rely upon contracts with ’private
companies or individuals. It has been sug
gested that the Con aril should immediately
authorize the purchase of a dredging ma
chine of the latest improvement, to beowhed
by the city, and worked by persons appoint
ed for the purpose, under the direction of
the Mayor and Board of Aldermen. For the
purchase of the machinery the bonds of the
city might be issued, and a contract might
be made with some of oar own ship-builder:
for the immediate construction of a suitable
dredge-boat and fiats. The boats could be
built by the time the machinery could be ob
tained, and in a term months the work on the
channel, so much needed, could be in pro
cess of accomplishment.

shall be kept in close custody, tbe same as a
common criminal, and. in case of conviction
shall be formally deposed.. With regard to
the danger of this high-handed proceeding,

We are told that if Copgreps shall proceed to exer
cise their rightful authority, theu there will be tried
the strength of the Government, that tbe President
-.rill call upon the army and navy, and the army and
navy will obey him. I»t there be no fear about that,
because tbe army and navy of the United States are
not those Jeiv men that are in tha regular service.
(Applause.) 1 have no desire to disparage either the
patriotism or the integrity of the army of the United
States, but if the army, as such, or if any portion of -
it, ol- if any officer of it, shall so far forget the duties
he owes to his flag and to his profession aa a soldier sa
to answer any but the legs! call of his country, that
small body of men shall be swept from the face of the
earth.” , ...
These premonitions of what ia comiDg are
now tbe staple of fell tbe speeches of the most
prominent, and we might add, the most in
fluential leaders of the party, sad the danger
oi such teachings is evinced by the extrava
gant demonstrations of applause with which
they have been received by_ Radical au
diences. Tbe masses of the party seem to
be animated by the same spirit that Butler
manifests to inaugurate another era of strife
and civil war, which would be the inevitable
consequence of an attempt to displace tbe
President by the appointment of a violent
Radical Senator as his successor. These
dangerous agitators have been encouraged
by the results of tbe late elections, aud there
seems to be no doubt in the public mind that
their present threats will take tangible form
in tbe next Congress.
It is enongh to make one shudder to read
the programme announced by Butler, Ste
vens, and others of the same stamp, as the
one which they intend to press upon Con
gress at its next session. Such is the condi
tion of their minds; such the exasperation of
parties; such the Radical contempt for con
stitutions and constituted authorities, and
sneh tbe determined purpose of that party
to retain the controlling power, ^that we shall
not be surprised at any violence they may
commit, or at any means they may resort to
in furtherance r>f their designs. W-e een only
hope that they may be deterred from con
summating their revolutionary schemes- by
the gradually increasing change in tbe senti
ments and feelings of the Northern people.

economy. With full control and proper su
pervision on the part of Council, the- work
could be pressed forward with the utmost
expedition, and the machinery, freed from
the restrictions of contract stipulations, could
be employed from time to time, wherever the
; most pressing necessity might require.
When the work below was accomplished the
dredge might be kept constantly employed
in the improvement of tbs channel above, in
cleaning oat the river front, and in deepening
.the wharves. In the Northern harbors seve
ral dredging machines are kept constantly
employed. One could find constant employ-
inent in our harbor, and when not engaged
on the public work, wdd be a source of re
venue to the city by hire to wharf owners.
We think aB will agree that the necessity
of the work proposed Is Imperative, and that
its speedy accompliabaunt is vitally impor
taut. Experience has proven that the con
tract system is neither reliable, economical
nor efficient. We hdfcr no right to expect
that tbe Government will, in our especial
favor, enter upon a system of “river and bar-
bor improvements” of doabtinl constitution
ality, and if we would have oar harbor what-
it may be made to be—the best, safest and
post eligible oh tbe South Atlantic coast
we must loee no time in accomplishing the
work ourselves- ABiatensla of the dty are
involved in the “consummation so devoutly
to be wished,” and we feel assured tbat
Council will be unanimously sustained iu
any liberal, vigorous and efficient plan they
may adopt.

military had no right to interfere with the
administration of civil ifw.
| It appears that Gen. Foster appealed to
the Secretary of War for instructions, who
lfrid the matter before the President, and
aud that the President baa sustained the po
sition of the Mayor in his construction oftbe
proclamation announcing tbe restoration of
civil tow in oil tbe Southern States.
It is to be regretted that Gen. Foster, who
had discharged his dnttoe acceptably to tbe
people of Florida, aa well sa tife General
Government, made so grave an issue with
tbe civil power of the Slate, ns it will be con
strued into a desire on his part to exercise
contrary authority in defiance of tbe procto-
tion of the President.
The decision of the Executive to this case
we trust will settle the question as to
top supremacy of the dvil authority,and cop
vipce military commanders amt the resfcm-
tton policy of tbe administration is not to be
thwarted with impunity.

Captain Nichols, of the Philadelphia brig

denas a day or two since, reports to ns that
on the 9th he was boarded from the Swedish
bark Penelope, bound for Queenstowa for

60.21) West. She was short of provisions,
which were supplied by the Nellie Moore.
She had lost sails, and been otherwise in
jured in. gales. Her draught was too groat
for Savfnuah or Charleston, and she would
probably endeavor to make Norfolk or Balti
